(Bloomberg) – ConocoPhillips raised its total spending plans for the Willow oil and natural gas project in Alaska to as much as $9 billion, citing inflation and other rising costs.
The Houston oil giant, which initially estimated that its spending on the North Slope project was in the range of $7 billion to $7.5 billion, now expects oil production there to begin in early 2029, according to a statement Thursday.
General inflationary costs of about $700 million are the biggest driver of the higher range of $8.5 billion to $9 billion.
Shares of ConocoPhillips, which reported third-quarter earnings Thursday that beat analysts’ estimates, rose 0.8% before the start of regular trading in New York.
ConocoPhillips has operated in Alaska for decades. Now, fitting squarely into President Donald Trump’s push for more domestic oil production, the company is looking to diversify its portfolio as shale basins in Texas age. The Willow project is expected to produce about 600 million barrels of crude over 30 years.

Peru’S Tgp Unveils $1.81 Billion Coastal Gas Pipeline PlanTransportadora de Gas del Perú (TGP), the company responsible for moving natural gas and natural gas liquids from the Amazon’s Camisea field to the coast, has provided an estimated cost of $1.81 billion for a proposed natural gas pipeline along Peru’s coast.
The reference price was submitted to the Ministry of Energy and Mines as part of TGP’s request to extend its current 33-year concession by a decade, as from Jan. 8, 2034.
According to TGP’s plan, the proposed duct would stretch 817 kilometers from the town of Humay south to Ilo. The system would also include two branches: a 90-kilometer line to Arequipa and a 16-kilometer line to Mollendo, significantly expanding Peru’s natural gas infrastructure. Additionally, a new compression plant would be installed in Atico to support the system.
Designed to have a minimum transport capacity of 300 million cubic feet per day (Mf³/d), with a 24-inch diameter for the main line and 14 inches for the branches, the coastal pipeline could be one of Peru’s largest energy infrastructures in recent times.
In addition to the new pipeline, TGP has proposed a separate $179 million expansion of its existing system, which currently has a 1,000 Mf³/d capacity. These proposed works include adding a fifth turbo compressor at the Chirquintirca compression plant and building an entirely new compression plant in Cañete.
The dual proposals underscore TGP's long-term strategy for the country's energy infrastructure as it seeks to secure its operating rights for the next decade.

Brazil: Búzios Field Reaches Record Production Of 1 Million Barrels Of Oil Per DayThe field, the largest in the country in terms of reserves, produces in the Santos Basin through six platforms. By the end of the year, the P-78 will be the seventh unit operating in Búzios.
The Búzios field , operated by Petrobras in the Santos Basin , reached a record daily average production of 1 million barrels per day on October 29th, surpassing the previous mark of 900,000 barrels achieved in August. The largest in the country in terms of reserves, Búzios is the second Petrobras field to exceed the 1 million barrel per day production mark. The first was Tupi, also in the pre-salt layer of the Santos Basin.
'Petrobras’ trajectory is marked by overcoming challenges, exploring new geological frontiers, and developing technologies. Every time they said it wouldn’t be possible, our technical team went there and did it. Today, 80% of our production comes from the pre-salt layer, where we have two giant fields, Búzios and Tupi. Each achievement is an incentive for us to continue surpassing the barriers of knowledge and generating, responsibly and safely, the energy that Brazil needs,' says the president of Petrobras, Magda Chambriard.
The Búzios field has achieved successive production records and boasts the most productive wells in the country, located more than 2,000 meters deep in the seabed. Its reservoir is as thick as Sugarloaf Mountain – and its extent is more than double that of Guanabara Bay. The field has six production units in operation: the P-74, P-75, P-76, and P-77 platforms, and the FPSOs Almirante Barroso and Almirante Tamandaré, the latter being the largest in the country in terms of production capacity, with 225,000 barrels/day. A new unit, the FPSO P-78, arrived at the field last month and is undergoing well interconnection to begin production soon.
Innovative and excellent in management practices, the Búzios 7 project , which in addition to the Almirante Tamandaré platform , includes all the subsea infrastructure, such as pipelines and wells, received today (October 30th) the OTC Brasil Distinguished Achievement Award for Companies , from the Offshore Technology Conference , one of the most important global technology events focused on the offshore oil and gas sector .
'Reaching 1 million barrels/day is a result that demonstrates the success of our strategies, which are well-suited to a field of exceptional magnitude and which, in addition to its gigantic volume, has substantial reserves of light oil. The entry of new projects such as Búzios 7 and the efficient management of the reservoirs contributed to this result,' says Petrobras' Exploration and Production Director, Sylvia Anjos.
The technologies awarded by OTC include the closed flare, which contributes to reducing greenhouse gas emissions into the atmosphere, and heat recovery, which reduces the additional energy demand for the unit.
The Búzios field is located in ultra-deep waters, in the pre-salt layer of the Santos Basin (depth up to 2,100 meters), 180 km off the coast of the state of Rio de Janeiro. Búzios was discovered by Petrobras in 2010 and began operating in 2018. It is operated by Petrobras and has as partners the companies CNOOC and CNPC, in addition to PPSA.

