Germany's Federal Network Agency (Bundesnetzagentur) has allocated 2,638 MW of PV capacity in the nation's latest tender for utility-scale solar.
It assigned the capacity across 271 bids. The new allocations slightly exceed the capacity that the Bundesnetzagentur initially planned to hand out. The tender was significantly oversubscribed, with 420 project proposals totaling 3.83 GW.
The average price came in at €0.0466 ($0.0532)/kWh, with final prices ranging from €0.0399/kWh to €0.0488/kWh.
From a regional perspective, the largest volume awarded was in Bavaria (607 MW), followed by Brandenburg (367 MW) and Lower Saxony (315 MW).
In the previous auction of the same kind, the German authorities allocated 2,150 MW of PV capacity across 242 bids. The auction's average price was €0.0476/kWh, with final prices spanning from €0.0388/kWh to €0.0495/kWh.
In another auction finalized in September 2024, the Bundesnetzagentur awarded 2.15 GW of PV capacity at a final average price of €0.0505/kWh, with final prices being between €0.0450/kWh and €0.0524/kWh.
In a procurement exercise held in May 2024, the allocated capacity was 2.23 GW of PV and the average final price was €0.0511/kWh. Final prices were between €0.0362/kWh and €0.0549/kWh.

Kuwait Launches Tender For 1.8 Gw Al-Khairan Phase 1 Thermal Power ProjectKuwait has launched the bidding process for the first phase of the Al-Khairan Independent Water and Power Producer (IWPP) project. The 1.8 GW project, to be fuelled by a combination of LNG and high-pressure natural gas, with gas oil as back up fuel, is being developed under a public-private partnership model by the Kuwait Authority for Partnership Projects (KAPP), in cooperation with the Ministry of Electricity, Water and Renewable Energy. Located approximately 100 kilometres south of Kuwait City, the project will also desalinate water.
The scope of the tender includes the design, financing, construction, operation, maintenance, and eventual transfer of the facility. The selected developer will establish a project company to enter into a 25-year agreement to supply electricity and water to the government. Three consortia have been invited to submit proposals, led respectively by Abu Dhabi National Energy Company (TAQA), Saudi Arabia’s ACWA Power, and China Power International Holding. Additionally, Nebras Power and Sumitomo Corporation are among the other qualified bidders.
At the end of 2024, Kuwait’s total installed capacity reached 20.3 GW, predominantly thermal power, with 12 GW generated from gas and 8.5 GW from oil.

Malaysia Approves 2 Gw Of Large-Scale SolarThe government of Malaysia has given the green light to 13 large-scale solar projects with a cumulative capacity of 1,975 MW.
The approvals conclude the fifth bidding round of the country’s large-scale solar programme, which opened for applications in January.
Aiming to procure 2 GW, the bidding round received 37 applications across two bid packages for a total capacity in excess of 4 GW, according to a statement published by Malaysia’s Ministry of Energy Transition and Water Transformation (Petra).
Petra says the 13 selected bidders complied with all the requirements set out in the request for proposals. The approved capacity during the scheme's fifth round is the largest agreed on since the LSS program was implemented in 2016. The scheme has now approved 4,263 MW of large-scale solar projects in total.
The ministry added that the newly-approved projects will begin generating electricity in 2027 and 2028.
Among the projects is a 200 MW floating solar array, one of Malaysia’s largest to date, PETRA says. Further individual project details are yet to be disclosed.
Malaysia’s cumulative solar capacity reached 2,306 MW by the end of 2024, up from 2,146 MW at the end of 2023, according to statistics published by the International Renewable Energy Agency (IRENA). The country has set a target of achieving a 40% renewable energy share in its national energy mix by 2040.
Last month, subsidiaries belonging to Malaysian companies Gentari and Gamuda revealed plans to develop 1.5 GW of solar tied to battery energy storage to supply hyperscale data centers located in Malaysia.

