In a landmark move poised to significantly shape Dubai’s luxury real estate landscape, MAG Group and CITIC Limited, one of China’s largest state-owned conglomerates, have announced the signing of a Memorandum of Understanding (MoU) for the development of Keturah Ardh — a visionary $6 bn (AED 22 bn) project spanning 18.47 million square feet in the Al Rowaiyah First District of Dubai.
The signing ceremony brought together two financial powerhouses: MAG Group Holding, with a portfolio valued at $3 bn, ongoing sales worth USD 5 billion, and developments estimated at approximately $17 bn; and CITIC Limited, which manages total assets exceeding $1.67 tn. This collaboration, marking CITIC Limited’s first major entry into Dubai’s premium real estate sector.
The development timeline outlines the completion of infrastructure works and full site mobilisation by Q2 and Q3 2025. The first phase, launched under the Keturah Ardh Couture Art brand, will debut in Q4 2025. The second phase is expected in Q1 2026, with subsequent phases rolled out through to 2027. The project is expected to be completed within a two- to seven-year timeframe.
Plot sizes within the development will range from 50,000 to 200,000 square feet, and the site will feature more than 100,000 trees—aging between 20 and 2,200 years—brought together through an innovative ‘Life-Scaping’ approach.

Springfield, Mo., Completes 11-Mile, 48-Inch Water Main After Decades Of Work(UI) — After more than two decades of planning, design, and construction, Missouri’s City Utilities of Springfield has completed its 48-inch water main—an 11-mile pipeline that enhances both the reliability and transmission capacity of our community’s water supply. This critical infrastructure project began in 1999 and was constructed in phases to spread out costs and minimize customer impact.
Designed to deliver additional water to the Blackman Water Treatment Plant, the new main runs parallel to an existing 36-inch line from Fellows Lake, which currently brings water to the Blackman Water Treatment Plant. The new line creates critical redundancy between Fellows Lake and City Utilities’ largest water treatment plant, ensuring that if one line experiences a break, the other can continue to supply water without interruption.
Over the life of the project, more than 15 contractors and around 25 City Utilities employees contributed to its success. The phased approach allowed the utility to avoid borrowing while taking advantage of $3.5 million in congressionally directed spending which was administered through the U.S. Environmental Protection Agency. Despite the extended timeline, this approach also allowed City Utilities to carefully coordinate each segment of construction around existing infrastructure and development. In total, the project includes:
Each foot of the 48-inch pipe carries nearly 100 gallons of water, totaling an estimated 5.5 million gallons across the full pipeline. Special casings were installed at each crossing—66 inches wide—to allow for easier, lower-cost repairs in the future without disrupting roads or railways.

As part of its Cwm Taf Supply Strategy, the water company is seeking to progress a major investment project to design and build a new water treatment works and develop an existing water treatment works (the Cwm Taf Scheme).
The Cwm Taf Scheme, which has been designated under Ofwat's Direct Procurement for Customers (DPC) programme, is intended to be delivered primarily on two separate sites, one located in the Merthyr Area of South Wales and one in the Bannau Brycheiniog National Park.
The Scheme is now about to enter a planning application stage following statutory consultation.
DCC/Welsh Water is looking to utilise a Competitively Appointed Provider (CAP) through a Design-Build-Finance (DBF) model. The scheme includes design and build of a new water treatment works on a brownfield site at Dan-y-Castell Farm, along with a raw water pumping station at Pontsticill (referred to as the Dan-y-Castell project) and upgrading Llwyn-onn water treatment works (referred to as the Llwyn-onn project).
The Cwm Taf Scheme is a two-site project comprising Dan-y-Castell (with an estimated value of £362 million excluding VAT) and Llwyn-onn (with an estimated value of £194 million excluding VAT).
Welsh Water is looking to appoint a CAP through a competitive procurement process and anticipates that the CAP will be responsible for the design, build, and financing of the scheme for a defined contract term of 25 years.
Current estimated total value is £667.2 million including VAT and current estimated start and end dates for the contract.which will run for 30 years in total, are 31 August 2028 to 30 August 2058. Contract award is envisaged to be August 2028. Milestone dates include Drinking Water Inspectorate Regulatory Completion (envisaged to be March 2032) followed by an estimated 12 month period for testing, and a 25 year term from completion of testing.
The water company has now issued a preliminary market engagement notice seeking interest from suitably qualified parties capable of delivering a secure, sustainable, and value-oriented solution for customers for the major project. The solution must be aligned to Welsh Water's Cwm Taf Water Supply Strategy and the sustainable and environmental objectives of the Welsh Assembly Government, including the Well-being of Future Generations (Wales) Act 2015.

