With installations accelerating, the country is facing a looming challenge of handling large volumes of end-of-life solar panels.
According to estimates, India is likely to generate around 600,000 tonnes of solar waste by 2040. A portion of this waste is expected to begin accumulating as early as 2030, prompting the need for an effective and sustainable disposal system.
The draft policy introduces extended producer responsibility (EPR), making manufacturers responsible for the collection, recycling, and proper disposal of used solar modules. This approach mirrors waste management rules in other sectors like electronics and plastics, emphasizing a lifecycle approach to product sustainability.
Recycling and refurbishment have also been highlighted as key components of the proposed rules. The policy aims to encourage reuse and recovery of valuable materials like silicon, glass, and metals from discarded solar panels, minimizing the environmental footprint of solar energy systems.
The government is also planning to set up infrastructure for safe storage, handling, and processing of solar waste. This includes dedicated facilities for dismantling and recycling solar modules, supported by clear compliance and monitoring mechanisms.
By proactively addressing the issue of solar waste, India aims to ensure that its clean energy expansion does not lead to new environmental problems. The draft rules mark an important step toward integrating circular economy principles into the renewable energy sector.

Eu Installs 65.1 Gw Of Solar In 2025The European Union deployed 65.1 GW of solar this year, according to SolarPower Europe’s EU Solar Market Outlook 2025-2030.
The figure is a 0.7% decrease on the 65.6 GW installed in 2024, the report says, making 2025 the first year since 2016 when less solar was added than the year before.
The bloc’s total solar fleet now stands at 406 GW, ahead of the 400 GW target set for the end of this year by the 2022 EU Solar Strategy.
However, SolarPower Europe is warning that the EU is falling off the pace of achieving the strategy’s 750 GW target for 2030, with two further years of market decline expected.
Based on the association’s medium scenario, total solar installations are expected to drop beneath 62 GW in 2026 and to little under 60 GW in 2027. Year-on-year installations are then expected to begin climbing again, driven by storage, flexibility, electrification and improvement in framework conditions, but are only forecast to surpass this year’s result in 2030, when the medium scenario expects almost 68 GW to be added.
The medium scenario projection would see the EU's solar fleet hit 718 GW by 2030, falling more in line with the aggregate solar target from EU Member States’ National Energy and Climate Plans (NECPs), which currently stands at 701 GW by 2030.
SolarPower Europe attributes the faltering market to an ailing residential solar segment. Home rooftop solar accounted for 14% of solar additions in the EU this year, compared to 19% last year and 28% in 2023. The association explains that the market segment has been impacted by an uncertain post-energy crisis environment that has seen rooftop support schemes cut and the perceived softening of energy price pressure on households.
Utility-scale solar accounted for more than half of total deployment this year for the first time, but the segment is still facing challenges associated with profitability due to increasing numbers of negative energy prices, as well as curtailments, grid congestion and unresolved flexibility and storage needs.
In the report’s forward, SolarPower Europe’s Walburga Hemetsberger, Dries Acke and Michael Schmela write that this year’s outlook delivers a clear wake-up call to policymakers, before adding that with decisive and coordinated action, Europe can still reverse the current negative trend.
“The EU urgently needs a decisive push on flexibility with a dedicated EU Flexibility Strategy that unlocks the enormous potential of battery storage and demand-side flexibility,” the trio wrote. “Without this, Europe will not only miss its 2030 solar targets. If solar – the EU’s largest and fastest-growing clean technology – fails to pick up in the next years, the EU will certainly miss its 2030 renewables target of 42.5%.”
Elsewhere in the report, SolarPower Europe notes the number of GW-scale solar markets in the EU decreased for the first time in a decade this year, with 14 Member States adding over 1 GW of solar in 2025, two less than last year.
Germany and Spain continued to lead the EU’s solar market in 2025, while France replaced Italy in the top three. Romania and Bulgaria entered the top ten solar markets for the first time, with Romania experiencing the fastest growth rate.

