railwayIn a draft of its final report, the Taskforce Schiene association has identified 22 short-term measures to improve daily rail operations. The proposals relate to stabilising heavily congested junctions, improvements in scheduling, the coordination of construction works and eliminating disruptions, as well as more reliable data for travel information and operations. For congested junctions, the draft emphasises that a reduction in services should only be considered as a last option. In addition, voluntary, temporary stabilisation measures are possible in exceptional cases. DB InfraGO is to draw up a catalogue of measures specific to each junction, based on capacity and quality analyses for each junction. Possible measures include platform extensions, including interim ones, the adjustment of journey time buffers, or the harmonisation of speeds on access lines to the junction. Furthermore, DB InfraGO’s infrastructure usage conditions are to be gradually adapted so that punctuality and capacity aspects are given greater consideration and measures can be implemented in a legally compliant manner. From 2026, "experimental clauses" are planned for use during the year. These will allow rail transport operating companies to temporarily forgo allocated train paths without these being passed on to other rail transport operating companies. This requires the agreement of the operators concerned. In addition, "flexible departures" are to be utilised, whereby the departure time in the timetable is set earlier than the time originally scheduled for operational purposes. According to the draft, the junctions of Frankfurt/Main, Munich, Cologne, Hamburg, Mannheim, Hanover and Berlin are particularly congested.
