NexGen Energy Corporation has secured three onshore wind energy service contracts from the department of energy (DOE), covering a combined potential capacity of 1.7 GW in the Philippines.
The contracts support the development of large-scale wind projects in Pangasinan (600 MW), Samar (600 MW) and Nueva Ecija (500 MW), representing an estimated USD 2.5 billion in prospective investment. According to NexGen, the awards significantly strengthen its development pipeline and position Airstream Renewables among the country’s leading utility-scale wind developers. Each project includes planned grid interconnections to the National Grid Corporation of the Philippines, with dedicated transmission lines ranging from 7 km to 15 km and voltage levels of 138–230 kV.

Cerc Grants 70% Interim Tariff For Pgcil’S 8.1 Gw Rajasthan Solar Evacuation Transmission Assets Under Phase-Ii-Part B1The Central Electricity Regulatory Commission (CERC) has issued an Interim Order on Petition No. 80/TT/2025 related to the determination of transmission tariff for several assets under the Transmission System Strengthening Scheme for the evacuation of power from Solar Energy Zones in Rajasthan (8.1 GW) under Phase-II-Part B1. The petition was filed by Power Grid Corporation of India Limited (PGCIL), a deemed transmission licensee, seeking approval for tariff from the Commercial Operation Date (COD) up to March 31, 2024. The approval request was made under the Central Electricity Regulatory Commission (Terms and Conditions of Tariff) Regulations, 2019.
The Interim Order, dated December 5, 2025, was issued by a Coram comprising Chairperson Shri Jishnu Barua and Members Shri Ramesh Babu V., Shri Harish Dudani, and Shri Ravinder Singh Dhillon. The petition listed multiple Respondents, including state electricity distribution companies such as Ajmer Vidyut Vitran Nigam Limited, Jaipur Vidyut Vitran Nigam Limited, Jodhpur Vidyut Vitran Nigam Limited, Himachal Pradesh State Electricity Board Limited, Uttar Pradesh Power Corporation Limited, and major private distribution utilities, including BSES Yamuna Power Limited and Tata Power Delhi Distribution Limited. Central Transmission Utility of India Limited (CTUIL) was also included as a respondent in the case.
The petition primarily dealt with tariff determination for various transmission assets, including 400/220 kV and 765/400 kV Inter-Connecting Transformers (ICTs), and STATCOM (Static Synchronous Compensator) installations located at the Fatehgarh-II and Bhadla-II substations in Rajasthan. These assets consist of multiple high-capacity transformers, such as the 400/220 kV, 500 MVA ICTs and the 765/400 kV, 1500 MVA ICTs. Additionally, the petition includes key reactive power management systems like the ±600 MVAr STATCOM at Bhadla-II and two ±300 MVAr STATCOM units at Fatehgarh-II.
During the hearing held on November 20, 2025, representatives of PGCIL requested the Commission to approve an interim tariff of 80 percent of the Annual Fixed Charges (AFC) claimed for the assets under the petition. Taking the submissions into account, the Commission decided to allow only 70 percent of the AFC as an interim tariff for most of the transmission assets. This approval was granted under Regulation 10(3) of both the 2019 and 2024 Tariff Regulations after carrying out a preliminary prudence check of the AFC claimed and considering the time overrun encountered in commissioning the assets. The Commission noted that a detailed examination of time delay and cost components will be undertaken during the final tariff determination.
For instance, Asset-1, which includes the 400/220 kV 500 MVA 9th ICT, had a claimed AFC of ₹210.10 lakh for FY 2022–23 (for 120 days on a pro-rata basis) and ₹668.15 lakh for FY 2023–24. Against this claim, the Commission approved interim tariffs of ₹147.07 lakh for 2022–23 and ₹467.71 lakh for 2023–24, based on the 70 percent allocation rule.
However, the Commission declined to grant interim tariff approval for Asset-10, Asset-11, Asset-12, Asset-13, Asset-14, Asset-15, and Asset-16B. These assets fall under Regulation 5(2) of the 2019 Tariff Regulations and Regulation 5(1) of the 2024 Tariff Regulations, which require more detailed scrutiny before any decision can be made. The final tariff for these assets will be addressed in the subsequent detailed order.
The interim tariff allowed will apply from the respective CODs of the assets, and the charges are subject to adjustment as per Regulation 10 of both the 2019 and 2024 Tariff Regulations.

