airportPhoenix, Arizona – Dibble announced that Travis Biggs has joined the firm as Project Manager, Utah Airport Development Lead in the Airport Development Business Unit. In this role, Travis will serve as Dibble’s primary representative in Utah, leading the launch and growth of the firm’s new Orem office and providing airport design and construction phase services.
As Project Manager and Airport Development Lead, Travis will integrate client development and engagement, and project delivery for airport contracts while helping build a cohesive Utah office culture that reflects Dibble’s Living Company business model. He will support airport sponsors with capital program planning, FAA and state grant strategies, airport administration and compliance, and stakeholder engagement, while coordinating technical resources inside and outside Utah to deliver complex projects.

Based in Heber City, Travis brings more than a decade of hands‑on airport management, capital program leadership, and public safety experience. Since 2016, he has served as Airport Manager for Heber Valley Airport, where he has overseen daily operations, snow and wildlife management, safety and security, budgeting, hangar and construction projects, and community and stakeholder relations while leading a wide range of airport Capital Improvement Program (CIP) efforts, including runway and taxiway pavement preservation, apron expansion, land acquisition, AWOS upgrades, and master plan and ALP updates. He has coordinated multimillion‑dollar funding packages through FAA AIP, CARES, CRRSA, and state aeronautics programs; managed interdisciplinary consultant and contractor teams; and acted as a key liaison between city leadership, UDOT Aeronautics, FAA program managers, tenants, and community groups—experience that aligns directly with his new responsibilities providing capital program management advisory services, compliance guidance, and master planning support to Dibble’s airport clients across Utah.
Travis is an active voice in Utah’s aviation community. He serves as President of the Utah Airport Operators Association (UAOA), chairs the Utah Valley University Aviation Industry Advisory Board, participates in the Electrification of Utah Airports initiative, and is engaged with the Alliance for Financially Sustainable Airports (AFSA). He has taught aviation and airport management courses to both high school and UVU students, helping develop the next generation of aviation professionals who will support Utah’s airport system.
Travis began his career in public safety and business operations, working as a firefighter/EMT with the Higgins Fire Department in California and as an owner/manager of a flooring business—experience that sharpened his leadership, incident command, and customer service skills. He has also worked in security roles, including armed security at Temple Square in Salt Lake City, and remains active in civic organizations such as Rotary, chambers of commerce, and mountain search-and-rescue.
He holds a Master of Public Administration from Brigham Young University, a B.S. in Aviation Management from Utah Valley University, and an A.S. in Fire Academy from Sierra College. Travis is an instrument‑rated pilot with a tailwheel endorsement, a licensed general contractor, and a CDL holder. His contributions have been recognized with multiple awards, including the Heber City Mayor’s Award, recognition from the Salt Lake City Mayor and Fire Department, and the ASIS International Don Thomas Award.
