The Port of Los Angeles, despite posting strong first-quarter numbers in 2025, is preparing for a significant downturn in cargo volumes as new tariffs threaten to reshape global maritime trade patterns.
In March, the nation’s busiest container port processed 778,406 Twenty-Foot Equivalent Units (TEUs), showing a 4.7% increase compared to the previous year. The first quarter ended with an impressive 2,504,049 TEUs, maintaining a 5.2% lead over last year’s performance and marking the third busiest first quarter on record for the port.
“Our volume remained strong throughout the first quarter, and we’ve now seen year-over year growth in 18 of the last 20 months,” Port of Los Angeles Executive Director Gene Seroka reported during his monthly media briefing.
However, significant headwinds are on the horizon. March 2025 data revealed concerning trends, as loaded exports dropped 15% from 2024 levels to 122,975 TEUs. This marks the fourth consecutive month of year-over-year decline in exports at the Port of Los Angeles.
Looking ahead, Seroka said projections for April are “promising” with volumes anticipated in the 800,000 TEU range. However, National Retail Federation’s latest Global Port Tracker report paints a sobering picture. May 2025 is expected to end an unprecedented 19-month streak of year-over-year growth, with projected volumes falling to 1.66 million TEU, representing a stark 20.5% decline.
“Importers are bringing in what may be the end of the extra inventory ahead of tariffs, and we could see a drop off in volume starting as early as the month of May,” Seroka said.
The outlook becomes even more challenging moving into summer, with June volumes potentially falling to 1.57 million TEU, marking the lowest level since February 2023. July and August projections indicate further deterioration, with dramatic declines of 27% and 26.8% respectively.
“With tariff and counter tariffs dominating the news, I expect we’ll see cargo decline in the second half of the year at least 10% compared to 2024,” Seroka warned. “That’s because many importers have already brought their goods in early, and as prices begin to rise, consumers will think twice about many purchases.”

Corpus Christi Port Completes $625 Million Ship Channel ExpansionThe Port of Corpus Christi in Texas has completed a major upgrade to its ship channel, deepening it to 54 feet and widening it to 530 feet.
The project, estimated to save over $200 million in transportation costs annually, allows larger vessels to move more efficiently and safely through the port.
The Corpus Christi Ship Channel Improvement Project (CIP), which began construction in 2017, is a massive national infrastructure initiative aimed at supporting growing export demands, especially for crude oil and liquefied natural gas (LNG).
The $625 million project was completed in four phases, with funding support from the U.S. Congress, the Port of Corpus Christi, the U.S. Army Corps of Engineers (USACE), and private marine companies.
According to USACE’s Galveston District, this project was one of the largest beneficial use efforts in its history. The Corps acknowledged the strong partnership with the Port and discussed the contributions of state-level agencies and environmental stakeholders in delivering the outcome.
First planned over 30 years ago, the CIP aimed to improve the port’s navigation. By increasing the channel’s depth from 47 to 54 feet and widening it from 400 to 530 feet, the project ensures two-way traffic for bigger ships and adds barge shelves for added efficiency.
Port officials expressed gratitude for the decades of bipartisan political support and the dedicated efforts of current and former staff. The Chairman of the Port Commission stated that the completion of the CIP is the beginning of a new economic chapter for both the region and the nation. He discussed the importance of unified efforts in achieving long-term growth and global competitiveness.
The Port of Corpus Christi is strategically located near two of the nation’s largest oil and gas production areas, the Permian Basin and Eagle Ford Shale. The promise of enhanced infrastructure has helped attract more than $65 billion in commercial investments to the region over the past 10 years.
Currently, the Port is the largest crude oil export hub in the United States, moving over 2.4 million barrels per day to global markets. It also ranks as the second-largest U.S. gateway for LNG exports and handles a wide range of other cargo.
Additionally, port-related activities now provide jobs for more than 95,000 people across Texas.

