Centre Halts Goa Ring Road Project Until 40-Km Highway Work Finishes
In a significant setback to Goa’s infrastructure development plans, the Union Ministry of Road Transport and Highways has put the proposed Rs 150 billion ring road project on hold. The ministry has directed the state to first complete the remaining 40 km of its national highway expansion, which began in 2016, before initiating any new works. The ring road, initially approved in December 2022, was intended to ease internal traffic congestion by enabling the smooth movement of heavy interstate vehicles through a dedicated outer corridor. However, the ministry has clarified that construction of the ring road cannot proceed until all pending highway widening works are completed. The incomplete stretches of the highway expansion are located in key areas such as Cuncolim, Canacona, Bhoma, and Ponda. These works, aimed at addressing traffic requirements until 2030, have no clear completion timeline, raising concerns among officials about potential delays in future infrastructure planning. A review of traffic density is scheduled for 2030 to reassess road needs. The ministry has warned that advancing the ring road without finishing the existing works would breach planning regulations. The highway expansion project has been plagued by various challenges, including land acquisition delays, environmental concerns, structural objections, and demands for elevated corridors. Changes in project scope have further contributed to the delays. During the tenure of former Chief Minister Manohar Parrikar, authorities had opted to begin work on stretches where land was already available, with the remaining sections to be developed later. This phased approach, however, led to complications, as contractors took advantage of the situation to claim cost escalations due to delays. Nhai To Build 3.2 Km Bridge Over Ganga Connecting Buxar And Bharauli
The National Highways Authority of India (NHAI) has taken a significant step to enhance regional infrastructure by initiating preparations to construct a new bridge over the Ganga River. This bridge aims to strengthen the road connection between Bihar and Uttar Pradesh. The project, to be developed under NHAI’s supervision, is estimated to cost around Rs 368 crore. It will link Buxar in Bihar with Bharauli in Uttar Pradesh, facilitating smoother travel for thousands of daily commuters. Of the total 3.2 km length, 1.2 km will be built to the west of the existing Veer Kunwar Singh Bridge, while a 2 km elevated rotary section is planned on the Bharauli side to help ease traffic flow. According to the current design, the bridge will be supported by 40 pillars, with eight located in the middle of the Ganga and the remaining 32 on either side. The first pillar (P-1) will be positioned in Buxar, and the last pillar (P-40) on the Bharauli side. Soil testing is currently underway, with ASC Infratech conducting bore tests reaching depths of up to 170 feet. The soil samples are being sent to New Delhi for detailed analysis, and construction will commence once the Central Government approves the geotechnical report. The project was originally announced in the 2024 Union Budget but faced multiple delays due to technical difficulties. These challenges led to the cancellation of the Detailed Project Report (DPR) and tenders twice. However, the project gained renewed momentum after a work order was issued on January 9, 2025. Construction is now expected to begin soon. Once completed, the bridge is anticipated to reduce travel time for local residents, generate employment opportunities, and enhance trade between Bihar and Uttar Pradesh. Nagpur Hc Raps Nhai Over Delay In 48-Km Katol Road Project
The Nagpur Bench of the High Court has strongly criticised the National Highways Authority of India (NHAI) for delays in completing a crucial 48-kilometre stretch of the Nagpur-Katol four-lane road project. Sanctioned in September 2021, the project—spanning from the 13-kilometre to the 62-kilometre mark on National Highway 357J—was awarded to joint contractors Agarwal Global Infratech Pvt. Ltd. and Joint Stock Company Industry Association. Due to prolonged delays and the resulting inconvenience to the public, a Public Interest Litigation (PIL) was filed by Dinesh Thakre, former chairman and current director of APMC Katol, alongside other petitioners. During the latest hearing, the court instructed the NHAI Project Director to submit a detailed timeline for the project’s completion. Advocate Mahesh Dhatrak appeared for the petitioners, while Chief Government Pleader Deven Chauhan represented the state. The court further questioned why criminal charges should not be filed against NHAI officials and the contractor firms for their alleged negligence. This comes after previous directions where the court asked the state to furnish data on accidents in Kalmeshwar and Katol tehsils—data that was submitted during Thursday’s hearing. Despite being awarded in March 2021 with a completion deadline of October 2023, the project remains unfinished, causing disruption for commuters over the past five years. The court expressed serious displeasure, noting that citizens had to resort to legal action because of the Union Ministry of Transport and NHAI’s inaction. Interim orders had earlier mandated the installation of reflective boards and diversion signage for commuter safety, but the court observed that these measures remain only partially implemented. The matter remains under judicial scrutiny, with the court demanding clear accountability and immediate remedial steps.