The Brazilian PV market could see its second consecutive year of contraction, with 2026 additions expected to reach 10.6 GW, a 24% decline from the 15 GW added in 2024. Brazilian photovoltaic association ABSolar warned that regulatory barriers related to curtailment, high capital costs, and restricted access for self-generation systems may discourage new investments and reduce employment in the sector.
Large-scale solar projects face financial losses from curtailment without compensation. Small- and medium-sized PV systems encounter grid-connection barriers, often justified by perceived constraints or concerns over power flow reversal, discouraging consumers from self-generating clean electricity.
ABSolar said Brazil’s high cost of capital, with interest rates near 15% per year, volatile US dollar exchange rates, and elevated import duties on photovoltaic equipment as constraints on new investment.
The association projects BRL 31.8 billion ($5.8 billion) in new solar investments in 2026, down from roughly BRL 40 billion in 2025. Job creation is expected to fall from 396,500 in 2025 to 319,900 next year. Sector revenue is projected to decline from more than BRL 13 billion in 2025 to around BRL 10.5 billion in 2026.
By the end of 2026, Brazil’s cumulative installed PV capacity is expected to exceed 75.9 GW, including 51.8 GW from residential and commercial systems and 24.1 GW from large-scale plants connected to the National Interconnected System (SIN).
ABSolar plans to present proposals to presidential candidates in 2026 calling for compensation for curtailment losses, easier connections for small and medium self-generation systems, and clearer regulations for electricity storage to alleviate market bottlenecks.
The association will also continue working with Brazilian authorities and the electricity sector on expanding transmission and distribution infrastructure, improving system operations, regulating Storage Capacity Reserve Auctions (LRCAP), valuing distributed generation, modernizing tariffs, and implementing electricity-sector reforms under Law No. 15,269/2025.
Despite the market slowdown, solar remains Brazil’s leading source of new generating capacity, accounting for 68% of additions through November 2025, including both distributed and centralized generation.

Ge Vernova Expects To End 2025 With An 80-Gw Gas Turbine Backlog That Stretches Into 2029GE Vernova expects revenues in its fast-growing electrification segment to rise around 25% in 2025 and about 20% in 2026, company officials said in an annual investor update Tuesday.
Driving the increase is an electrification “supercycle” that will see electricity’s share in final energy consumption grow significantly in the years and decades ahead, CEO Scott Strazik said Tuesday.
A slide deck accompanying remarks by Strazik and Ken Parks, the company’s chief financial officer, said GE Vernova expects the current quarter to be its largest for electrical equipment orders direct to hyperscaler tech companies.
So far this quarter, the company said, customers in Europe, North America, the Middle East and Australia have booked orders for data center equipment, high-voltage direct-current infrastructure and synchronous condensers, which maintain inertia on grids with high shares of variable renewable generation.
“Every 90 days, I have that much more conviction on what we’re creating in our electrification business,” Strazik said, referring to the standard corporate quarterly earnings reporting cycle.
GE Vernova’s pending acquisition of Prolec GE will increase its exposure to markets for lower-voltage electrical equipment across broader geographies, Strazik added. He said the $5.3 billion deal for GE Vernova’s 50-50 joint venture with Mexican industrial conglomerate Grupo Xignux remains on track to close in mid-2026.
GE Vernova’s Power segment backlog continues to expand thanks to strong demand for its gas turbines. It has booked 18 GW of turbine orders thus far in the fourth quarter and expects to end 2025 with an 80-GW backlog that stretches into 2029, according to the company. Pricing remains strong, with new reservations pricing above current orders.
GE Vernova reiterated its guidance for 20 GW of annualized turbine production by mid-2026 and said it could stretch production at its two existing facilities to annualized production of 24 GW by mid-2028. Strazik said he expects turbine reservations to be sold out through 2030 by the end of 2026.
Strazik and Parks talked up the more efficient, higher-capacity turbine models that large gas-fired power plants favor, but they said data centers and other energy-intensive customers are also interested in older, smaller aeroderivative models to supply “bridge power” for new facilities. The company will split the planned 4 GW of new production capacity roughly evenly between the French factory that makes those turbines and the South Carolina plant that makes the larger models, they said.