Dp World Launches $2.5 Billion Global Port Infrastructure Expansion Across India, Africa, Europe, And South AmericaDP World has announced a major global port infrastructure development programme, with groundbreaking projects set across India, Africa, South America, and Europe in 2025. The group plans to invest US $2.5 billion to expand its integrated logistics network, reinforcing its position as a leading global trade enabler.
The five new developments aim to boost end-to-end supply chain capacity, meeting growing demand for resilient port infrastructure and efficient logistics hubs across key international trade corridors.
One of the largest projects is the new US $510 million container terminal at Tuna Tekra in Gujarat, on India’s northwestern coast. Featuring a 1.1 km berth and an annual capacity of 2.19 million TEUs, the terminal will connect India’s industrial hinterland to global markets through a multimodal network of roads and railways. This expansion is set to enhance trade efficiency and strengthen India’s role as a global export hub.
In Africa, DP World is advancing the development of the new deep-sea port at Banana in the Democratic Republic of Congo (DRC). The port, with a capacity of 450,000 TEUs per year, is expected to offer significant cost and time savings for regional trade, attracting larger vessels from Asia and Europe and contributing to the DRC’s economic growth.
Work has also commenced on the 1.2 million TEU capacity Ndayane Port in Senegal. The project has an initial investment of US $830 million and is considered strategically vital to Senegal’s long-term development.
In South America, DP World is expanding the Port of Posorja in Ecuador with a US $140 million berth extension. This will increase dock length to 700 meters, enabling the simultaneous berthing of two post-Panamax vessels and improving throughput for Pacific trade routes.
Finally, in Europe, DP World is investing $1 billion at London Gateway to build two new berths and a second rail terminal. This expansion will create 400 new jobs, support the UK’s growing role as a global trade gateway, and move the port closer to becoming Britain’s largest container port by the end of the decade

KYIV, May 30 (Reuters) – Ukraine needs an initial 500 million euros ($566 million) to rebuild the most important infrastructure facilities at its Black Sea ports destroyed by constant Russian missile and drone attacks, a government minister said on Friday.
Almost 400 port infrastructure facilities have been damaged as a result of Russian attacks during more than three years of war. Seaports are critical for Ukraine, which ships more than 90% of its exports by sea.
“The main critical infrastructure facilities for ports and shipping that we have already lost have been identified … and now we have to restore them,” Andriy Kashuba, deputy minister of territorial development, told the Black Sea Security Forum in Odesa.
Ukraine currently operates three major seaports in the Odesa area. Other Black Sea ports suspended operations after Russia launched its full-scale invasion in February 2022.
Kashuba said the total cost of rebuilding the ports’ infrastructure was estimated at around 1 billion euros.
That figure is dwarfed by the total estimated cost for Ukraine’s overall reconstruction and recovery. The World Bank last December put that cost at $524 billion (€506 billion) over the next decade, or about 2.8 times the country’s estimated nominal GDP for 2024.
Many industrial and residential infrastructure facilities across Ukraine have been destroyed or severely damaged by Russian attacks.

Totalenergies Sells Nigeria Oilfield Stake To Shell For $510 MillionFrench oil major TotalEnergies TTE said on Thursday it agreed to sell its 12.5% stake in the Bonga oilfield offshore Nigeria to Shell SHEL, the field’s operator, for $510 million.
The deal will bring Shell’s stake in Bonga to 67.5% and shows its continued interest in producing oil offshore Nigeria after selling its spill-plagued Nigerian onshore assets to Renaissance, a consortium of four local companies and an international energy group.
Last year, the owners of Bonga decided on an extension of the field to add 110,000 barrels of oil equivalent per day with the first oil expected to flow by the end of the decade. Bonga’s floating production vessel has a capacity of 225,000 bpd.
“This acquisition brings another significant investment in Nigeria deep-water that contributes to sustained liquids production and growth in our Upstream portfolio,” said Shell’s upstream chief Peter Costello.
Exxon subsidiary Esso Exploration and Production Nigeria XOM holds 20% and Oando’s Agip 12.5% of Bonga.
The deal, subject to approvals, is expected to close by the end of the year.

