Glasgow Launches £119M Road Renewal Programme With Extra £20M For Resurfacing

Glasgow City Council has begun a three-year, £119M programme to upgrade the city’s roads, pavements and street lighting, with an additional £20M ring-fenced for carriageway resurfacing.

The programme, which began with preparatory technical work by the council’s roads teams, aims to tackle a broad range of maintenance tasks across the city. Teams have already resurfaced almost 140 carriageways so far in the current financial year, with further works planned in the coming weeks.

Councillors say the extra resurfacing funding will support work on more than 800 streets over the three years. In 2026/27 alone, resurfacing is planned for over 400 streets; the council expects that, by the end of March 2027, some 227km of Glasgow’s roads will have been resurfaced. Just over 230 footways are also scheduled for resurfacing by that date. Planning for the 2027/28 programme is still under way, but officials anticipate funding will allow about 200 further carriageway projects.

The investment extends beyond surfacing. The council plans to replace around 9,000 street lighting columns and fit new LED lamps to every column, upgrade traffic signals at junctions across the city and carry out a dedicated drainage improvement programme that will repair or replace gully pots and connecting pipework. Structural work is also planned on the Shieldhall viaduct to allow it to reopen to heavy goods vehicles, alongside ongoing maintenance of the Clyde Tunnel.

The council says work will be targeted where it is most needed and that all 23 council wards are expected to benefit from the mapped programme.

The programme represents one of the larger concentrated local-authority infrastructure investments in the city in recent years.

Glasgow City Council city convener for neighbourhood services and assets Laura Doherty said: “As a council we have been listening to the feedback from Glasgow’s residents and we know they want a focus on our roads network. The investment package we have put together is substantial and it will make a big difference to the city’s roads and footways.

“The extra £20M set aside for carriageway repairs alone is considerable and people will see a noticeable reduction in potholes as a result of the planned investment..

“But the programme also covers a much wider range of work and people will also see clear improvements to street lighting, drainage, road safety measures and traffic lights.

“Our roads network is a top priority for the council. Our investment will help to create a safer, more efficient roads network that benefits all road users.”