Large customers increasingly appear willing to provide GE Vernova with visibility into their ordering plans over the next five to 10 years, Strazik said.
“We are having healthy conversations in this vein with the hyperscalers” that could lead to “volume agreements” stretching out as far as 2035, he said. He predicted at least one such deal would materialize next year.
With the company expecting to have $16 billion in cash available for deployment by 2028, could longer-term demand visibility push GE Vernova to make a significant investment in new production? Strazik didn’t rule that out. But he said it wasn’t a decision the company needed to make soon.
“We do not anticipate having to address this in the next 18 months,” he said.
Wind remains the weakest of GE Vernova’s three business lines despite improved year-over-year performance. The presentation deck blamed “tariff uncertainty and permitting” for keeping a lid on orders, even as Strazik said customers have safe-harbored around 10 GW of capacity to ensure eligibility for the investment and production tax credits that were sunsetted by the budget bill President Donald Trump signed this summer.
“It is still soft relative to the potential of what it could be over time,” Strazik said of the segment.
By 2028, Strazik said, GE Vernova’s installed turbine base should approach 30 GW, much of it eligible for repowering orders that the company could fill. The company’s onshore wind business looks set to resolve around an annualized rate of 4 GW by then, though that forecast could prove conservative if orders reach an “inflection,” he added.
The outlook for GE Vernova’s offshore wind business looks grim, however. Strazik made no reference to potential orders beyond the nearly-complete Vineyard Wind project off Massachusetts and the Dogger Bank A project in the British North Sea, which is expected to wrap up work soon as well.

Nextera Aims To Build Up To 30 Gw In Data Center Power Supply Hubs By 2035NextEra Energy Resources expects it will develop at least 15 GW and as much as 30 GW in data center power supply hubs by 2035, according to an investor presentation on Monday.
As part of that effort, NextEra Energy Resources — a NextEra Energy unit — and Basin Electric Power Cooperative are considering jointly developing a 1,450-MW combined-cycle gas-fired power plant in North Dakota to serve a potential data center complex, the company and wholesale cooperative utility said Monday.
In October, NextEra and Basin Electric applied to the Southwest Power Pool’s fast-track interconnection study process to evaluate interconnection and transmission requirements for the project, they said.
"This project, developed through the Large Load Commercial Program, creates the framework needed to serve new, high-demand energy users, like data centers, while insulating existing cooperative members from significant cost increases," Basin Electric CEO and General Manager Todd Brickhouse said in the press release.
Separately, NextEra Energy Resources partnered with gas producer company Comstock Resources in July to build up to about 8 GW in gas-fired generation to serve data centers in Central Texas. The companies are negotiating on a deal with a “major hyperscaler,” according to NextEra’s presentation.
Currently, NextEra’s gas-fired generation pipeline totals about 20 GW in 11 states, according to the presentation.
Separately, NextEra has agreed to buy Symmetry Energy Solutions, a natural gas supply company, from Energy Capital Partners. NextEra expects the deal will close in the first quarter next year.
“As demand for energy infrastructure grows — driven, in part, by the rapid adoption of artificial intelligence (AI) — the ability to efficiently move gas is more critical than ever,” NextEra said.
Symmetry has about 5,500 large commercial and industrial customers and 80,000 residential and small customers in 34 states, according to NextEra.

Corporate Buyers Contracted For 20.4 Gw Of ‘Clean’ Energy So Far This Year: CebaCorporate buyers contracted to buy about 20.4 GW of “clean” power from January to September, including 3.4 GW from “clean firm” technologies, the Clean Energy Buyers Association said this week.
CEBA called the numbers a significant increase in procurement of “clean firm” resources, which the organization defines as resources that can provide consistent power on demand from hydroelectric, geothermal, nuclear, long-duration energy storage and thermal with carbon capture and storage. Some jurisdictions have passed or are considering new large load interconnection rules that require customers to bring their own firm capacity.
