A new solar mapping tool has calculated the Philippines has over 1.8 GW of rooftop solar capacity.
The Solar Power Estimation of Capacities and Tracking Using Machine Learning (Spectrum) tool, developed by the Quezon City-based Institute for Climate and Sustainable Cities (ICSC), is a proprietary model and web platform. It uses machine learning and satellite data to provide estimates of solar energy capacity across the Philippines.
When analyzing 174 cities and municipalities across the country, the platform found over 1.3 GW of rooftop solar capacity in Luzon, 472 MW in Visayas and 61 MW in Mindanao, amounting to 1.846 GW nationwide.
Of this detected capacity, almost 1.4 GW is utility-scale rooftop solar, while commercial installations covered 203 MW and residential installations, including those under the Philippines’ net-metering program, made up 245 MW.
ICSC says the current version of Spectrum achieves a precision of 87.6% when assessing residential rooftop installations, compared to 87.1% for commercial installations and almost 98.5% for utility-scale installations.
Jephraim Manansala, ICSC Chief Data Scientist, commented that unregistered solar rooftop capacities are becoming “more significant across the country, which poses a challenge to distribution utilities to adapt their operations and planning.”
“Despite being unregistered, these growing capacities could still contribute significantly to renewable energy generation targets,” Manansala added. “That’s why we need a clearer, more granular view of what’s already on the ground.”
Mylene Capongcol, Assistant Secretary for the Department of Energy of the Philippines, said that the mapping tool will help identify potential projects and explore new business models. “This also paves the way for the introduction and expansion of innovative and impactful power purchase agreements,” Capongcol added.
ICSC says it will continue to develop its Spectrum model with aims to improve its precision, expand coverage, and ability to track growth of solar capacities over time.
According to figures from the International Renewable Energy Agency (IRENA), the Philippines’ cumulative solar capacity surpassed 2.9 GW by the end of 2024.

Nipsco To Supply 3 Gw To Amazon Data Centers In Northern IndianaA Northern Indiana Public Service Co. affiliate — called NIPSCO Generation, or GenCo — plans to build up to 3 GW of gas-fired generation and battery storage to serve planned Amazon data centers, the companies said Monday. Combined with electric transmission to be built by NIPSCO, the companies expect to spend about $7 billion.
Under the arrangement, GenCo plans to build two 1.3-GW gas-fired power plants and a 400-MW, 4‐hour battery storage system to serve the data centers, according to filings at the Indiana Utility Regulatory Commission. In comparison, NIPSCO expects its non-data center load in 2028 will be about 2.3 GW.
The IURC on Nov. 19 reaffirmed a September decision to approve the GenCo framework, which is designed to ensure that NIPSCO’s existing customers don’t pay for infrastructure needed to serve hyperscalers like Amazon. Under the framework, GenCo will own and operate power plants for large load customers.
NIPSCO, a NiSource subsidiary, expects its 15-year deal with Amazon will produce about $1 billion in savings for its ratepayers. Those savings will be reflected as a credit on customers’ electric bills, according to a Nov. 7 filing by NIPSCO and NIPSCO Generation at the IURC. Residential customers will receive roughly $7 in monthly savings, according to the utility.
The companies have asked the IURC to approve a “special contract” and a power purchase agreement for the arrangement with Amazon. The filings at the IURC don’t name Amazon, but the details such as capacity, capital expenditure amounts and ratepayer savings match Monday’s announcement.
The contract calls for NIPSCO to begin providing power and capacity to Amazon data centers by Jan. 1, 2027, with deliveries climbing up to 2.4 GW by the end of 2032, Vincent Parisi, NIPSCO president, chief operating officer and CEO, said in an IURC filing.
Under the arrangement, NIPSCO will buy the power to serve the Amazon data centers through a PPA with GenCo. The Federal Energy Regulatory Commission will also have to approve the PPA. GenCo plans to seek separate IURC approval for any generation it builds for Amazon.
The contract gives Amazon a one‐time option, by March 31, 2029, to reduce its total capacity by 1,200 MW, according to NIPSCO.
NIPSCO will build, own and operate transmission infrastructure needed to serve the Amazon data centers, according to the application. The costs for the transmission will be kept separate from the utility’s ratebase and not flow through to its existing customers, the utility said.
NIPSCO and GenCo asked the IURC to approve the special contract and PPA by May 6.
GenCo is in talks to supply up to 3 GW to additional data center customers, with another 3 GW of “developing opportunities,” NiSource said in an Oct. 29 investor presentation.
Citizens Action Coaltion is reviewing the proposal, with an eye toward ensuring that ratepayers won’t be harmed by the arrangement, according to Ben Inskeep, a program director at the advocacy group.
”We will vigorously advocate to protect residential customers from risks and ensure they see significant affordability benefits, rather than more rate hikes, with the addition of large load customers,” Inskeep said Tuesday in an email.
In the last two years, NIPSCO has increased residential bills by $77 a month for customers using 1,000 kWh, resulting in the highest electric bills in the state, Inskeep said.
Also, the 2.6-GW of gas-fired generation GenCo plans to build at its coal-fired Schahfer power plant site could produce nearly four times the amount of greenhouse gas emissions that the existing Schahfer coal plant emitted in 2023, according to Inskeep.
“It is outrageous that none of the electricity to serve the 2.4 GW of data center load will come from additional renewable energy or energy efficiency,” Inskeep said.

