Veolia Saves 108 Million M³ Of Water And Cuts 2.8 Million Tonnes Of Co₂...Veolia reported significant environmental gains across Asia in 2024, conserving 108 million m³ of freshwater through water reuse, desalination, and leakage reduction efforts. The volume saved is equivalent to supplying the daily water needs of over two million people for a year. In addition to water conservation, the company helped reduce more than 2.8 million tonnes of CO₂ equivalent emissions (Scope 4) for municipal and industrial clients.
These results support national environmental agendas such as China’s Dual Carbon Goal, South Korea’s Carbon Neutrality and Green Growth strategy, and Singapore’s Green Plan 2030. The outcomes are part of Veolia’s GreenUp strategic programme, launched in 2024, which aims to deploy environmental solutions at scale, foster innovation, reduce emissions, and regenerate natural resources.
Selected impacts from GreenUp in Asia include:

Affinity Water Starts Market Engagement For £510M Grand Union Canal Transfer SchemeAffinity Water and Severn Trent Water have taken a significant steps forward in the development of the Grand Union Canal Transfer scheme, a major new project aimed at bolstering water supply from the Midlands to Southeast England.
Affinity Water is engaging on delivery of the Grand Union Transfer itself, while Severn Trent is seeking feedback on plans for the Minworth Advanced Water Treatment Plant, which is associated with the scheme.

Affinity Water has issued a preliminary market engagement notice, signalling the start of an early market consultation for this nationally significant infrastructure initiative, anticipated to be worth approximately £425M excluding VAT (£510M with VAT).
The Grand Union Canal Transfer is a collaborative effort involving Affinity Water, Severn Trent Water and the Canal & River Trust, the charity responsible for the upkeep of the canal network across England and Wales. The project seeks to leverage the existing canal infrastructure alongside new water treatment works, pumping stations, transfer pipelines and environmental mitigation measures to provide a more sustainable and reliable water supply. It also aims to reduce reliance on current sources, including vulnerable chalk stream habitats, while ensuring continued water availability for canal navigation.
The solution’s deployable output will be 50Ml/d by 2031/32, with the potential for a further 50 Ml/d by 2040-2050 if required. Flow will be transferred from Severn Trent’s new Advanced Water Treatment Plant at Minworth via a new pipeline over approximately 20km to a discharge point into the Coventry Canal. For much of its length, the transfer will flow along the existing canal network using gravity, making use of pumping stations and by-passes as necessary. The water will then be abstracted at Leighton Buzzard for treatment.

The Grand Union Canal Transfer, designated a project of national significance, will be delivered through Ofwat’s Direct Procurement for Customers (DPC) programme, which aims to introduce competitive delivery models for water infrastructure.
Affinity Water plans to appoint a Competitively Appointed Provider (Cap) through a Design-Build-Finance (DBF), Design-Build-Finance-Maintain (DBFM) or Design-Build-Finance-Operate-Maintain (DBFOM) model, or variations thereof. The chosen Cap will be entrusted with the design, construction and financing of the scheme, with potential responsibilities for long-term operation and maintenance under a contract projected to run from 30 September 2028 until 30 June 2057.
The issuance of the market engagement notice is a request for information, seeking to draw on expertise from infrastructure investors, construction and engineering firms, operations and maintenance specialists, as well as joint ventures or consortia. Affinity Water’s goal is to gauge market capability, understand potential delivery models and associated risks, and identify innovations that could enhance project outcomes. The feedback will be used to inform the procurement strategy and refine the commercial, technical, and delivery framework.
Key considerations outlined in the consultation include technical feasibility, financial structuring, operational requirements, risk allocation, environmental and regulatory factors, and any potential barriers to market entry. Affinity Water emphasises an open, fair and transparent competitive process, aiming to secure a value-oriented solution consistent with the long-term national objectives for water resilience.
The Grand Union Canal Transfer project represents a critical infrastructure advancement, responding to growing water demand pressures in the Southeast while emphasising environmental stewardship. It highlights an innovative approach that integrates traditional waterway assets with modern engineering and financing practices to foster sustainability and resilience in the UK’s water sector.
As this early stage of the scheme’s development, stakeholders and market participants will have the opportunity to contribute insights that shape a transformative water transfer scheme intended to serve millions and protect vital natural habitats for decades to come.
Severn Trent’s Minworth SRO
Severn Trent has also engaged the market on development of its Minworth strategic resource option (SRO), which could tie into the Grand Union Canal Transfer.
The Minworth SRO will encompass the construction of an Advanced Water Treatment Plant on Severn Trent’s existing Minworth site and transfer via an underground pipeline to an outfall into the Coventry Canal at Atherstone.
The utility company is engaging the market on a £200M contract to construct the SRO.
The estimate contract dates for delivery are 1 December 2028 to 1 December 2030.