Paterson, N.J., Crews Deploy Line Stops To Fix Massive 42-Inch Water Main Break(UI) — Passaic Valley Water Commission crews have begun installing line stops to repair a 42-inch water main break at North First and Arch streets in Paterson, according to NJ.com.
The procedure allows workers to isolate sections of the pipeline while limiting disruption to the wider system.
Restoration efforts are targeting service areas in the Riverside section of Paterson and Fair Lawn in Bergen County. This break is unrelated to the recent pipeline failures around Hinchliffe Stadium, where service to 24-inch and 30-inch mains has already been restored.
To prioritize emergency repairs, a system-wide flushing program — designed to boost water quality and support lifting the Boil Water Advisory — has been temporarily suspended. While roughly 77,000 Paterson residents have had the advisory lifted (covering areas such as Broadway and south to Route 20), it remains in effect for parts of Paterson, Prospect Park, as well as Haledon and North Haledon, served by the Manchester Utilities Authority, according to NJ.com.

United Utilities Appoints Turner & Townsend Infrastructure Ltd As Independent Technical Adviser To £3 Billion Haweswater Aqueduct Resilience ProgrammeThe CAP has been procured using Ofwat’s new Direct Procurement for Customers (DPC) approach. Under the DPC approach, Ofwat requires the appointment of a Consultant to protect customers in relation to the DPC project to obtain assurance around the costs and delivery of a DPC project.
United Utilities views the role of the Consultant as crucial to ensure objective, independent oversight of costs that may be passed on to customers and to provide robust scrutiny and assessment of the CAP’s
management of project costs and delivery. The Consultant will act as an independent party to the water company, the CAP, and Ofwat, and will therefore owe a duty of care to all three parties.
The services to be provided by the Consultant include:
(a) the performance of the duties and roles assigned to the Consultant under the HARP Project Agreement
(b) those required of the Consultant by or for the purposes of UU's Statutory Licence, the DPC Allowed Revenue Direction, the DPC Designation or Ofwat, including in terms of assurance and reports
(c) associated services such as:
(i) the assessment of the CAP's allowable construction costs, programmes and any claims for Project Compensation Events, throughout the construction (and defects) period;
(ii) certifying the completion and readiness of each of the sections; and
(iii) the provision of quarterly assurance reports to Ofwat and UU.
The Agreement is anticipated to be in place for 11 years however, it will be in place for the time that is necessary for the Consultant to fulfil its duties until completion of the CAP construction works and any subsequent cost reconciliation.

Funding Approved For $1.3 Billion, 60-Mile Water Reuse System In Southern Utah(UI) — Plans for a large-scale water reuse network in southern Utah are moving forward after the Utah Division of Water Resources approved $195 million toward the project, according to ABC4.
The multi-phase initiative, estimated at $1.3 billion, will add more than 60 miles of pipeline, four reservoirs, expanded reclamation plants, and a new advanced purification facility. Zachary Renstrom, general manager of the Washington County Water Conservancy District, said the system has been in development for two decades and will capture water already processed through local treatment facilities for reuse.
Renstrom told ABC4 the community is already supportive of reuse, citing its safety record and strict treatment standards.

Southern Water Awards £338 Million 20 Year Contract For Smart Metering ProgrammeWith an estimated total value of £338.07 million (ex VAT), the contract has been awarded to Salisbury-headquartered firm Horizon Water Infrastructure Ltd. To deliver the ambitious programme, Horizon has formed the Horizon Water Infrastructure Southern Water Alliance (HWI SWS Alliance) – a collaborative partnership, led by Horizon, with SUEZ and M Group Water.
The Alliance brings together first-class delivery, technology and innovation experts with a proven track record in large-scale infrastructure and water metering programmes.
Daniel Reilly, Managing Director of Horizon Water Infrastructure, commented:
“We’re extremely proud to partner with Southern Water on this groundbreaking meter upgrade programme setting a new industry benchmark for efficiency, excellence, and impact. As the first provider of an alternative meter service appointed as a prime contractor, HWI, in collaboration with our Alliance partners, will deliver a future-ready model that redefines what’s possible in the water sector.”
The Alliance offers fully outsourced Metering-as-a-Service (MaaS) solutions for both new and existing smart water programmes, which include everything from solution design, initiation, funding, and deployment to meter provisioning and network management over a 20-year programme lifespan. It also manages repair, maintenance, and warranty concerns, ensuring a seamless operational deployment.
The Metering-as-a-Service (MaaS) model will see the Alliance own the meter assets and take on the asset risks, with Southern Water paying service fees over the term. for both new and existing smart water programmes. The company says on its website:
“We guarantee performance outcomes over a 20-year programme and offer the lowest total cost for rollout.”
The HWI SWS Alliance will operate across Southern Water's supply area, for household and non-household premises.Southern Water already has a high percentage of metered customers (88%) through its pioneering Universal Metering Programme - by 2030 the water company’s household meter estate of ~934,000 household meters, and 52,000 non-household meters,will be upgraded to Smart AMI enabled meters.In total, the number of Smart meter assets in the scope of the full service is 1.02 million.

