Ls Power Launches $200 M Substation Project

USA, California, Fresno County: LS Power Grid California (LSPGC), part of the LS Power transmission platform, has officially started construction on the Manning substation in Fresno County, California. The project includes a new 500 / 230 kV substation and roughly 20km (12 mi) of 230 kV double-circuit transmission line, representing an investment of over $200 M and creating about 100 construction jobs.

The Manning substation is designed to reinforce the Central Valley electric grid, improving reliability in the San Joaquin region and expanding access to lower-cost, diverse power generation. The project is also expected to generate property tax revenues to support local services in Fresno County and surrounding communities.

Serving as a key transmission backbone, the project will help relieve congestion while enabling greater integration of renewable and conventional energy resources. Growth in residential, agricultural, and industrial electricity demand in the region has driven the need for upgraded high-voltage infrastructure.

Margaret Bratcher, senior project manager at LS Power, said the early start demonstrates the company’s commitment to timely and cost-efficient delivery of transmission projects. She praised CAISO, state, and local agencies for their efficient permitting and environmental approvals.

Selected by the California Independent System Operator (CAISO) under a competitive process in 2023, LSPGC will finance, build, operate, and maintain the substation. The project adds to LSPGC’s regional portfolio, which includes the operational Orchard substation nearby and four additional transmission projects in development across California.