Libya Considers Oil Increase To Hit Target Of 2M BarrelsLibya is considering raising its oil output to 1.6 million barrels per day next year, and 1.8 million bpd in 2027, the country’s oil minister, Khalifa Abdulsadek, said on Tuesday.
“We have a mission to increase oil output to 2 million bpd in the next five years,” the minister said at the Adipec energy conference in Abu Dhabi, adding that production is currently around 1.4 million bpd.
Abdulsadek told Reuters in January that the country needed between $3 billion and $4 billion to reach an oil production rate of 1.6 million barrels per day.
The Opec member was producing 1.6 million bpd before the Nato-backed uprising that toppled Muammar Gaddafi in 2011.
On Tuesday the minister also said Libya is working with neighbouring countries to establish the necessary infrastructure to serve as a regional energy centre.
Libya, one of Africa’s largest oil producers, has seen its output repeatedly disrupted since 2014, when the country split between rival administrations in the east and west following the 2011 uprising.

Oman’S Integrated Gas Company Signs $8.8 Billion DealsIn a strategic move to bolster Oman’s energy infrastructure, the Integrated Gas Company has finalized 19 strategic gas agreements and memoranda of understanding (MoUs) with local and international firms. The signings, held under the patronage of Sultan bin Salim Al Habsi, Minister of Finance, are designed to optimize the nation’s gas value chain and ensure the sustainable stewardship of its natural gas resources.
The comprehensive package includes 14 gas sales agreements valued at over RO 3.4 billion, which are expected to catalyze more than RO 2 billion in new capital investments.
The company also secured three strategic gas purchase agreements with key producers; Occidental Oman (in concession areas 62 and 65) and Energy Development Company (in concession area 6).
Supplemental memoranda of understanding were inked with OQ Group affiliates, covering the Duqm Petrochemical Complex and OQ Alternative Energy signalling a cohesive approach to energy development. The deals represent a significant international vote of confidence, with partnerships spanning India, China, the United States, France, and Kuwait.
Dr. Musallam bin Mahad Qatan, Chairman of the Board of Directors of the Integrated Gas Company, Director General of Revenues at the Ministry of Finance, emphasized that the Integrated Gas Company executes the government’s mandated gas allocation policy and a strategic framework for managing producer-investor contracts. “These agreements, strategically dispersed across industrial hubs in Duqm, Sohar, Salalah, Nizwa, and Sur, are engineered to amplify local value addition and industrial competitiveness nationwide,” Dr. Musallam stated. “This initiative underscores a shared public-private commitment to an economic model founded on partnership and the optimal utilization of our national resources, in direct support of overall development targets.”
He further highlighted the contracts’ focus on enhancing In-Country Value (ICV) by integrating local producers, service providers, and logistics firms into the project ecosystems. The government’s transparent auction mechanism for gas volumes exceeding one million cubic meters per day, he noted, demonstrates Oman’s readiness to attract further industrial and manufacturing investments in line with Oman Vision 2040.
Echoing this sentiment, Abdulrahman bin Humaid Al Yahyai, Chief Executive Officer (CEO) of the Integrated Gas Company, characterized the signings as a “watershed moment” for both the company and Oman’s gas sector. “This achievement bolsters investor confidence across the entire gas value chain and will incentivize greater international investment in exploration and production,” Al Yahyai said. He projected that upon full operationalization of the contracted projects, end-user gas allocation would surge to over 27.9 million cubic meters per day, reinforcing national energy security, fostering sustainable industrial growth, and advancing economic diversification objectives in accordance with targets of Oman Vision 2040.
Al Yahyai also outlined the environmental rationale, noting the dual strategy of using gas as a primary industrial fuel while committing to a future transition to alternative energy and hydrogen. The agreements also promote the capture and productive use of associated gas, eliminating flaring during oil production and creating synergies between gas-based feedstock and utility consumers.
Ashraf bin Hamad Al Mamari, Chief Executive Officer (CEO) of OQ Group, elaborated that the Group has finalized a suite of agreements with the Integrated Gas Company. This portfolio includes an upstream supply agreement with OQ Exploration and Production to provide gas feedstock for the Group’s downstream projects, a dedicated agreement for a Natural Gas Liquids (NGL) extraction unit that will enable the establishment of advanced industries in Duqm, an agreement with OQ Alternative Energy focused on industrial transformation, and an extension of the existing agreement with the Oman India Fertilizer Company (OMIFCO). Al Mamari emphasized that these agreements are a direct outcome of the synergistic and integrated nature of the Group’s diverse business operations.
He highlighted that the most significant projects covered under these agreements include Block 65 for upstream operations and a new Natural Gas Liquids (NGL) extraction unit for downstream development, along with a ten-year extension to the existing agreement with the Oman India Fertilizer Company (OMIFCO).
Mansour bin Ali Al Abdali, Chief Executive Officer (CEO) of OQ Gas Networks, stated that these agreements will facilitate the connection of both gas suppliers and consumers to the OQ Gas Networks infrastructure. He emphasized that the network’s nationwide reach, extending from the far north to the far south of the Sultanate of Oman, confirms its robust capacity to handle the projected volumes. Al Abdali guaranteed a gas supply reliability rate of 99.9 percent, affirming that the quantities will be sufficient to fully meet the demands of the domestic market.
Eng. Dawood bin Salim Al Hadabi, Chief Executive Officer (CEO) of the Public Establishment for Industrial Estates “Madayn,” explained that the agreements with the Integrated Gas Company are part of a collaborative strategy to cultivate a compelling investment climate. This is achieved by securing a reliable supply of natural gas for factories across several of Madayn’s industrial cities, ensuring operational continuity under the highest technical standards. This initiative, he noted, is crucial for supporting existing industrial operations, fostering the growth of current investments, and attracting and localizing new ventures within Oman.
Al Hadabi further elaborated that the revision of gas allocation schedules and pricing, the introduction of new terms governing minimum purchase commitments and volume recovery mechanisms—concurrently linked to mandated “Omanization” targets for beneficiary companies—along with the rescheduling of gas allocations for a portfolio of existing factories, collectively underscore Madayn’s commitment to industrial sustainability. This comprehensive approach is designed to reduce dependence on oil revenues, enhance In-Country Value (ICV), elevate employment rates, improve the efficiency of natural resource utilization in industrial development, increase the sector’s contribution to the Gross Domestic Product, and deepen private sector involvement in the nation’s economic and social development, thereby achieving the core objectives of Oman Vision 2040.
The Integrated Gas Company was established in December 2022 pursuant to a ministerial decision from the Ministry of Finance. The company’s mandate encompasses the oversight of Oman’s entire gas system, which includes the efficient management of contracts, the optimization of resource allocation, and ensuring effective financial and operational flows. It is also tasked with formulating strategies and policies for the gas sector, all aimed at securing sustainable returns and maximizing the economic value of the nation’s natural resources.
The signing ceremony was attended by major producers, industrial partners, and representatives from leading Omani companies operating in the energy, petrochemicals, cement, metals, healthcare, and manufacturing sectors.