Japan’S Pv Module Shipments Hit 1.28 Gw As Residential Demand AcceleratesJapan’s solar module shipments hit 1.28 GW in the first quarter of fiscal 2025, driven by a sharp rise in residential demand that pushed domestic deliveries to 1.273 GW, up 111% from a year earlier, according to the JPEA, a trade group representing Japanese solar manufacturers.
Residential PV installations jumped 126%, offsetting weaker growth in commercial systems, the JPEA said in its latest quarterly report.
Foreign manufacturers continued to dominate the market, supplying 828 MW, or 65% of total shipments, up 114% year on year.
Japanese suppliers shipped 452 MW, maintaining a 35% share. Production remained overwhelmingly offshore, with 95% of modules manufactured outside Japan, said the JPEA.
The non-residential segment delivered 900 MW, up 105%, including 490 MW for large-scale power generation and 410 MW for general commercial use. Overseas shipments remained marginal at 6.5 MW, roughly two-thirds of last year’s level.
Modules rated 300 W and above accounted for most of the volume, totaling 1.131 GW for the quarter.
Japanese companies shipped 445 MW domestically, with 241 MW for residential use, 80 MW for power generation, and 125 MW for commercial sites.
Foreign companies supplied 828 MW domestically, including 132 MW for residential, 411 MW for power generation, and 285 MW for commercial installations.
The overall pattern reflects continuing reliance on foreign manufacturing, strong residential demand, and steady growth in large-scale solar projects, with domestic shipments led by the Southeast region, said the JPEA.
Japan aims to accelerate its energy transition by expanding renewable capacity, improving grid flexibility, and integrating emerging technologies such as perovskite solar and green hydrogen. The government has launched two new subsidy schemes, offering up to 75% cost support for perovskite modules and storage, to hit its target of 20 GW of perovskite capacity by 2040, according to the Ministry of the Environment.

Georgia Power’S Large Load Pipeline Shrinks By 6 GwGeorgia Power’s pipeline of large load economic development projects shrank a net 6 GW from the second quarter to the third quarter to 50.9 GW due to projects that exited, the utility said in a Friday filing with the Georgia Public Service Commission.
Around 6.8 GW of new large load projects entered the pipeline, and projects in the pipeline increased their projected load by a total of 1.6 GW, while 14.3 GW of projects exited, Georgia Power said.
Georgia Power’s pipeline of near-term large load projects slated for winter of 2028 and 2029 decreased this quarter by 1.4 GW, to a total of 24.4 GW, the report said.
“Although the total and large load economic development pipelines have shrunk, the number of commitments to Georgia Power for electric service from large load customers have grown from 26 to 28,” Georgia Power said in the report.
Those two new commitments together account for 2.2 GW and bring the utility’s total commitments to 11 GW, the report said, and since last quarter “an additional five customers have broken ground, reflecting an increase in the long-term load from 3,721 MW in Q2 2025 to 7,313 MW in Q3 2025.”
Of the 28 committed projects, 18 have broken ground and 10 are pending construction, which “indicates that these large load customers are materializing and making progress without material delays,” the report said.
Georgia Power said that in the near-term, “projects that have broken ground represent 6,175 MW of the total 7,800 MW of customer commitments for the winter of 2028/2029.” The utility could not be immediately reached for comment.
Testimony filed Nov. 12 on behalf of the commission’s public interest advocacy staff warned that Georgia Power’s residential customers could see their monthly bills increase if the utility completes its planned generation buildout to support new data centers.
“The majority of the new generation Georgia Power seeks to certify … is not backed by executed contracts under the new large load framework,” stated the testimony, given by PSC staff members and consulting analysts. “Only about 1,900 MW is supported by such contracts. The rest is speculative and exposes customers to the risk of stranded costs if the anticipated load does not materialize.”
The staff testimony noted that the data center segment is “primarily underperforming expectations due to a mixture of lower materialization rates, project cancellations, and delays.”
“Since the 2023 IRP Update, thirty-three data center projects with 11,332 MW of announced load have been removed from the pipeline, representing ~55% of all project removals, and ~65% of announced load removed,” the testimony stated. “24% of data center projects that entered the LRM have been removed with an average of five data center projects exiting the pipeline each quarter … It is unclear whether the Company’s model accounts for this level of project removal.”