Chinese Pv Industry Brief: Aiko, Skyworth Pv Plan 5 Gw Back-Contact Solar Module Factory In GuangxiA newly formed joint venture between back-contact (BC) solar module maker Aiko and Skyworth PV is planning to build a 5 GW BC panel factory in Beihai, Guangxi province. The new company, called Skyworth-Aiko (Beihai) Solar Technology Co., Ltd., will invest approximately CNY 2 billion ($282.8 million) in the new facility, which will host two production lines, each with a capacity of 2.5 GW. The project has already passed environmental review.
Golden Solar announced that its subsidiary Guangdong Golden Glass Technology (Hong Kong) Co., Ltd. has signed a 298 MW heterojunction (HJT) cell supply contract with an undisclosed customer in South Asia. Golden Solar did not disclose the counterparty due to a confidentiality agreement, but said the deal is valued at more than CNY 100 million.
Talesun said it reached a preliminary agreement with Uzbekistan’s industrial conglomerate AKFA Group to jointly develop several PV projects with a combined capacity of 500 MW. The two sides plan cooperation on module supply, localization of manufacturing, and access to international sales channels.
In another overseas move, TCL Solar signed a memorandum of agreement with Korean EPC firm I-Solar Energy. Under the terms of the agreement, TCL Solar will become the preferred supplier for commercial and industrial rooftop PV panels in Korea, promoting its lightweight module products designed for roof load constraints.
GCL Optoelectronics reached a cooperation intent with Jiangsu Xiuqiang Glass to explore opportunities in the building-integrated photovoltaics (BIPV) space. The companies plan to share market insights and technical standards.

Great British Energy Plans 15 Gw Clean Energy InvestmentSolar and energy storage will be core technologies in Great British Energy’s (GBE) investment strategy, according to the UK state-owned company’s first strategic plan.
GBE has committed to deliver at least 15 GW of clean energy generation and storage assets by 2030 and is aiming to mobilize GBP 15 billion of private finance in that time. The UK government’s renewables investment vehicle is expected to establish a portfolio through investment and ownership. Revenues from GBE’s income-generating portfolio are to be reinvested to support further capacity deployment.
GBE was established in May 2025 and the company has already backed a number of distributed PV projects in the United Kingdom, including the rollout of rooftop solar on school and hospital sites.
The company’s new strategic plan lists three priority areas for the company: local energy, onshore generation and offshore generation. Solar and battery energy storage systems will be priority technologies for both local community and large-scale onshore investment, alongside wind, pumped hydro and long-duration energy storage.
GBE will also operate a GBE Ventures arm tasked with considering other technologies and projects such as carbon capture, utilization and storage (CCUS), and hydrogen.
The strategic plan provides more detail on a GBP 1 billion investment in the Energy – Engineered in the UK program, with a formal launch scheduled before the end of 2025. The program is expected to issue grants and investments to support clean energy industrial capacity in the United Kingdom, such as domestic component manufacturing and some nascent technologies such as deepwater wind.
GBE's strategic plan is part of a wider UK government strategy that requires a significant ramp up in renewables deployment to meet 2030 capacity targets. The government's Clean Power 2030 plan sets targets of 45 GW to 47 GW of solar power, 43 GW to 50 GW offshore wind, and 27 GW to 29 GW of onshore wind in the next five years. The latest UK government solar deployment statistics recorded 20.7 GW of deployed solar at the end of October 2025.