Loveland, Colo., Issues Bonds For $122.5 Million Utility Infrastructure Overhaul(UI) — The City of Loveland is moving forward with a $122.5 million plan to upgrade its aging water, wastewater and electric infrastructure, funded through new tax-exempt bonds approved this year.
City officials said the multi-year infrastructure improvements are designed to ensure long-term reliability and resilience for Loveland’s utilities, while distributing the cost between current and future users.
By locking in fixed-interest financing, the city expects to avoid future inflationary spikes and reduce the risk of costly emergency repairs.
Water system upgrades
Loveland will invest $45 million to replace aging underground water mains, eliminate lead service lines, and modernize water operations facilities. The city said these updates are critical to maintaining the quality and reliability of local water service while reducing the risk of leaks and corrosion.
Wastewater improvements
The city plans to invest $77.5 million over multiple bonds from 2025 through 2027 to upgrade its Water Reclamation Facility. The work includes replacing aging equipment, expanding treatment capacity to accommodate population growth, and meeting new federal and state discharge standards to protect the Big Thompson River.
Electric grid modernization
Future bond funding will support Loveland’s electric infrastructure upgrades, including a new substation, system capacity improvements with additional transformers, and the conversion of overhead power lines to underground systems. The city says these projects will help protect the grid from weather-related disruptions and improve overall service reliability.
“These investments are critical to Loveland’s long-term resilience,” the city said in a statement. “Through secure, sustainable and reliable utility systems, we’re building a foundation for future generations.”

Judge Approves Construction For Key Portion Of $485 Million Pipeline In Larimer County, Colo.A state judge in Larimer County, Colorado, has ruled in favor of the City of Thornton and the Larimer County Commissioner's court in response to a lawsuit filed by the Save the Poudre nonprofit, which sought to halt the construction of the pipeline, citing environmental concerns.
According to The Colorado Sun, members of the nonprofit have advocated for several years for the pipeline's water source to be redirected through the Cache la Poudre River to enhance river flow.
Save the Poudre leader Gary Wockner stated that the group is considering an appeal. Wockner has previously challenged permits for multiple water diversion projects in Colorado.
City of Thornton officials expressed relief of the recent ruling and confirmed that it will proceed with the construction of its $485 million pipeline project in the Larimer County area, The Colorado Sun reported. The project will transport water rights acquired by Thornton on the Cache la Poudre River to treatment facilities in Adams County.
Roughly one-third, or around 21 miles, of the overall pipeline are now complete, said sources. Thornton stated that the water project is expected to begin supplying water to residents by 2028.

Texas Approves $20 Billion For Water Infrastructure; Final Decision Up To Voters(UI) — A sweeping legislative package aimed at revitalizing Texas' aging water infrastructure and preparing for future shortages was signed into law by Governor Greg Abbott on June 18, according to KPRC 2.
The move includes Senate Bill 7 and House Joint Resolution 7—two key measures that together could channel more than $20 billion into water system upgrades across the state.
The newly signed law allocates $2.5 billion in immediate funding to the Texas Water Fund, which will be used to repair leaky pipes, modernize aging treatment facilities, and explore new water sources. A long-term funding proposal under HJR 7 would contribute $1 billion annually for the next two decades, pending voter approval on the November ballot.
Governor Abbott called the initiative a “generational investment,” citing firsthand experience with the dangers of water shortages. “With this law, we will secure Texas’ water future for generations to come,” he said during the bill signing ceremony in Lubbock.
As KPRC 2 reports, questions remain about how the funds will be distributed, and how quickly cities like Houston and Harris County may begin to benefit from the investment.

