Lower Saxony Line, Public Consultation Phase

The Dutch government has compiled 147 responses received from residents during the public consultation on the Lower Saxony Line project, the new rail connection that will link Groningen, Emmen, and the Twente region. The project is currently in the analysis phase, during which various route options and technical solutions are being evaluated.

In January, national authorities announced the official launch of the project, and residents of the Oost-Groningen, Drenthe, and Overijssel regions were invited to submit their opinions and proposals. All 147 responses received have been compiled into an official consultation document.

New proposals regarding routes, stations, or other solutions will be evaluated based on their contribution to the project’s objectives, their location, and the feasibility of implementation. Comments regarding environmental protection, housing, the impact on local communities, noise, and traffic disruptions will receive additional attention in the next phases of the studies.

In addition, ideas for the development of new housing, services, and the planning of areas around stations will be included in a separate program dedicated to regional development.

According to ProRail, the Lower Saxony Line project is in an extensive analysis phase, during which authorities are trying to determine which options are feasible and what the technical and financial constraints of the investment are. The preferred option is expected by the end of 2028, when the central government, the provinces, and local authorities will reach a joint decision.

Prior to that, in 2027, the solutions deemed most promising will be presented, and interested individuals and organizations will once again have the opportunity to express their opinions. In 2028, the first concrete plan regarding the route of the new railway line is expected to be published; this document will be available for review and comment before the final decision is made.

The Lower Saxony Line is a major rail infrastructure project aimed at improving connectivity in the north and east of the Netherlands. It includes the modernization of existing lines and stations, as well as the construction of a completely new section between Veendam and Emmen, where new stations will also be built.

Over the next few years, the exploratory phase will take place, during which the exact route of the railway, the train schedule, station locations, project risks, the costs of various options, and the work required on the existing infrastructure will be analyzed.

The process includes the MIRT procedure (Multiannual Program for Infrastructure, Space, and Transport), which takes approximately three years and involves conducting several studies and public consultations. Residents, civil society organizations, and businesses will have numerous opportunities to contribute to the decision-making process and participate in the official consultation procedures.

The final outcome of this phase will be the selection of the preferred option, a decision that will be adopted by the state secretary responsible for the project.

The new rail connection between Emmen and Veendam will be 44 km long and aims to improve accessibility to towns in the region. Additionally, the project includes potential upgrades to the existing infrastructure between Leeuwarden, Zwolle, and Enschede, as well as the modernization of some stations and the construction of new ones.
