In a landmark announcement, Avio USA, the American subsidiary of the Italian aerospace leader Avio S.p.A., has committed $500 million to establish a sophisticated solid rocket motor manufacturing facility in Pittsylvania County, Virginia.

This project represents more than a simple expansion of capacity. It is a strategic effort to repurpose 225 acres of the Southern Virginia Multimodal Park, a site formerly occupied by a Burlington Industries textile mill. The decision to locate an 860,000 square foot facility in the town of Hurt highlights a broader trend where advanced technology firms utilize existing industrial infrastructure to meet the rising demands of the modern defense sector.

State leadership, including Governor Abigail Spanberger, has positioned this project as a cornerstone of regional economic development. The site was selected following a competitive national search, eventually winning out due to Virginia’s robust logistics network and the specific industrial zoning of the Pittsylvania tract. To support the initiative, the Major Employment and Investment Project Approval Commission has recommended a special appropriation of up to $97.7 million.

This incentive package is designed to offset the substantial capital requirements of building a vertically integrated aerospace plant while ensuring the long term viability of the operation. By converting a legacy textile footprint into a high technology campus, the region is transitioning from traditional manufacturing to the forefront of the global aerospace supply chain.

The primary output of the new Pittsylvania facility will be solid rocket motors, a critical component in the propulsion systems of tactical missiles and commercial space launchers. This investment arrives at a time when the Department of War has signaled an urgent need to increase domestic production of missile systems to replenish strategic stockpiles and support international allies.

Avio USA operates as a vertically integrated merchant supplier, a role that allows it to provide propulsion solutions to major defense primes such as Lockheed Martin and Raytheon. By establishing a large scale production footprint in the US, Avio is addressing the current bottleneck in solid propellant motor availability, which has become a primary concern for national security planners.

The facility will specialize in the casting and assembly of large scale motors, utilizing the 50 year heritage of its Italian parent company. Avio S.p.A. is well known as the prime contractor for the Vega launcher program and has a long history of developing high performance propulsion for the European Space Agency. Bringing this technical expertise to Virginia allows the company to localize its supply chain and better serve the US Department of War. The focus on tactical propulsion is particularly relevant given the increased global demand for precision guided munitions. The integration of advanced composite materials and automated manufacturing processes at the Hurt plant will ensure that the production rate meets the rigorous standards required by modern defense contracts.

Beyond the physical infrastructure, the $500 million investment is expected to generate between 1,000 and 1,500 high quality jobs for the Southside Virginia region. These roles will span a wide range of disciplines, from specialized chemical engineering and aerospace technicians to logistics coordinators and administrative staff.

To ensure the local workforce is prepared for the transition to aerospace manufacturing, the state will utilize the Virginia Talent Accelerator Program. This initiative provides customized recruitment and training services at no cost to the company, helping to bridge the gap between existing manufacturing skills and the specific technical requirements of rocket motor production.

The economic impact of this project extends beyond direct employment. The influx of highly skilled workers and the ongoing operational requirements of an 860,000 square foot plant will create a multiplier effect throughout the local economy. For a region that was once heavily dependent on the tobacco and textile industries, the arrival of a global aerospace leader represents a definitive pivot toward the future of work. The facility will occupy a critical node in the Southern Virginia Multimodal Park, leveraging rail and highway access to move raw materials and finished products efficiently.
