£600M Airport Works Framework Launched
Manchester Airports Group (MAG) has launched a £600m procurement exercise to establish a new framework for delivering a wide range of construction projects across its three UK airports. The Small to Medium Construction Works Framework will be used to procure contractors for building, civil engineering, and mechanical and electrical works at Manchester, East Midlands and Stansted airports. The framework will run for an initial period of five years, with the option to extend for a further three years, taking it to 2033. The framework is split into nine lots, with each airport allocated separate lots for building, civils, and mechanical and electrical (M&E) work. The contract notice confirms that individual projects will not exceed £5m in value and will include both airside and landside activities. Procurement will follow a design-and-build route, with work packages including new build, refurbishment and fit-out schemes. Building lots include work in terminal buildings, office areas and commercial spaces. Civil engineering works will involve roads, bridges, utilities, water supply projects and drainage infrastructure. The M&E lots cover electrical, plumbing and gas systems, along with inspection and testing services. All work will be delivered in line with the operational constraints of busy airport environments. Manchester Airport accounts for the highest forecast spend, with £124.2m earmarked for building works and £118.7m for civils. Stansted follows with £110.7m and £105.8m for the same disciplines, while East Midlands will see a combined £68.6m allocated across its building and civils lots. M&E work across all three airports is valued at a combined £72m. The estimated total value of the framework is £600m including VAT (£500m excluding VAT). MAG has confirmed there will be no cap on the number of suppliers appointed to each lot. Call-offs may be made with or without further competition, offering flexibility across the group’s diverse pipeline of projects. No supplier fees will be charged to participate in the framework. Interested firms must register on MAG’s procurement portal and submit a request to participate by 18 July. Prequalification documents will be issued via the SAP Ariba platform. Balfour’S £208M Lincolnshire Road Job Heads To Inquiry
Proposals for a £208m road job that was awarded to Balfour Beatty three years ago are to go to a public inquiry next month. Lincolnshire County Council said the formal process of examining legal orders for North Hykeham Relief Road would begin on 1 July. Balfour Beatty was named in April 2022 to design and build the section of dual carriageway, which will complete a ring road around Lincoln. The county council approved planning permission for the scheme last year but land owners, businesses and statutory bodies have raised objections to legal instruments needed for it to proceed. Now the Department for Transport (DfT), which is backing the project with more than £100m, has ordered a public inquiry into the compulsory purchase order and side road order requested to allow construction of the road. A planning inspector will listen to both sides and decide whether these orders should be granted. Michael Cheyne, executive member for highways at the county council, said: “Any road project of this size requires a lot of work before we can start building new roads and bridges but our project team is getting us closer and closer to breaking ground. “Despite an inquiry being required, we are continuing to progress with the scheme with the intention of starting construction works later this year. “This scheme is essential to supporting the growth of the area and keeping the county moving, so I look forward to seeing work commence soon.” The compulsory purchase order would allow the council to acquire outstanding plots of land for the relief road while the side roads order would enable it to improve local links to the highway. The North Hykeham Relief Road would see a dual carriageway built linking the A46 Pennells Roundabout to the newly constructed Lincoln Eastern Bypass. As part of the project, new roundabouts would be built at South Hykeham Road, Brant Road and Grantham Road. A number of bridges would also be constructed, including at Station Road and over the River Witham. Balfour Beatty and the DfT have been contacted for comment.

Blackburn Plans £250M Framework For Building And Infrastructure Works
Blackburn with Darwen Borough Council has announced plans for an eight-year framework worth up to £250m, covering development, highways and infrastructure projects across the Lancashire borough. The framework, which will run from March 2026 to February 2034, aims to support the authority’s Growth and Development Programme. Projects will span short, medium and long-term schemes on public and private land. Work procured under the framework will cover building construction, civil engineering, highways infrastructure and commercial developments. It will include the acquisition or disposal of land, development and project finance, statutory permissions, design services, supply chain procurement, marketing, sales and construction delivery. The framework is intended to enable the council to generate strategic land receipts, boost council tax revenue and accelerate economic activity in Blackburn and Darwen. It will also help broaden local housing provision, particularly for families, and support regeneration of town centres, according to a pipeline notice released this morning (27 May). Typical schemes may include schools, leisure centres, retail and commercial buildings, elderly accommodation and mixed-use developments. Enabling works such as demolition, site remediation and road building will also fall under its scope. Small and medium-sized enterprises, as well as voluntary and community organisations, are expected to be particularly well suited to participate. The estimated total value is £200m excluding VAT. A contract notice is scheduled for publication on 1 August 2025. The procurement will follow an open procedure under the new rules introduced by the Procurement Act 2023.