“We’re on track to have the largest year ever buying carbon emissions-free electricity,” CEBA CEO Rich Powell said in an interview. Members remain committed to the clean energy transition, he said, despite regulatory rollbacks and market changes that have led some to alter their sustainability goals. “The data speaks for itself,” he added.
Powell said CEBA members, like everyone, are worried about climbing electricity prices amid escalating demands from artificial intelligence data centers. The organization represents hundreds of energy companies, service providers and corporate buyers, including many tech giants such as Amazon, Google, Microsoft and Meta.
“Our mission is low-cost, reliable, emissions-free electricity systems — in that order,” Powell said.
Many large energy buyers are working to overcome a narrative that data centers and other large loads are raising electricity prices for everyone, he said, adding that the cost increases hitting ratepayers now are largely for transmission and distribution. He pointed to a recent study by the Lawrence Berkeley National Laboratory that found large loads can, under the right circumstances, apply downward pressure on prices.
However, inflation, slow permitting, grid hardening, interconnection queues and other issues driving up costs are problems for which there is no “silver bullet,” he warned.
“Our members are willing to do their fair share and, in many cases, more than their fair share,” Powell said. “Our members have, in many cases, embraced the new class of large load tariffs that are coming in around the country.”
Dozens of states have proposed or adopted rules meant to shield existing ratepayers from the cost to interconnect large loads, including by requiring those loads to curtail during times or grid stress, bring their own capacity or commit to paying for a large percentage of the power they say they will need, even if they don’t end up using that much.
Powell said the challenge of connecting large loads is driving innovation, both in the agreements companies are striking with utilities and in their operations. One of the most promising innovations, he said, is the idea of large load flexibility, despite some controversy over its feasibility in all markets.
“[Flexibility] is very real, and it’s particularly promising because it could happen fast,” Powell said. “It should be performance-based and sort of technology- or approach-neutral.”
Adopting a broad approach to flexibility would allow customers to meet the need in more than one way, he said. That could be by idling operations, paying others on the system to power down or by using on-site storage, for example, he said.
“It’s not a substitute for also doing a tremendous amount of new generation, you know, building and upgrades to transmission systems writ large and things like that,” he said. “We need to do all of those things, but flexibility can absolutely be a strong part of that package.”
As for the future of the clean energy transition, Powell expressed confidence that renewable energy, and solar in particular, will remain available and cost-competitive even without subsidies, but he’s also seeing large energy buyers diversify their strategies.
“Our members are definitely broadening out what they’re contracting for,” Powell said, pointing to the surge in contracts for “clean firm” technologies.

Italy Auctions 7.4 Gw Solar And 940 Mw Wind ProjectsItaly’s energy management agency has released the results for the competitive procedures for wind and solar projects under the FER-X Transitory decree. A total of around 940 MW has been allocated to 29 wind projects, with a weighted average award price of €72.851 per MWh, reflecting an average reduction of 19.67 per cent. Additionally, approximately 7,700 MW has been awarded to 474 solar projects, with a weighted average award price of €6.825 per MWh, marking an average reduction of 37.34 per cent.
The ceiling tariffs were set at €77.738 per MWh for wind and €62.675 per MWh for solar. Most permitted solar projects involved new construction, while nearly one-third of permitted wind project applications involved complete refurbishments, representing over half of the admitted wind capacity. In the solar segment, a notable share of withdrawals involved projects that had either submitted expressions of interest for the FER-X NZIA call or had been accepted under the agrivoltaic development measure. Additionally, for all projects admitted to a valid ranking position, the publication of results constitutes formal confirmation, triggering the 36-month deadline for commissioning as stipulated under the decree.
Applications for the support mechanism must be submitted through the FER-X portal within 90 calendar days from the date the project becomes operational, failing which the project will lose the awarded tariff and the deposit enforced. Moreover, the agency will announce separately the opening date for the portal functionality. For plants already operating, the 90-day submission timeline will begin from that announced date.

