Alto: Agreement Signed For Toronto-Québec City High-Speed Rail Project

The Toronto-Québec City high-speed rail (HSR) project has reached a significant milestone with the signing of an agreement between Alto and Cadence, marking the start of the design and development phase.

This stage follows the Government of Canada’s announcement of the initiative on 19 February 2025.

The proposed network will consist of approximately 1,000 kilometres of electrified track, enabling peak speeds of up to 300 km/h. The introduction of dedicated passenger tracks aims to reduce journey times considerably between major urban centres within the corridor. The project is expected to contribute to lowering the carbon footprint of intercity travel and provide an alternative to air and road transport.

Alto, in partnership with Cadence, has brought together expertise from both public and private sectors to develop the rail system. The agreement underlines a shared commitment to delivering a high-speed rail network that aligns with national transport objectives.

The way in which a project is developed is as crucial as the project itself. In collaboration with Cadence, we are bringing together a unique group of experts, combining the expertise of a Crown corporation with the experience of a team of world-class private partners. The signing of the contract demonstrates our shared commitment to develop a high-speed rail network that will exceed Canadians' highest expectations.

The current phase will focus on finalising the route, obtaining environmental permits, and securing land acquisitions. It will also involve engagement with First Nations representatives and local communities to ensure inclusive planning. Further work will determine the financial structure and establish a timeline for construction.
