Devon County Council Launches Tender For £78M Minor Engineering Works Framework

Devon County Council has opened the tender process for a new four‑year Minor Engineering Works Framework Contract that will cover a broad range of civil and structural engineering works across the county from April 2026 to March 2030.

The framework is intended to support the council’s programme of expansion, improvement and ongoing maintenance of transport, waste, flood‑risk and other public assets.

Devon County Council estimates the total framework value at approximately £78M including VAT, although it has not specified the number of schemes that will be procured.

The framework spans many of the county’s core asset types and would provide opportunities for contractors specialising in highways, bridges, flood management and related civil engineering disciplines.

Lot 6 specifically targets work that involves interfacing with the rail network, reflecting the need for suppliers experienced in rail‑aligned standards and coordination.

For contractors and consultants, the split into multiple lots and variable supplier numbers offers routes in for a range of company sizes and specialisms, from smaller local firms bidding for sub‑£200,000 orders, to larger contractors seeking combined packages up to £4M.