Al Jaber: Oil Demand Will Stay Above 100M Barrels Beyond 2040Oil demand will remain above 100 million barrels per day beyond 2040, Adnoc’s chief executive, Sultan Al Jaber, said on Monday while flagging headwinds in the near term.
“Geopolitics continue to shape trade flows and news flows. Complexity is constant, sentiment moves markets, and volatility, in my view, is no longer a variable. It is the norm,” he told industry leaders at the opening of the Adipec energy conference.
The United Arab Emirates is one of eight Opec+ countries that agreed to increase December output targets but pause increases in the first quarter of next year as the producers’ group moderates plans to regain market share due to rising fears of a supply glut.
New Western sanctions on Opec+ member Russia are adding to challenges in the strategy, as Moscow may struggle to further raise output after the US and Britain imposed fresh measures on top producers Rosneft and Lukoil.
Al Jaber said, however, that the long-term outlook shows growth in energy demand, adding that cost discipline must be balanced with capital investment.
Opec+ has granted the UAE a bigger production quota this year after the country said the producer group was restricting its output too much when it had invested heavily to expand capacity to 4.85 million barrels per day from 3 million bpd.
The UAE energy minister, Suhail Al Mazrouei, said in July that his country could further boost its oil capacity after 2027 if that is what markets require, implying the country had the potential to become one of the world’s five biggest producers.