In February 2025 Horizon Water Infrastructure Ltd. announced that it had become part of KKR and that together with Horizon Energy Infrastructure (HEI) and Smart Meter Assets (SMA), it had completed a combination with Smart Metering Systems (SMS). The new Group, backed by global investment firm KKR, is now one of the of the leading providers of UK smart metering assets.
KKR, a US private equity firm, was previously a potential investor in Thames Water – named as Thames Water’s preferred partner in March 2025, KKR ultimately pulled out of a rescue deal.

Scottish Water Nears Completion Of Million Pound Upgrade To Dollar Wwtw In ClackmannanshireThe Devon Way site in Dollar plays a crucial role in treating waste water, handling up to 1500 cubic metres per day. However, after around 30 years, the equipment was nearing the end of its serviceable life and needed to be upgraded.
The first phase required a giant 300-tonne crane to be brought to the site to install temporary treatment machinery to used during the upgrade while the investment work was carried out.
Ten months on, the crane and other heavy machinery is now needed to demobilise the site and a special track will again be laid to protect the road surface along the single track road which provides access to the site. Devon Way will be closed between the A91 west of Dollar and Walton Crescent from Wednesday 13 August to Monday 18 August 2025.

United Utilities Submits Planning Application For First Phase Of £350 Million Amp8 Investment At Davyhulme WwtwDavyhulme wastewater treatment works is set to undergo an initial investment of around £350 million over the next five years to ensure it meets the needs of a growing population and higher environmental standards that will improve water quality in the Manchester Ship Canal.
Situated next to the M60 at Barton Bridge, the site, which first opened in 1894, is one of the biggest wastewater treatment works in the UK. The works drains the entire western side of Manchester, from Chadderton in the north to Bramhall in the south.
A planning application for the first phase of works will see a new building created that will house the latest technology to reduce the amounts of phosphorus in the treated wastewater that is returned to environment. Further improvements in the coming years, will also see reductions to Biochemical Oxygen Demand (BOD).
The work will include the decommissioning and demolition of old assets with a phased approach being taken to the projects on site to ensure that it can continue to operate 24 hours a day.
The site’s bioresources power generation centre is also set to be expanded and modernised as part of the plans. United Utilities has recently joined forces with leading Cambridge-based climate tech firm Levidian to demonstrate the opportunity for biogas produced from wastewater to create hydrogen and super-material graphene at the Bioresources centre at the works.
All the planned development over the next ten years will take place on the current footprint of the site.
Davyhulme was the birthplace of the modern wastewater treatment process that is now in use all around the world. This process was discovered in 1913 by two engineers, Edward Arden and W.T. Lockett who were conducting research for the Manchester Corporation Rivers Department.
Andrew Cunliffe, Wastewater Business Lead for Greater Manchester at United Utilities, said:
“Many people won’t realise the significance of Davyhulme and the part it has played in pioneering modern sewerage techniques. This huge investment over the next ten years will ensure we continue to meet the demands of the city’s growing population whilst improving water quality in the Manchester Ship Canal.”

The works at Davyhulme are being delivered through United Utilities new Enterprise delivery model which brings together seven design and construction partners, plus United Utilities, into one integrated team.