Highlighting India’s historic clean energy expansion, Union Minister of New and Renewable Energy Shri Pralhad Joshi said that India has recorded its highest-ever addition of non-fossil capacity in the current financial year at 31.25 GW, including 24.28 GW of solar. Speaking at the Global Energy Leaders’ Summit 2025 in Puri, Odisha, the Minister also announced a 1.5 lakh rooftop solar ULA model for Odisha, designed to benefit and empower 7-8 lakh people across the State.
After taking nearly 70 years to reach 1 TW of renewable energy capacity in 2022, the world achieved 2 TW by 2024, adding the second terawatt in just two years, the Minister said. India is a key driver of this explosive global surge in renewable energy. In the last 11 years, the country’s solar capacity has grown from 2.8 GW to around 130 GW, a rise of more than 4,500%. Between 2022 and 2024 alone, India contributed 46 GW to global solar additions, becoming the third-largest contributor.
The Minister noted that India holds the world’s fifth-largest coal reserves and is the second-largest consumer of coal. He said that even with this abundance, India is steadily balancing coal with renewable energy as the transition gathers pace. With global mechanisms now shaping industrial competitiveness, he said India’s shift towards renewable energy has become even more urgent and strategically important.
Highlighting major new initiatives for Odisha, the Minister announced the approval of a consumer-owned Utility-Led Aggregation (ULA) model under PM Surya Ghar for installing 1.5 lakh rooftop solar systems of 1 kW each in the State. This will benefit nearly 7-8 lakhs of people, especially from economically weaker households in Odisha.
The Minister noted that Odisha is already demonstrating strong clean energy adoption. With over 3.1 GW of installed renewable capacity, clean energy now accounts for more than 34 percent of the State’s total installed power capacity. Under PM Surya Ghar Yojana, 1.6 lakh households have applied for rooftop solar, over 23,000 installations have been completed, and more than 19,200 families have received subsidies exceeding ₹147 crore directly into their bank accounts.
Shri Joshi underscored that the overall ecosystem created by Prime Minister Shri Narendra Modi, ease of doing business, investor confidence, infrastructure, demand-driven schemes and strong Centre–State cooperation, has driven India’s renewable energy expansion.
The Minister expressed confidence that the coming years will belong to Odisha, praising the strong leadership of Chief Minister Shri Mohan Charan Majhi, Deputy Chief Minister Shri Kanak Vardhan Singh Deo and the people of the State for advancing renewable energy and green technology.

Cerc Grants 70% Interim Tariff For Pgcil’S 8.1 Gw Rajasthan Solar Evacuation Transmission Assets Under Phase-Ii-Part B1The Central Electricity Regulatory Commission (CERC) has issued an Interim Order on Petition No. 80/TT/2025 related to the determination of transmission tariff for several assets under the Transmission System Strengthening Scheme for the evacuation of power from Solar Energy Zones in Rajasthan (8.1 GW) under Phase-II-Part B1. The petition was filed by Power Grid Corporation of India Limited (PGCIL), a deemed transmission licensee, seeking approval for tariff from the Commercial Operation Date (COD) up to March 31, 2024. The approval request was made under the Central Electricity Regulatory Commission (Terms and Conditions of Tariff) Regulations, 2019.
The Interim Order, dated December 5, 2025, was issued by a Coram comprising Chairperson Shri Jishnu Barua and Members Shri Ramesh Babu V., Shri Harish Dudani, and Shri Ravinder Singh Dhillon. The petition listed multiple Respondents, including state electricity distribution companies such as Ajmer Vidyut Vitran Nigam Limited, Jaipur Vidyut Vitran Nigam Limited, Jodhpur Vidyut Vitran Nigam Limited, Himachal Pradesh State Electricity Board Limited, Uttar Pradesh Power Corporation Limited, and major private distribution utilities, including BSES Yamuna Power Limited and Tata Power Delhi Distribution Limited. Central Transmission Utility of India Limited (CTUIL) was also included as a respondent in the case.