Bangladesh Scraps 5.68 Gw Of SolarThe Bangladesh Power Development Board (BPDB) has scrapped approvals for 34 solar power plants for which letters of intent (LoIs) were issued under the Special Provisions Act.
The LoIs are being canceled because no implementation agreements, power purchase agreements (PPA), or land lease agreements have been signed, said the BPDB. The canceled projects, supported by local and foreign investors, were expected to have a combined capacity of 5,681 MW.
The LoIs were issued under the Quick Enhancement of Electricity and Energy Supply (Special Provisions) Act without competitive bidding during the previous government.
After taking office, the current government in August 2024 suspended all negotiations, project selection, and procurement processes under the Special Provisions Act, citing widespread irregularities in awarding plant approvals, including tariff fixation.
This July, the government published an ordinance repealing the Special Provisions Act and decided not to authorize any more power plants under it. Future procedures for the canceled plants must follow an open tender process.
The renewable energy sector said the government’s cancellation of so many solar approvals sends “wrong signals” to foreign investors in particular.
“Foreign investors will now rethink while making any investment plan in Bangladesh due to uncertainty of policy sustainability in the country,” said Mostafa Al Mahmud, president of the Bangladesh Sustainable and Renewable Energy Association (BSREA).
He said entrepreneurs have already invested about $300 million in these projects. “We had requested several times to reconsider the decision, but the government did not respond,” he told pv magazine.

World’S Largest Solar Park Adds 1 GwA further 1 GW of solar is operational at the Mohammed bin Rashid Al Maktoum Solar Park, the world’s largest single-site solar park, located in the United Arab Emirates.
Work is currently underway on the sixth phase of the project that will add a total of 1.8 GW of solar to the site, which is being implemented by Dubai Electricity and Water Authority (DEWA) under an independent power producer (IPP) model.
An update published by the government of Dubai confirms the sixth phase is approximately 68.59% complete, having reached the 1 GW threshold, with the remaining 800 MW under construction.
Over 2.2 million solar panels have been installed to date, with the number on track to reach over 3.9 million by the time the current phase of work is completed next year.
To date, the solar park’s cumulative production capacity stands at over 3.8 GW, according to figures published by DEWA. By the end of the decade, its capacity is expected to reach over 7.2 GW, exceeding the original 5 GW target, and will contribute to around 34% of Dubai’s total electricity capacity.
In February, DEWA issued a call for developers to assist with the seventh phase of the project on an IPP basis. The tendered solar facility will have a capacity ranging between 1.6 GW and 2 GW and will be connected to 1 GW of battery capacity, making it one of the largest solar-plus-storage projects in the world.
In April, DEWA Managing Director and CEO Saeed Mohammed Al Tayer announced that 47 global companies had expressed interest in developing the next phase.

Coal India Seeks Epc Bids For 3 Gw Of Grid-Connected SolarFrom pv magazine India
Coal India has started accepting expressions of interest from EPC companies for the development of 3 GW of grid-connected solar projects across India. Tentative sites include the states of Andhra Pradesh, Karnataka, Madhya Pradesh, Rajasthan and Tamil Nadu.
The scope of work covers turnkey execution of the solar plants, including supply of PV modules, land procurement and the balance of system.
Based on the responses, CIL will launch a tender process to select EPC and operations and maintenance (O&M) contractors. The plants must be designed to connect with the nearby Inter-State Transmission System (ISTS) network.
Applicants can propose capacities from 200 MW to 3,000 MW, depending on their capabilities. Projects must achieve a minimum capacity utilization factor (CUF) of 25%.

Italy Allocates 1.72 Gw In Rooftop Pv Tender For Agricultural FirmsFrom pv magazine Italy
Italian energy agency Gestore dei Servizi Energetici (GSE) has published the list of projects selected through the agrisolar tender held by the Ministry of Agriculture, Food Sovereignty and Forestry (MASAF).
A total of 22,942 projects with a combined capacity of 1.72 GW have been granted funding, while 2,013 projects totaling 170.5 MW were excluded.
The awarded funding amounts to €2.35 billion, exhausting the budget for this tender round.
The program differs from Italy’s agrivoltaic tenders, as it supports conventional rooftop PV systems for agricultural firms rather than dual-use agrivoltaic facilities.
In the most recent agrivoltaic tender, finalized in December 2024, authorities awarded 1.5 GW after receiving 643 bids totaling 1.7 GW. Most projects were in southern Italy, with additional awards in Lazio and Emilia-Romagna in central and northern regions.

