Brazilian oil and gas auctions draw Canadian and Kuwaiti newcomers

Qualified for the sixth cycle of the permanent concession offer (OPC6), scheduled for October 7, Perthro (Canada) Inc. is an independent oil company controlled by the Swedish Perthro AB, which is in the process of international expansion with a focus on low-cost onshore assets in North America.

In 2025, the company began operating as an operator by acquiring the oil-producing assets of Girouxville, in the Canadian province of Alberta, owned by Blacksteel Energy, marking the beginning of its growth strategy through acquisitions.

Kufpec registered for OPC6 and the fourth cycle of the permanent production sharing offer (OPP4). Founded in 1981, the company was created to develop oil and gas assets outside Kuwait and today maintains operations and interests in projects in Africa, the Middle East, Asia, Europe, North America, South America, and Oceania.

The Middle Eastern oil company entered the Brazilian market in 2026 by acquiring from Shell a 20% stake in the Orca project, in the Santos Basin pre-salt. After the completion of the transaction, Shell remained the operator with a 50% stake, while Ecopetrol kept 30%.

In total, 46 companies are registered to participate in OPC6 (the full list can be seen here). Among the Brazilian companies with little or no experience in ANP’s permanent offer that make up the list of registrants are Ágil Energia, Karavan Participações, NBS Petróleo e Gás, Azevedo e Travassos Petróleo and Tucano Serviços de Apoio a Óleo e Gás.

OPC6 will offer five areas with marginal accumulations and 495 exploration blocks located in the Campos, Ceará, Espírito Santo, Parecis, Parnaíba, Potiguar, Recôncavo, Santos, São Francisco, Tacutu and Tucano basins. The full list is attached to this report.

In the case of OPP4, there are 19 registered: 3R Petroleum Offshore, BP Energy do Brasil, Chevron Brasil Óleo e Gás, CNOOC Petroleum Brasil, Ecopetrol Óleo e Gás do Brasil, Equinor Brasil Energia, Galp Energia Brasil, Karoon Petróleo e Gás, Kufpec E&P Brasil, Petrogal Brasil, Petrobras, Petronas Petróleo Brasil, Prio Forte, QatarEnergy Brasil, Repsol Exploração Brasil, Repsol Sinopec Brasil, Shell Brasil Petróleo, Sinopec Exploration and Production Brazil and TotalEnergies EP Brasil, all with previous experience in ANP auctions.

23 blocks will be offered in the Campos and Santos basins.

The registered companies that, by July 21, submit a declaration of interest, accompanied by an offer guarantee, for one or more sectors listed in the current public notice may submit bids, individually or in a consortium. The deadline applies both to OPP4 and to OPC6.