Seaco Sold In $1.75 Billion DealTypewriter Ascend Ltd, an entity controlled by New York-headquartered Stonepeak and an affiliate of Textainer, has entered into an agreement to acquire Global Sea Containers Limited (Seaco) from China-based Bohai Leasing Co., Ltd (Bohai) for an equity purchase price of $1.75 billion subject to certain adjustments, and with the transaction being subject to customary closing conditions, including certain regulatory approvals.
Bermuda incorporated Seaco is originally established in 1965 and is currently owned by Bohai, an entity listed on the Shenzhen Stock Exchange in China.
Seaco is a marine container leasing company with global operations, and the company today owns and operates a container fleet greater than 2.4 million TEU across a worldwide footprint of over 360 depots and 23 offices.
“With the combined expertise and resources of both companies, our business will be better positioned to serve its customers with expanded available inventory and a broader range of container solutions,” says Olivier Ghesquiere, Textainer’s chief executive officer.

Cma Cgm Seals $600M Deal For Vietnam’S New Terminal ProjectFrance’s CMA CGM has sealed an agreement with Saigon Newport Corporation (SNP) to jointly develop a new deep-water terminal in Haiphong, northern Vietnam.
In partnership with Saigon Newport Corporation, the Lach Huyen 7&8 container terminal represents a total investment of $600m.
The agreement covers the design, construction, and operation of the Lach Huyen terminals 7&8, located in the strategically positioned Lach Huyen area in Haiphong.
The terminal will have a capacity of 1.9 million TEUs and is scheduled to open in 2028.
The Marseille-based company stated that the new partnership will help secure long-term capacity in a region that has become central to Asian supply chains due to its rapid industrial and logistics development.
CMA CGM has been active in Vietnam since 1989, with five offices in Ho Chi Minh City, Hanoi, Haiphong, Danang, and Quy Nhon, and a team of more than 550 employees.
The Group operates 29 weekly services across seven ports in the country, connecting major global trade routes to an advanced intermodal network via CEVA Logistics.
Meanwhile, CMA CGM is co-owner of the Gemalink terminal in Cai Mep and the Vietnam International Container Terminal in Ho Chi Minh City.

The terminal is scheduled to open in 2028 and will have a 1.9 m teu capacity. Guinea Bauxite Sockpile Nears 2 Million Tons As Export Suspension ContinuesEmirates Global Aluminium's (EGA) subsidiary in Guinea has accumulated a stockpile of nearly two million metric tonnes of bauxite since the suspension of its operations last year, three sources familiar with the matter told Reuters on Tuesday.EGA, equally owned by Abu Dhabi sovereign wealth fund Mubadala, and Dubai sovereign wealth fund the Investment Corporation of Dubai, operates one of the largest bauxite mines in Guinea through its Guinea Alumina Corporation (GAC) subsidiary.The standoff with Guinea's government highlights the aggressive push by the military authorities to increase benefits from the country's vast natural resources as the world's largest bauxite producer leverages its position in aluminium supply chains to force downstream processing commitments.The company has been in a dispute with the government since October last year when its GAC bauxite exports, and mining operations were later suspended by the authorities.Reuters reported earlier this month that the government has launched a process to withdraw EGA's mining licence over its failure to build an alumina refinery.Since the suspension of exports and mining operations, its stockpile of bauxite at the port and train loading facility at the mining site, have reached nearly two million metric tonnes, the three sources familiar with the situation, told Reuters.The sources requested anonymity because there were not authorized to speak for the company.EGA and GAC did not respond to Reuters' requests for comments on the stockpiles.The company said in a separate statement on Tuesday it hoped to resume talks with the Guinean government that could lead to a lifting of measures blocking its bauxite mining operations.In its statement, GAC said the measures imposed by the authorities had hampered its operations, leading to their complete stoppage in December 2024 and significant financial losses for the company and its shareholders.Responding to a Reuters request for comment, Guinea's mines minister Bouna Sylla said the country was committed to working with all investors who fully comply with their contractual commitments, adding they intend to clean up the mining sector."This process will continue rigorously, respecting the current legal framework while ensuring the legitimate interests of all stakeholders, including Guinean investors," Sylla said.Responding to reports that the dispute was due to its failure to fulfil commitments, including building a refinery, GAC said in the statement that it had always fulfilled all of its obligations under agreements Guinea, and contests that it has acted differently."As regards an alumina refinery project in Guinea, GAC has repeatedly indicated to the Guinean authorities that the realisation of such a project is contingent upon overcoming numerous and significant economic, technical and environmental challenges," it said.Mali, Burkina Faso and Niger, also military-led West African states have taken similar routes to assert more control over their mineral-rich mining sectors in a bid to generate higher revenue.(Reuters)

