The Polish government, together with CPK and PKP PLK, has presented the ZSK Integrated Rail Network as a long-term framework for 4,700 km of new railway lines. The programme replaces the previous strategy comprising ten rail axes and encompasses 19 strategic corridors, including 2,700 km of HSR lines. Around 1,000 km are already under construction, out to tender or at an advanced stage of planning, and are due to enter service by 2035. The projects include the Warsaw – CPK Central Airport – Lodz – Poznan/Wrocław lines, as well as the Rail Baltica sections from Elk to Trakiszki, from Podleze to Piekielko, and from Katowice to Ostrava. ZSK investment after 2035 is estimated at around EUR 144 billion (PLN 610 billion), of which around EUR 97 billion is earmarked for new lines and EUR 47 billion for the upgrading of existing infrastructure. After 2035, the modernisation of 5,600 km of existing lines is planned. Twenty-seven small and medium-sized towns are to be newly connected to the network. Around 490 km of new lines are planned for eastern Poland, including the main eastern line connecting centres such as Suwałki, Białystok, Lublin, Rzeszów and Krosno. For rail freight transport, plans include 23 new terminals for intermodal transport and an increase in the average operating speed of freight trains from 34 to 56 km/h. The strategy is based on analyses of 8,000 km of potential new lines, as well as a planning process lasting more than 18 months involving all 16 voivodeships.