Us Added 2 Gw Of Solar In September, Putting 2025 Ahead Of 2024 For New Solar GenerationThe results of FERC’s latest infrastructure report show that solar continues to dominate new generation coming online as the country experiences rising demand for the first time in about two decades. The report does not include energy storage or rooftop solar.
Enverus Intelligence Research recently released its long-term U.S. power capacity expansion outlook, which projected a 57% increase in installed capacity by 2050 driven largely by solar and nuclear.
EIR analysts said they expect solar additions to peak in 2028, “but remain competitive, supported by ongoing demand for power purchase agreements (PPAs) and low costs.”
“Our analysis shows the U.S. grid is entering a transformative period, with solar installations surging in the near term and nuclear power taking a leading role in the decades ahead,” Juan Arteaga, principal analyst at EIR, said in a statement.
EIR’s relatively positive outlook for solar comes despite attacks on renewable energy by the Trump administration, whose officials have derided solar and wind as unreliable and expensive. In July, President Donald Trump signed the One Big Beautiful Bill Act sunsetting renewable energy tax credits early, and his administration has also sought to revoke permits for some renewable energy projects and subject others to additional scrutiny that has slowed deployment.
But the administration’s preferred alternatives — nuclear, gas and coal — face myriad obstacles to replacing solar as the dominant new generation source.
The EIR report said nuclear will not achieve steady expansion until around 2040, while gas will continue to displace coal, which it expects to be fully phased out around the same time.
Of the 136 GW of “high probability” additions FERC expects to see energized by September 2028, solar accounts for 91 GW — about 67%. Wind makes up 23 GW, or 17% of high probability additions; gas accounts for 20 GW, or about 15%; and nuclear is expected to provide just 335 MW — 0.2%.
"FERC’s latest data show that no amount of rhetorical manipulation can change the fact that solar, wind, and other renewables continue on the path to eventual domination of the energy market,” said Ken Bossong, the executive director of the pro-solar Sun Day Campaign, in a statement.

With quarterly additions hitting record highs, rooftop solar is emerging as one of the fastest-growing segments in India’s renewable energy landscape.
In Detail :India added 4.9 GW of rooftop solar capacity in the first nine months of 2025, marking a major leap for the sector and highlighting the country’s accelerating shift toward distributed renewable energy systems. This growth reflects rising awareness, improving affordability, and supportive national schemes.
The 161% year-on-year increase underscores how rooftop solar adoption has expanded far faster in 2025 compared to the previous year. The surge is driven by growing consumer interest and easier access to rooftop installation markets across states.
The July–September quarter proved exceptionally strong, contributing about 2.1 GW of new rooftop capacity in just three months. This stands as the highest quarterly addition recorded so far and indicates a sustained upward trend.
Residential installations formed the bulk of the new capacity, encouraged by government incentives and widespread participation in national programmes aimed at reducing household electricity expenses. This shift has made rooftop solar increasingly mainstream among urban and semi-urban consumers.
Industrial users also showed substantial engagement, contributing around one-fifth of the quarterly capacity. Commercial and institutional segments added smaller but steady shares, reflecting a balanced mix of adoption across consumer categories.
By September 2025, total rooftop solar capacity in the country reached 18.6 GW. Several leading states continued to record strong performance, supported by robust policy frameworks and high consumer participation.
States with limited land availability have been relying heavily on rooftop installations to meet local clean-energy needs. These regions recorded some of the fastest growth rates, demonstrating the strategic value of distributed systems.
Even with impressive progress, challenges remain in meeting long-term programme targets, particularly in areas such as subsidy disbursement and grid-integration processes. Addressing these barriers will be essential for sustaining momentum.
Overall, the significant rise in rooftop installations in 2025 reflects a maturing market, stronger policy push, and increasing consumer confidence. If growth continues along this trajectory, rooftop solar will play a transformative role in India’s clean-energy transition in the coming years.