Uk Grants Consent For 1.5 Gw Offshore Wind ProjectThe UK government has approved the Morgan Generation offshore wind farm, located in the Irish Sea. The project will have a generational capacity of 1,500 MW. It was developed by JERA Nex bp and EnBW.
Once operational, the project is expected to supply electricity to about 1.5 million households annually. Moreover, the project is reportedly the second offshore wind project from the UK’s Round 4 leasing round to receive consent. It is also among the quickest projects in the country to move from the lease award stage to official approval.
Additionally, the related Morgan transmission project, which will provide the infrastructure to deliver power from the project to the national grid, is under examination. A decision on its development consent is expected in 2026.
JERA Nex bp is a 50:50 joint venture (JV) between Japan’s JERA and bp, that develops, owns, and operates offshore wind projects. The JV has 1 GW of operational capacity, complemented by a strong development pipeline.

Us Grid Interconnection Agreements Hit Record 75 Gw In 2024 Amid Federal ReformsThe United States recorded its highest-ever volume of grid interconnection agreements in 2024, with capacity surging 33% year-on-year to 75 gigawatts (GW), according to a new report by Wood Mackenzie. The milestone follows the introduction of Federal Energy Regulatory Commission (FERC) Order No. 2023 and other regional reforms designed to accelerate the processing of interconnection requests.
The report, Tracking the Progress of US Grid Interconnection, highlights that the reforms have begun to ease longstanding bottlenecks by reducing speculative projects and clearing queue backlogs. “We saw a record year in 2024, with 75 GW of secured capacity. 2025 is maintaining this momentum, as major grid operators have already secured 36 GW through July 2025, positioning the year to match 2024’s record,” said Kaitlin Fung, research analyst for North America Utility-Scale Solar at Wood Mackenzie.
Alongside the surge in agreements, the industry saw 9% fewer new project entries and a 51% increase in withdrawals of non-viable projects since 2022, signaling a more efficient and realistic interconnection pipeline.
Solar and Storage Dominate AgreementsSolar and storage projects accounted for 75% of all interconnection agreements in 2024, securing 58 GW. Solar alone has made up half of all signed interconnection agreements since 2019—a trend that continues this year.
Natural gas has also seen renewed activity, with 121 GW of interconnection requests submitted since 2022. Applications in 2025 have already surpassed annual records, but successful agreements have dropped 25% since 2022, particularly in PJM, MISO, and ERCOT.
Regional Disparities PersistThe report notes that performance varies widely across grid operators. ERCOT leads in both success rates and processing speed, thanks to its “connect-and-manage” approach. ISO New England (ISONE) follows in success rates but suffers the longest processing times due to its delayed shift to cluster-based reviews. Meanwhile, CAISO ranks third but has one of the lowest success rates, largely due to a flood of speculative projects.
“While we’re seeing positive momentum, significant challenges remain,” Fung added. “Natural gas projects are entering queues at record levels but securing fewer agreements, and regional disparities in processing highlight the ongoing need for reform.”