Texas Loan Fund Tops 3.5 Gw Of Gas Capacity Secured With Latest Nrg DealNRG Energy will develop a 455-MW gas plant near Houston, backed by a low-interest loan from the state of Texas, the company said Thursday.
It is the sixth loan finalized through the Texas Energy Fund program for the Electric Reliability Council of Texas market. Voters authorized the fund in 2023. The new generation will be built at NRG’s existing Greens Bayou Generating Station in Harris County, and is expected online in 2028.
New generation backed by the Texas Energy Fund, across six projects, now exceeds more than 3.5 GW, said officials at the Public Utility Commission of Texas, which manages the program.
The Lone Star State is experiencing “unprecedented growth,” NRG Executive Vice President, President of NRG Business and Wholesale Operations Robert Gaudette, said in a statement. Greens Bayou is NRG’s third project to receive support from the loan fund, marking about 1.5 GW of total capacity and up to $1.15 billion in low-interest loans.
Under the loan agreement for Greens Bayou, total project costs are estimated to be less than $617 million and the PUCT will provide a 20-year loan up to $370 million, or 60% of total cost, at a 3% interest rate.
In August, the PUCT tapped NRG for a TEF loan up to $216 million to develop two gas units totaling 456 MW of capacity at its existing TH Wharton Generating Station in Houston. And in September the company was selected for a loan of $562 million to develop a 721-MW gas plant near Baytown.
There are another 11 Texas Energy Fund applications moving through a due diligence review process, said state officials, representing another 5.4 GW of possible new capacity in the ERCOT footprint.

Denmark Floats Tenders For 2.8 Gw Offshore Wind ProjectsThe Danish Energy Agency has launched tenders for three offshore wind farms with a combined minimum capacity of 2.8 GW. The three projects are North Sea Mid, Hesselø in the Kattegat, and North Sea South. These projects are intended to deliver electricity equivalent to the annual consumption of around three million households across Denmark and Europe.
The projects will be offered under a two-sided capability-based contract for difference that secures a fixed electricity price for developers and reduces the risk of low tariffs. The state has set an overall payment ceiling of DKK 55.2 billion including VAT. The tender conditions also introduce sustainability and labour-related requirements, including criteria for turbine blade recyclability and safeguards against social dumping. The bidders must demonstrate compliance with cybersecurity rules when requested. Additionally, the Hesselø project must adopt a nature-inclusive design. The submission deadlines vary by the project. The deadline for the submission of tenders for North Sea Mid and Hesselø projects is spring 2026, while the same for North Sea South project is autumn 2028.
Furthermore, the three projects also have minimum capacity and completion timelines criteria. North Sea Mid should have a minimum capacity of 1,000 MW and Hesselø should have a minimum capacity of 800 MW, with both projects set to be operational by the end of 2032. North Sea South should have a minimum capacity of 1,000 MW, to be completed by the end of 2034. The projects also allow additional overplanting. These tenders follow earlier offshore rounds in 2024, in which no bids were received, leading to further market discussions and subsequent political agreements that shaped the current 2.8 GW tender.

Andhra Pradesh Awards 1.2 Gw Rooftop Solar Under Pm Surya Ghar SchemeThe Government of Andhra Pradesh has awarded its 1.2 GW rooftop solar tender under the PM Surya Ghar: Muft Bijli Yojana to over 20 developers.

