powerplantGrid Corporation of Odisha (GRIDCO) Limited has issued a request for proposals for consultancy services to undertake an environmental and social impact assessment (ESIA) for the proposed Upper Indravati floating solar park in Odisha. GRIDCO, designated as the nodal agency for floating solar development in the state, plans to develop three grid-connected floating solar plants of 75 MW each, with a cumulative capacity of 225 MW, to be set up over the Upper Indravati reservoir. The project also includes associated evacuation and transmission infrastructure. The deadline for bid submission is June 3, 2026.
According to the tender guidelines, the scope of work involves detailed assessment of environmental and social impacts in line with the requirements of the Government of Odisha, the Government of India, and applicable international standards. The study will define project characteristics and its area of influence, establish baseline environmental and social conditions, and identify potential impacts across all phases, including pre-construction, construction, operations, and decommissioning. The bidders are required to submit a bid security of Rs 100,000, valid for 120 days.
According to the eligibility criteria, the bidders can participate as single entities or as a consortium of up to two members. They must have completed at least three ESIA studies, or three environmental and three social assessments in the renewable energy sector including transmission projects in India over the last five years. Furthermore, financial eligibility includes a minimum average turnover of Rs 100 million from consultancy services over the last three financial years, supported by audited financial statements.