The petition primarily dealt with tariff determination for various transmission assets, including 400/220 kV and 765/400 kV Inter-Connecting Transformers (ICTs), and STATCOM (Static Synchronous Compensator) installations located at the Fatehgarh-II and Bhadla-II substations in Rajasthan. These assets consist of multiple high-capacity transformers, such as the 400/220 kV, 500 MVA ICTs and the 765/400 kV, 1500 MVA ICTs. Additionally, the petition includes key reactive power management systems like the ±600 MVAr STATCOM at Bhadla-II and two ±300 MVAr STATCOM units at Fatehgarh-II.
During the hearing held on November 20, 2025, representatives of PGCIL requested the Commission to approve an interim tariff of 80 percent of the Annual Fixed Charges (AFC) claimed for the assets under the petition. Taking the submissions into account, the Commission decided to allow only 70 percent of the AFC as an interim tariff for most of the transmission assets. This approval was granted under Regulation 10(3) of both the 2019 and 2024 Tariff Regulations after carrying out a preliminary prudence check of the AFC claimed and considering the time overrun encountered in commissioning the assets. The Commission noted that a detailed examination of time delay and cost components will be undertaken during the final tariff determination.
For instance, Asset-1, which includes the 400/220 kV 500 MVA 9th ICT, had a claimed AFC of ₹210.10 lakh for FY 2022–23 (for 120 days on a pro-rata basis) and ₹668.15 lakh for FY 2023–24. Against this claim, the Commission approved interim tariffs of ₹147.07 lakh for 2022–23 and ₹467.71 lakh for 2023–24, based on the 70 percent allocation rule.
However, the Commission declined to grant interim tariff approval for Asset-10, Asset-11, Asset-12, Asset-13, Asset-14, Asset-15, and Asset-16B. These assets fall under Regulation 5(2) of the 2019 Tariff Regulations and Regulation 5(1) of the 2024 Tariff Regulations, which require more detailed scrutiny before any decision can be made. The final tariff for these assets will be addressed in the subsequent detailed order.
The interim tariff allowed will apply from the respective CODs of the assets, and the charges are subject to adjustment as per Regulation 10 of both the 2019 and 2024 Tariff Regulations.

Nexgen Subsidiary Secures 1.7 Gw In New Onshore Wind ContractsNexGen Energy Corporation has secured three onshore wind energy service contracts from the department of energy (DOE), covering a combined potential capacity of 1.7 GW in the Philippines.

Chinese Pv Industry Brief: Aiko, Skyworth Pv Plan 5 Gw Back-Contact Solar Module Factory In GuangxiA newly formed joint venture between back-contact (BC) solar module maker Aiko and Skyworth PV is planning to build a 5 GW BC panel factory in Beihai, Guangxi province. The new company, called Skyworth-Aiko (Beihai) Solar Technology Co., Ltd., will invest approximately CNY 2 billion ($282.8 million) in the new facility, which will host two production lines, each with a capacity of 2.5 GW. The project has already passed environmental review.
Golden Solar announced that its subsidiary Guangdong Golden Glass Technology (Hong Kong) Co., Ltd. has signed a 298 MW heterojunction (HJT) cell supply contract with an undisclosed customer in South Asia. Golden Solar did not disclose the counterparty due to a confidentiality agreement, but said the deal is valued at more than CNY 100 million.
Talesun said it reached a preliminary agreement with Uzbekistan’s industrial conglomerate AKFA Group to jointly develop several PV projects with a combined capacity of 500 MW. The two sides plan cooperation on module supply, localization of manufacturing, and access to international sales channels.
In another overseas move, TCL Solar signed a memorandum of agreement with Korean EPC firm I-Solar Energy. Under the terms of the agreement, TCL Solar will become the preferred supplier for commercial and industrial rooftop PV panels in Korea, promoting its lightweight module products designed for roof load constraints.
GCL Optoelectronics reached a cooperation intent with Jiangsu Xiuqiang Glass to explore opportunities in the building-integrated photovoltaics (BIPV) space. The companies plan to share market insights and technical standards.