Australia Floats Tenders For 1.6 Gw Renewable ProjectsThe Australian government has launched two new tenders under the Capacity Investment Scheme (CIS) to support renewable energy and firming projects in Western Australia. The tenders are expected to attract about $4 billion in private investment for the wholesale electricity market covering the state’s south-west region, including Perth. The tenders will add 1.6 GW of renewable generation along with 2.4 GWh of dispatchable storage. This will supply power to over 900,000 households annually and meet the peak demand of 550,000 households for four hours.
The tenders will contribute to Western Australia’s CIS allocation target of at least 2.3 GW of renewable generation and 4.4 GWh of dispatchable capacity. The bidders have ten weeks to submit bids under a streamlined process, with assessments based on deliverability, cost-effectiveness, grid reliability, engagement with First Nations communities, and binding commitments to deliver shared benefits. The deadline for bid submission is November 7, 2025.
Furthermore, the tenders are part of Australia’s broader plan to achieve 82 per cent renewables by 2030, with 40 GW of new renewable capacity supported by storage, transmission, and gas. Previous CIS rounds have finalised 19 agreements amounting to a capacity of 5.85 GW nationwide, with announced projects committing about $15 billion towards local employment, expenditure, and community and First Nations benefits.

South African Regulator Registers Almost 2 Gw Of Projects From April To JuneThe National Energy Regulator of South Africa (NESRA) registered 111 generation facilities with a total capacity of 1,916 MW between April and June this year, the first quarter of South Africa’s latest financial year.
NESRA says the new facilities, which have an estimated investment value of ZAR 51.91 billion ($2.95 billion), were processed within an average turnaround time of 11 working days. During the first quarter of the prior financial year, which registered 104 projects, the average process time was 15 days.
The regulator’s latest update adds that solar projects emerged as the predominant technology chosen, “underscoring South Africa’s abundant sunlight resources, which are ideal for both small-scale and large-scale energy generation”.
Gauteng, Western Cape and KwaZulu-Natal were the three provinces with the largest number of registered facilities, with 31, 21 and 14. The Western Cape had the largest capacity of new projects, reaching 740.63 MW, followed by the Northern Cape (506.55 MW) and Free State (301.53 MW).
Since the inception of NESRA’s registration regime in 2018, the regulator has registered 2,056 generation facilities with a total capacity reaching 12,757 MW and a total investment cost of ZAR 293 billion.
In July, the South African government approved an additional six solar projects totalling 1,290 MW of new capacity under the country’s seventh renewables procurement round.
South Africa deployed 1.1 GW of solar in 2024, following a record year for solar additions in 2023. It is now working towards deploying at least 3 GW of new renewables annually, increasing to 5 GW by 2030.

Siemens Gamesa Inks Agreement For 1.5 Gw Offshore Wind ProjectLuxcara has signed a capacity reservation agreement with Siemens Gamesa for the Waterekke offshore wind project in the German North Sea. The 1.5 GW offshore wind project will deploy 97 turbines of 15.5 MW each, to be supplied by Siemens Gamesa. The project is reportedly scheduled for commissioning by 2029.
In June 2025, Luxcara acquired a 520 MW battery energy storage project in Waltrop, North Rhine-Westphalia, Germany, on an unused site that was formerly designated to develop a coal-fired power plant.
Luxcara, founded in 2009, is a German independent asset manager focused on clean energy infrastructure. The company has a portfolio of around 6 GW of renewable projects spread over 12 countries, with an investment volume of more than €7.5 billion.

Venture Capital Fund In New Zealand Aims To Develop Over 10 Gw Of RenewablesAuckland-based venture capital firm Pacific Channel has launched a new US$36m (NZD40m) fund, Fund V, aimed at providing seed capital to advance the development of seven large-scale renewable energy generation and storage projects to shovel-ready status, with an additional 18 projects in the pipeline, as part of a broader pipeline exceeding 10 GW of capacity across the country.
Pacific Channel said Fund V will support the development of a national portfolio of wind, solar, and storage projects led by renewable energy developer Kākāriki, a joint venture formed by operators including Australia’s Energy Estate, UK-based Regener8 Power, and New Zealand companies Elemental Group and Tāmata Hauhā. The initial phase of the Kākāriki portfolio includes 4 GW of solar and wind generation and 2.3 GW of battery energy storage capacity, with land access, planning, and grid connection activities already underway.
New Zealand targets a 90% share of renewables in its electricity mix by 2025 and a 50% share in final energy consumption by 2035, aiming for carbon neutrality by 2050. Renewables accounted for 86% of the country’s power mix in 2023.