Washington County, Utah Proposes $1.3 Billion Water Reuse ProjectUtah’s Washington County Water Conservation District has proposed a $1.3 billion water reuse project to aid the state’s rapid growth, Fox 13 News reported.
Last week, members of the district requested approval for $195 million in initial funding from the Utah Water Resources Board. The project is planned to be carried out in phases, with completion projected by 2042.
Fox 13 News said in its report that the ultimate project goal is to have as much as 25% of Washington County’s water supply reused.
The proposed water reuse project will involve constructing more than 60 miles of pipeline, three new storage reservoirs, and deploying new wastewater treatment technology.
By 2030, the water district plans to complete phase one of the project (about $413 million in cost) and target agriculture, the state's top water user.
The project's second phase will involve reusing water for drinking water sources; phase two is expected to be completed by 2042. Water reuse is relied upon heavily in many communities across the country, including Las Vegas and Los Angeles. In the St. George area, some parks, golf courses and even newer developments are recycling their water, Fox 13 stated.
The Washington County Water Conservancy District is getting federal grants, loans and other funding sources to make the $1.3 billion project a reality. In last week's meeting, the district acknowledged the possibility of a rate increase to help cover costs (though Washington County does have an aggressive tiered rate system for water users that other communities are starting to copy to force more conservation).

New York Approves Nearly $200 Million For Local Water, Wastewater, Stormwater Projects(UI) — The New York State Environmental Facilities Corporation (EFC) has cleared nearly $200 million in low-cost financing and grants for municipal water infrastructure, giving dozens of communities new resources to modernize wastewater plants, replace aging drinking-water mains and control storm-runoff.
“Clean water is a fundamental right, and New York is leading the way in making sure communities have the resources they need to protect it,” Governor Kathy Hochul said in announcing the funding package.
The largest single award—$50 million—goes to New York City for a storm- and wastewater resiliency project tied to the Gowanus Canal Superfund cleanup. Half of the award is a grant from the federal Infrastructure Investment and Jobs Act; the other half is interest-free financing for underground tanks and sewer improvements that will curb century-old overflows into the canal.
Other water-sector highlights include:
EFC Chair Charles Sawyer said the mix of grants and below-market loans “reduces the need for higher rate increases and helps communities tackle projects they could not otherwise afford.”
The board also refinanced completed projects at zero-percent interest—savings that EFC estimates will cut local debt-service costs by $51 million over the life of the loans.
With the FY 2026 budget allocating another $500 million for clean-water work, New York’s total commitment to water infrastructure since 2017 will top $6 billion. Municipalities can apply for the current round of Water Infrastructure Improvement grants at efc.ny.gov.

$170 Million Sewer Project In Eastham, Mass. Approved After VoteVoters in the city of Eastham, Massachusetts voters have approved Phase 1 of a $170 million Targeted Watershed Management Plan following a meeting earlier this week, the Cape Cod Times reported.
The plan encompasses the establishment of a wastewater treatment facility, as well as systems for collection, conveyance, effluent disposal, pumping stations, and associated equipment, along with design, engineering, and incidental costs. This initiative will connect sewer services to 786 properties surrounding Salt Pond and extending along Route 6 to the T-Time property in town.
Projected property tax increases are estimated to be around $1,000 annually, as indicated in the special town meeting warrant.
Mary Shaw, Chair of the Finance Committee, addressed attendees on June 23, acknowledging the financial implications, but emphasized a commitment to minimizing costs. She explained that revenues from short-term rentals and a wastewater stabilization fund worth several million dollars will support the wastewater program. The Finance Committee has been collaborating with town staff on a capital improvement plan to align the timing of wastewater debt with the retirement of water debt. The Finance Committee expressed unanimous support for the proposal.
According to Town Manager Jacqueline Beebe, construction is set to begin in the fall of 2026 and will take approximately three years to complete, with expectations for readiness by winter 2029. The aim of the plan is to eliminate nearly 100% of nitrogen affecting the Salt Pond watershed.

Water Boost For Punjab, Haryana, Rajasthan: New 113Km Indus Canal Planned.Following a series of immediate measures to utilize waters from the Indus river system, India has now embarked on a more ambitious long-term strategy of inter-basin water transfers. The Centre has initiated a feasibility study for the construction of a 113-kilometer-long canal designed to redirect surplus flows from Jammu & Kashmir to the water-stressed regions of Punjab, Haryana, and Rajasthan. Complementing this, the Union government is also set to revive the long-pending Ujh multipurpose project (encompassing hydropower, irrigation, and drinking water) in J&K's Kathua district.
This proposed canal, envisioned as a link between the Chenab and the Ravi-Beas-Sutlej river systems, is strategically crucial. It aims not only to ensure the full utilization of India's share in the eastern rivers (Ravi, Beas, and Sutlej) but also to facilitate the complete use of its allocated share in the western rivers (Indus, Jhelum, and Chenab) under the Indus Waters Treaty. This move is designed to prevent additional water flows from reaching Pakistan.
On Saturday, Home Minister Amit Shah underscored the urgency and impact of these initiatives, stating that Indus waters would be channeled to Sri Ganganagar in Rajasthan through canals "within three years." He emphasized that this would significantly benefit a large agricultural area in India, while also noting that Pakistan would "crave for every drop of water."