CMA CGM Group has signed a partnership agreement with Saigon Newport Corporation (SNP) to develop a new deep-water terminal in Haiphong, northern Vietnam, marking a significant expansion of its presence in Southeast Asia.
The project, representing a $600 million investment, will see the development of Lach Huyen terminals 7&8 in the strategically positioned Lach Huyen area. The facility is designed to handle 1.9 million TEUs and is scheduled to commence operations in 2028.
This development comes at a crucial time for Vietnam’s economy, which has seen dramatic growth in container volumes, particularly in the northern region which has emerged as one of Southeast Asia’s fastest-growing economic zones.
CMA CGM’s presence in Vietnam dates back to 1989, with the company currently operating five offices across the country and employing more than 550 staff. The Group maintains a robust operational network of 29 weekly services across seven Vietnamese ports, integrated with CEVA Logistics’ intermodal network. CMA CGM already maintains substantial terminal operations in Vietnam, including co-ownership of the Gemalink terminal in Cai Mep and the Vietnam International Container Terminal in Ho Chi Minh City.
The investment comes amid significant shifts in global trade patterns sparked by President Trump’s Trade War.
Vietnam has seen increased manufacturing activity as companies relocate operations from China to avoid U.S. tariffs. Recent data shows Vietnam’s trade with both China and the United States reaching post-pandemic highs. However, the country faces potential challenges as Vietnam confronts possible 46% duties on its U.S. exports, pending White House decisions expected in July.
Despite these concerns, Vietnam has emerged as a major beneficiary of shifting trade patterns, with ocean volumes to the U.S. showing a big increase over last year.

Emirates Global Aluminium's (EGA) subsidiary in Guinea has accumulated a stockpile of nearly two million metric tonnes of bauxite since the suspension of its operations last year, three sources familiar with the matter told Reuters on Tuesday.EGA, equally owned by Abu Dhabi sovereign wealth fund Mubadala, and Dubai sovereign wealth fund the Investment Corporation of Dubai, operates one of the largest bauxite mines in Guinea through its Guinea Alumina Corporation (GAC) subsidiary.The standoff with Guinea's government highlights the aggressive push by the military authorities to increase benefits from the country's vast natural resources as the world's largest bauxite producer leverages its position in aluminium supply chains to force downstream processing commitments.The company has been in a dispute with the government since October last year when its GAC bauxite exports, and mining operations were later suspended by the authorities.Reuters reported earlier this month that the government has launched a process to withdraw EGA's mining licence over its failure to build an alumina refinery.Since the suspension of exports and mining operations, its stockpile of bauxite at the port and train loading facility at the mining site, have reached nearly two million metric tonnes, the three sources familiar with the situation, told Reuters.The sources requested anonymity because there were not authorized to speak for the company.EGA and GAC did not respond to Reuters' requests for comments on the stockpiles.The company said in a separate statement on Tuesday it hoped to resume talks with the Guinean government that could lead to a lifting of measures blocking its bauxite mining operations.In its statement, GAC said the measures imposed by the authorities had hampered its operations, leading to their complete stoppage in December 2024 and significant financial losses for the company and its shareholders.Responding to a Reuters request for comment, Guinea's mines minister Bouna Sylla said the country was committed to working with all investors who fully comply with their contractual commitments, adding they intend to clean up the mining sector."This process will continue rigorously, respecting the current legal framework while ensuring the legitimate interests of all stakeholders, including Guinean investors," Sylla said.Responding to reports that the dispute was due to its failure to fulfil commitments, including building a refinery, GAC said in the statement that it had always fulfilled all of its obligations under agreements Guinea, and contests that it has acted differently."As regards an alumina refinery project in Guinea, GAC has repeatedly indicated to the Guinean authorities that the realisation of such a project is contingent upon overcoming numerous and significant economic, technical and environmental challenges," it said.Mali, Burkina Faso and Niger, also military-led West African states have taken similar routes to assert more control over their mineral-rich mining sectors in a bid to generate higher revenue.(Reuters)
