
The Democratic Republic of Congo (DRC) has signed a Memorandum of Understanding (MoU) with the US-based energy company Hydro-Link to construct a transmission line that will import 1.2 GW of electricity from Angola.
The project aims to transmit surplus hydropower from Angola to the DRC’s southeastern opperbelt region, where mining and industrial operations are frequently affected by power shortages.
The 400 kV double-circuit transmission line will span approximately 1,150 kilometers. The project is expected to be commissioned in 2029.
This agreement marks the completion of a series of preliminary MoUs needed to advance the project. Hydro-Link initially signed a framework agreement with its Swiss-based partner
Mitrelli in June 2025 (KEI, 26/06/2025), followed by subsequent accords with both Angola and the DRC.
Several key steps remain before construction can begin, including licensing and securing project financing.