India Installs 6.1 Gw Of Open-Access Solar In First Nine Months Of 2025From pv magazine India
India added 6.1 GW of open-access (off-site commercial and industrial) solar capacity in the first nine months of calendar year 2025, up around 13% from the 5.4 GW installed during the same period in 2024, according to the Q3 2025 Mercom India Solar Open Access Market Report. The rise in installations was driven by steady demand from commercial and industrial consumers.
Cumulative open-access solar capacity reached 27.9 GW as of Sept. 30, 2025. Karnataka leads with nearly 25% of total installations. Maharashtra and Gujarat rank second and third, with 17% and 12%, respectively.
In the third quarter of 2025, India added 2.2 GW of open-access solar capacity. The figure was 21% lower than the 2.8 GW added in the second quarter but double the 1.1 GW added in the same period of 2024.
Capacity additions in the third quarter were constrained by delays in grid-connectivity approvals, restricted substation access and limited transmission-evacuation capacity in states with weaker grid infrastructure.
Karnataka led additions in the third quarter of 2025, accounting for nearly 38% of installations. Rajasthan and Gujarat followed with around 25% and 11%, respectively.
“Even with supply-chain pressures, rising module prices, and inconsistent policies slowing momentum, the cost advantage of open access is proving strong enough to break through these barriers,” said Priya Sanjay, managing director at Mercom India. “Without the headwinds, open access renewables could be a significant contributor towards India’s green targets.”

India Adds 31.2 Gw Non-Fossil Capacity In Fy 25-26 Till October 2025 – EqIn Short : India added 31.2 GW of non-fossil fuel power capacity in FY 2025–26 up to October 2025, marking strong progress toward its clean energy targets. The growth reflects rapid expansion in solar, wind, hydro, and nuclear segments. This increase strengthens grid sustainability, lowers carbon intensity, and supports India’s long-term commitment to achieving a greener, more resilient energy mix.
In Detail :REIAs Drive Strong Momentum With 67.5 GW Renewable Energy LoAs Issued Since April 2023 with Zero Cancellations
India has already achieved 50% of its installed electricity capacity from non-fossil fuel sources, five years ahead of the target set under its Nationally Determined Contributions to the Paris Agreement. As of 31 October 2025, the installed capacity from non-fossil sources stands at about 259 GW, with 31.2 GW added in the current financial year up to October 2025.
As on 31st October, 2025, Renewable Energy Implementing Agencies (REIAs) of the Ministry of New & Renewable Energy (MNRE), namely Solar Energy Corporation of India Limited (SECI), NTPC Limited (NTPC), NHPC Limited (NHPC) and SJVN Limited (SJVN), have issued Letters of Award (LoAs) of 67,554 MW in respect of renewable power procurement tenders issued by them since April 2023 and no cancellations have been made after issuance of Letters of Award.
States are also issuing renewable power procurement tenders and renewable power capacity is also being added in commercial and industrial sectors through Green Energy Open Access/ Captive route. Thus, capacity addition of renewable energy is progressing through multiple pathways and not necessarily only through REIA led bids.
With the declining cost of solar-plus-storage and dispatchable renewable power, there is a growing preference among distribution companies and end procurers for such solutions. This shift has been accompanied by a reduced demand for plain solar power. Solar-plus-storage configurations are also being preferred over wind-solar hybrid projects, particularly due to their ability to supply power during peak demand hours. Accordingly, the Government has sensitized the REIAs to move from plain solar tenders to tenders of Solar with Energy Storage, tenders with configuration to supply renewable power during peak hours and tenders with configuration to supply Firm and Dispatchable Renewable Energy (FDRE).
To facilitate the further execution of PPAs in respect of bids issued by REIAs, the Government has undertaken several proactive measures. These include urging States to comply with the Renewable Consumption Obligation (RCO) under the Energy Conservation Act, and advising Renewable Energy Implementing Agencies (REIAs) to aggregate demand from DISCOMs and other consumers before designing and issuing tenders. Regional workshops have been organized with major renewable energy-procuring States to address implementation challenges and accelerate PPA signing.
Central Electricity Authority (CEA) prepares the transmission plan in advance based on the Renewable Energy (RE) potential declared by the Ministry of New & Renewable Energy (MNRE) to provide a clear visibility of transmission system to the RE developers. The transmission system is implemented in phases commensurate with generation capacity addition to optimize the transmission system.
Around 47.2 GW of Battery Energy Storage System (BESS) has been considered for planning of transmission system upto 2032. Deployment of BESS enables peak shifting, reduces network congestion and improves utilisation of transmission assets, thereby optimising overall transmission system.
As per Central Electricity Regulatory Commission (Connectivity and General Network Access to the inter-State Transmission System) (Third Amendment) Regulations, 2025, connectivity is to be granted for solar and non-solar hours. This will further help in efficient utilization of the transmission system. This will also enable integration of additional RE with co-located BESS to the grid without the requirement of additional transmission infrastructure.