Texas Legislature Advances Major Water Bill, Eyes $1 Billion In Infrastructure Funding(UI) — Texas lawmakers have approved legislation that could unlock up to $1 billion annually for water infrastructure and local groundwater research, marking a major step toward long-term water resilience as population growth continues to strain the state’s supply.
“With the dramatic population growth that Texas continues to experience, our water supplies are drying up, impacting Texans and communities across our great state,” said Governor Abbott. “This Texas-size water package is critical to fix broken and leaking pipes and give our agriculture producers in the Rio Grande Valley and West Texas the water they need to grow their crops. Thanks to the efforts of Lieutenant Governor Dan Patrick, Speaker Burrows, Senator Charles Perry, and Representative Cody Harris, Texas will make a generational investment to our water infrastructure and tap into new water supplies. I look forward to swiftly signing Senate Bill 7 into law, and I encourage Texans to pass the constitutional amendment this November to put Texas on a path to have plenty of water for the next 50 years.”
Senate Bill 7, authored by Sen. Charles Perry, and House Joint Resolution 7, introduced by Rep. Cody Harris, were approved during the 89th Legislative Session. If voters pass the associated constitutional amendment in November, the measures will enable long-term investments in both aging infrastructure and new water supply development.
“We saw tremendous leadership from Senator Perry, Representative Harris, Senator Kolkhorst, and other water champions who carried the torch for our water future this session—unlocking critical, ongoing investment in both new supply and aging infrastructure, and making much-needed progress to improve groundwater management,” said Vanessa Puig-Williams, senior director of climate resilient water systems at the Environmental Defense Fund.
The legislation also includes $7.5 million for local groundwater science in the 2026–2027 biennium—a first-of-its-kind investment aimed at improving aquifer management. The Texas Water Development Board will oversee distribution of new grants through its Research and Planning Fund. The funding will support local-scale groundwater modeling, data collection, and scientific analysis to better equip Groundwater Conservation Districts (GCDs), which are responsible for overseeing more than half of the state's water supply.
“We’ve been encouraged by the growing interest in water issues from legislators this session, particularly with respect to protecting groundwater resources—which are a critical water supply for the state,” Puig-Williams said. “As attention grows, so too does the need for deeper education and stronger advocacy to ensure we have enough water for current and future generations.”
The new infrastructure package also includes a provision that restricts the use of public funds to export fresh groundwater from rural areas. Supporters say the restriction is an important safeguard for local aquifers, though advocates caution that additional protections and science-based planning are still needed.
“To truly safeguard our groundwater, we need long-term, sustainable management practices backed by science-driven planning, stakeholder engagement, and collaborative project development,” Puig-Williams said. “As Texas continues to navigate its water future, the 89th Legislature’s achievements signal a renewed commitment to careful, science-based stewardship of one of the state’s most vital resources.”

$227 Million Garnet Valley Water Project Advances, Set To Create 73,000 Jobs In Nevada(UI) — The Southern Nevada Water Authority (SNWA) board has approved $227 million in construction contracts for a major infrastructure project that will support development at the Apex Industrial Complex in North Las Vegas.
The Garnet Valley Water and Wastewater Systems, a joint effort between SNWA and the City of North Las Vegas, is expected to deliver 20 million gallons of water per day once complete. Construction began earlier this year.
“Garnet Valley happens to have a North Las Vegas zip code – but this is a project that is of regional significance,” said North Las Vegas Mayor Pro Tem Scott Black, who serves on the SNWA board. “It’s an economic driver that will diversify our entire economy and provide employment opportunities to all of Southern Nevada.”
The newly approved contracts include construction of the water transmission system, sewer pipeline and wastewater infrastructure.
"Constructing the water and wastewater infrastructure in partnership with North Las Vegas helps ensure efficient use of Southern Nevada's water resources by capturing and recycling all wastewater from Apex Industrial Park and recycling it back to Lake Mead,” said John Entsminger, SNWA general manager.
Officials estimate the fully built-out Apex development will create 73,000 jobs and bring in $7 billion in private investment over the next two decades. The associated tax revenue is expected to fund public services like police, parks, libraries and roads.