Ghana Breaks Ground On Its Largest Solar Project, Set To Reach 1 Gw By 2032The government of Ghana has begun work on what will become the nation’s largest solar project, marking a major step toward expanding the country’s renewable energy capacity. The Norbert Anku solar park is being developed in the Dawa Industrial Enclave in the Greater Accra region. The project is led by Solar for Industries Ltd., a subsidiary of LMI Holdings, one of Ghana’s prominent conglomerates. It will be built in two phases of 100 MW each. The first phase is expected to be completed by December 2026, while the second phase is planned to connect to the national grid nine months after the first.
The Ghanaian presidency announced that the project’s capacity is planned to grow further, reaching 1 GW by 2032. This long-term expansion would make it the largest solar farm in sub-Saharan Africa outside South Africa. The project brings together several international and local partners, including International Finance Corp., Enclave Power Co., John Murphy Construction, China International Water and Electric Corp., and SgurrEnergy.
During the groundbreaking ceremony, President John Mahama highlighted the importance of the project, saying it reflects increasing investor confidence in Ghana’s energy sector. He encouraged the project team to work with dedication so that the solar park would become a symbol of Ghana’s clean industrial progress. He described the project as a significant step toward the country’s clean industrial revolution.
Once operational, the solar park is expected to benefit companies located within the Dawa Industrial Enclave by offering a 10% discount on the electricity generated. This is expected to support industrial growth and provide more affordable power to businesses in the area. According to data from the Africa Solar Industry Association, Ghana currently has 188 MW of installed solar capacity, with 112 MW coming from large-scale plants. The country’s biggest existing solar project is a 50 MW installation developed by the Bui Power Authority as part of a hydro-solar hybrid system. The new Norbert Anku solar park is therefore set to significantly transform the scale of solar development in Ghana.

An IEA survey of solar power applications in Australia shows that the country installed 5.2 GW of solar capacity in 2024 and reached a total of 40 GW, including 26.1 GW of distributed systems and 13.4 GW of centralized installations.
Utility-scale installations of 5 MW or more contributed 2 GW, while rooftop systems across residential, commercial and industrial sites contributed 3.2 GW to the annual total.
Solar installations in 2024 exceeded the cumulative total of all installations completed up to the end of 2015, which stood at 5.1 GW.
“Despite recording a record volume of installations in 2024, Australia did not rank among the world’s top ten markets for annual installations. This marks the second consecutive year outside the top 10, a position it has held since the IEA photovoltaic power systems program (PVPS) began tracking markets in the 1990s,” said the IEA.
For rooftop solar Australia outranks most nations, with 44% of free-standing homes having systems installed, including about 50% of homes in Queensland and South Australia.
“With low insolation relative to the rest of Australia (3.7 kWh per year), Tasmania has only 20% of free-standing homes powered by solar PV,” said the IEA. “South Australia, with a population of 1.77 million, rooftop solar alone has routinely been sufficient to power the state with excess power from rooftop and large scale being exported to neighboring states for over the four hours around mid-day.”
A trend toward larger residential systems has prompted a reclassification of typical system sizes. Residential installations were previously defined as 10 kW or less, up from 3 kW in 2012, and are now defined as up to 15 kW. Commercial systems are classified between 15 kW and 100 kW.
The report notes that Australia’s ambition for utility-scale solar falls into the 10 GW to 30 GW range. Despite incentives such as the Capacity Investment Scheme and its 40 GW target, issues related to connection approvals, congestion management and fragmented access arrangements increase costs and risks for grid-scale projects, the report finds.
Australia ranks in the top ten globally for total installed capacity and records a world-leading installation rate of more than 1.52 kW per capita.
“With an impressive total 26.1 GW of distributed solar and an additional 13.4 GW total centralized solar, combined with excellent insolation, solar power now meets over 20% of the nation’s total electricity demands,” the report says.
The National Survey Report of PV Power Applications in Australia 2024 lists University of New South Wales Australian Centre for Advanced Photovoltaics Director Professor Renate Egan as the lead author, with contributions from experts at six other Australian universities and clean energy specialist businesses.

Hero Future Energies Signs Mou Worth Rs 300 Billion With Andhra Pradesh For 4 Gw Re ProjectsHero Future Energies has signed a memorandum of understanding (MoU) with the government of Andhra Pradesh to develop 4 GW of renewable energy projects across Ananthapuramu, Kurnool, and Kadapa districts.
The MoU was announced during the AP Govt–Confederation of Indian Industry partnership summit in Visakhapatnam and entails a proposed investment of Rs 300 billion.
The renewable energy projects will be implemented in a phased manner by leveraging HFE’s capabilities in advanced energy technologies and project design.
As per the MoU, state agencies including the New and Renewable Energy Development Corporation of Andhra Pradesh and the AP Economic Development Board will support the project by expediting clearances and ensuring inter-departmental coordination.

Europe’S Energy Storage Capacity On Track To Pass 100 GwFrom ESS News
The European Union, the United Kingdom, Norway, and Switzerland together are expected to reach 100 GW of installed energy storage later this month, according to new analysis by LCP Delta and Energy Storage Europe.
Since 2020, Europe’s energy storage sector has grown rapidly, with different technologies progressing at varying speeds. Pumped hydro remains the largest contributor, accounting for 50.6 GW of installed capacity, including 500 MW added this year in Belgium and Austria. Meanwhile, battery storage has expanded even faster, adding more than 4 GW of utility-scale projects in 2025 alone, according to the analysis.