Northumbrian Water Progresses Work On Multi-Million Pound Project To Protect Environment And River Water QualityThe water company is investing £8 million in sewer network upgrades that will protect the environment in a County Durham village. Northumbrian Water is carrying out two projects in Pelton, near Chester-le-Street, that will reduce the frequency of spills from local storm overflows, protecting and improving water quality in the Chester Burn and Cong Burn, as well as watercourses downstream.
The first piece of work will see upgrades to the network around Pelton Community Primary School and is being timed with the school holidays, to minimise disruption.
As well as new sewer pipes being installed, additional underground stormwater storage will be constructed, further reducing the chances of combined sewage and rainwater overfilling the network during periods of heavy rainfall.
This will be followed in the autumn by the start of work on land south of The Wynd, which will see similar upgrades carried out, running through to late summer 2026.
The work, which is being carried out by Northumbrian Water’s partner, Avove, will reduce spills from two storm overflows by more than 65%, to an average of less than ten per year. Storm overflows act as relief valves in combined sewer networks – those that carry both sewage and rainwater – protecting homes and businesses from flooding at times of heavy rainfall.
Christopher Bond, Project Manager at Northumbrian Water, said:
“This investment will benefit the environment around Pelton, by significantly reducing spills from the sewer network to the Chester Burn and Cong Burn. We know that this work will be very visible in and around Pelton over the coming year, so we are working to ensure customers feel informed early and remain updated for the duration of the project.
“Our investment here in Pelton is part of a wider £1.7billion environmental programme across the coming five years, which will see us working to reduce spills from 239 storm overflows, with more to come in the following years.”
Colin Butler, Framework Director at Avove, commented:
“This is a significant project, which will help to reduce spills in the local network, utilising our infrastructure and engineering expertise to achieve the project’s objectives in a timely manner. Its delivery in Pelton not only demonstrates our agility and commitment to working with the local community but marks the beginning of a strong and collaborative partnership with Northumbrian Water.”
Northumbrian Water has also recently completed a £925,000 project to reduce sewer spills and protect the environment in Bishop Auckland, County Durham. The work involved separating parts of the sewer network from the drains that carry surface water, in order to reduce the number of spills from a nearby storm overflow (SO).
The investment will help protect and improve water quality in the Coal Burn, as well as the River Wear, downstream, by reducing spills from that SO by more than 80%, to a maximum of ten a year on average.
The work started in January and has been carried out by Northumbrian Water’s partner, Esh-Stantec.

Every year Thames Water clears 75,000 blockages from their sewer network, at a cost of £18 million. This year to date Thames Water has cleared 35,178 blockages including:
Multiple teams joined forces to tackle the 120-tonne fatberg, stretching over one kilometre through an Oxford trunk sewer. The complex operation took two weeks to complete, involving the removal of congealed fat, oil, grease, and wipes from the pipe located 20 metres underground.
Due to the pipe’s size and depth underground, high gas levels elevated by the fatberg, and the need to maintain Oxford’s wastewater flow, the operation required careful planning with safety as a top priority. This included securing special permits, safely venting the built-up gases before entry and taking advantage of the dry weather conditions to ensure a safe and controlled operation.

Scottish Water - Award Winning Partnership Pilot Set To Deliver Up To £9 Billion Of InvestmentIts £500 million Improving Urban Waters programme has been named ‘Partnership of the Year’ at the Water Industry Awards for its innovative and integrated approach.
Now, the publicly owned utility is set to use the same model to deliver up to £9 billion of investment to transform Scotland’s public assets to keep taps flowing and protect the environment.
Scottish Water Alliance Manager Lynsey Lennon said:
“Our Improving Urban Waters programme committed us to delivering over 100 projects in less than five years.
“We decided to take a combined approach, bringing together our team members with our alliance partner, modellers, designers and survey partners into one integrated team.
“The result is we are getting projects to site in a third of the time that it took in the past, and that achievement has been recognised.”
Scottish Water is carrying out its largest ever procurement process, inviting firms to bid to be involved in an enterprise-style programme – known as Delivery Vehicle 4 – between 2027 and 2033 and potentially for a further six years.
It is anticipated the total investment – known as SR27 - of between £5 billion and £9 billion will support around 4000 jobs and create opportunities for 1500 young people.
Lynsey Lennon added:
“These are exciting times for Scottish Water and our partners and a real opportunity to bring great value for customers as we invest their money in our futures.
“Innovation is key, not only in the technologies and materials we use, but in our approach to how we bring together the expertise, know-how and processes to deliver real benefits.
“We had already started to apply elements of our experience with the Improving Urban Waters model to other programmes of work, and we will see much more of this way of working in the next investment period.”

Northumbrian Water Launches Preliminary Market Engagement For £240 Million Bran Sands Long Sea Outfall ProjectThe objective of the project is to reduce nitrogen loadings in the Teesmouth and Cleveland Coast Special Protection Area (SPA) by 1st April 2030. This will be achieved by removing the Bran Sands discharge from the River Tees and discharging directly to the North Sea to improve dispersion and dilution.
A Long Sea Outfall for Bran Sands was supported and approved by Ofwat in the regulator’s final determination of the water company’s PR24 business plan. The Levelling Up and Regeneration Act (2023) requires a Technically Achievable Limit of Total Nitrogen of 10mg/l at 'designated STWs' that serve a population equivalent of more than 2,000 people by 1 April 2030 and are within the Nutrient Neutrality area.
To deliver this, the driver was included in the Water Industry National Environment Programme (WINEP) under the Habitats Directive for Nutrient Neutrality.