France Deploys 1.5 Gw Of Solar In Q3From pv magazine France
France deployed 4,445 MW of solar during the first three quarters of this year, according to the latest figures from the Ministry of Ecological Transition. This compares to 3,735 during the same period of 2024 and 2,408 MW in the first nine months of 2023.
In the third quarter alone, the newly installed capacity was 1,533 MW, which compares to 1,463 MW a year earlier.
The country's cumulative installed PV capacity reached 29.7 GW at the end of September.
Nearly a third of France’s newly connected photovoltaic capacity comes from installations larger than 500 kW, even though these projects represent just 0.2% of the total number of new connections. In contrast, smaller systems under 9 kW account for 86% of new units but only 13% of the added capacity.
The regions of Nouvelle-Aquitaine, Occitanie, and Auvergne-Rhône-Alpes contributed 46% of the country’s newly connected capacity. These regions also hold the largest share of France’s total installed capacity, with 51% of the nationwide total.
Pipeline projects continue to grow, with capacity rising 15% since Q4 2024 to reach 36.9 GW. Of this, 8.4 GW have secured signed connection agreements.
In Q3 2025, photovoltaic self-consumption reached 1,173 GWh, equivalent to 10% of the quarter’s total PV production. Fully self-consumed installations generated 255 GWh, representing 22% of all self-consumed PV electricity. These installations account for 13% of metropolitan France’s self-consumption capacity and 8% of its total installed capacity.

Miso Begins Reviewing 6.1 Gw — 70% Of It Gas — In Fast-Track Interconnection StudyAbout 6.1 GW of potential projects have entered into the Midcontinent Independent System Operator’s fast-track interconnection review process’ second cycle, bringing the total capacity under review to about 11.2 GW, the grid operator said Monday.
Gas-fired generation in the Expedited Resource Addition Study’s second study cycle totals 4.3 GW, or 70% of the total capacity in the cycle, according to a summary of the pending ERAS projects. Battery projects totaled 800 MW in network interconnection capacity, followed by wind projects at 580 MW and solar at 475 MW.
“Cycle 2 builds on the momentum of Cycle 1 and reflects the continued demand for timely, reliable interconnection solutions,” Aubrey Johnson, MISO’s vice president of system planning, said in a news release. “These projects are essential to meeting near-term reliability needs and ensuring new resource additions are online to meet load growth.”
Three Cycle 1 projects have executed generator interconnection agreements and MISO said it expects the seven remaining projects in the cycle will complete interconnection agreements this month.
MISO said it has accepted or is reviewing 51 projects totaling almost 30 GW into ERAS, which aims to bring power supplies online quickly to meet near-term grid needs. The process allows planned resources that meet eligibility criteria to sidestep MISO’s standard interconnection queue reviews.
Under the ERAS process, MISO is studying up to 15 projects per quarter on a first-come, first-served basis. MISO will study up to 68 projects before the program ends on Aug. 31, 2027.
Last month, public interest groups sued to overturn the Federal Energy Regulatory Commission approval of MISO's fast-track interconnection review program, along with that of the Southwest Power Pool, arguing in part that they give the reviewed projects an unfair advantage over projects in the grid operators’ standard interconnection queues.