Enermech Tapped To Prepare 115-Km Pipeline For Shell'S Manatee Gas ProjectEnergy industry services firm EnerMech announced it has secured a significant pipeline pre-commissioning contract from McDermott, supporting Shell Trinidad and Tobago’s major Manatee gas development.
Under the contract, EnerMech will be responsible for the pipeline's pre-commissioning phase, focusing on a 32-inch-diameter line critical to the development. The pipeline serves the Manatee field, which Shell approved for development in 2024.
EnerMech said it will perform nitrogen testing and dewatering services to ensure the pipeline is ready for operation. The company plans to use both local and international teams, citing its 12 years of experience in the country.
Shell, the sole operator with a 100% working interest, aims to begin production in 2027.
Once online, the Manatee field is expected to reach a peak production of approximately 104,000 barrels of oil equivalent per day, or 604 million standard cubic feet per day.
"This award reinforces our position as a trusted partner for complex pre-commissioning scopes," EnerMech CEO Charles 'Chuck' Davison Jnr said in a statement. He noted the contract reflects the company's technical track record with Shell globally.
Davison added that the project strengthens the company’s presence “in a geography poised for a wave of large-scale energy projects."

Us Company Signs $450M Deal For Iraq Gas Import TerminalTexas-based Excelerate Energy has signed an agreement with Iraq to supply and operate a large offshore LNG import terminal in a package valued at $450 million, the company has said.
Iraq opted for the project after a sharp fall in Iranian gas supplies for its power plants. A gas supply deal with Turkmenistan also failed to materialise.
The floating storage and regasification unit will be deployed in Khor Al-Zubair in the southern oil centre of Basra and will supply gas to the province and nearby areas, where several power facilities have been crippled due to lack of gas.
Excelerate signed the deal with prime minister Mohammed Al-Sudani at his office in the capital Baghdad on Tuesday, nearly a month after it received an award letter.
Excelerate CEO Steven Kobos said that the Iraq agreement represents the company’s first fully integrated floating LNG import terminal with supply in the Middle East.
The company said on October 3 that the installation of the terminal will be led by Excelerate in coordination with the Iraqi government and it represents an opportunity to enhance the Arab country’s energy security and infrastructure.
Sudani’s office said the integrated project includes a five-year contract for LNG supply and regasification services with an option to extend the contract.
The terminal will initially handle 250 million standard cubic feet per day of gas, expandable to 500 million, it said in a statement.
Excelerate said it would deploy its newest regasification vessel, Hull 3407, now under construction by Hyundai Heavy Industries in South Korea.
Operations are expected to begin in 2026 after construction and regulatory approvals are completed, it added.
Al-Sudani’s office said the floating terminal offers a “flexible option” with faster implementation and lower costs than fixed infrastructure, aiming to secure gas supplies for electricity generation and reduce reliance on imported pipeline gas.
Iraq, which controls the world’s fifth largest proven oil deposits, said this year it would purchase floating terminals to import LNG to feed its power facilities.
The decision followed a sharp decline in Iranian gas supplies, which account for nearly 40 percent of the power generation at Iraq’s gas-run power facilities.
It also came after a memorandum of understanding with Turkmenistan to import gas failed to materialise following US objection as the gas has to pass through Iran.
Iraqi officials have visited Qatar over the past months for a possible LNG supply agreement while imports from Oman were also discussed during a recent visit to the sultanate by Al-Sudani.

Offshore Oil Engineering Launches $4 Billion Bul Hanine Project In QatarOffshore Oil Engineering Co., Ltd. (COOEC) announced that the kick-off meetings for the Qatar Bul Hanine (BH) EPIC EPC (Engineering, Procurement and Construction) project were held in Tianjin and Singapore.
This marks the full-scale launch of the largest international offshore oil and gas EPC project contracted by a Chinese company to date. The project will propel China-Qatar energy cooperation to new heights and holds significant importance for advancing high-quality international oil and gas collaboration under the Belt and Road Initiative.
With investment from and developed by QatarEnergy, the project is located in the Bul Hanine (BH) oilfield in the Qatari waters of the Persian Gulf, about 100 kilometers east of the country’s coastline. It has a maximum water depth of approximately 40 meters.
Beyond its record-breaking contract value, the project also stands out for its unprecedented scope and technical complexity. It includes more than 60 offshore oil-and-gas facilities, as well as 40 subsea pipelines and cables, and covers the modification of existing platforms and the decommissioning of obsolete facilities.
The full-scale launch of the BH EPIC project will deepen energy cooperation between China and Qatar, and play an important role in advancing energy partnerships among The Belt and Road countries.

Trump Will Buy 1 Million Barrels To Help Replenish Strategic Petroleum Reserve(Bloomberg) – The Trump administration is taking advantage of low oil prices and buying 1 million barrels to start refilling the nation’s depleted emergency crude supply.
The Energy Department announced Tuesday that it plans to buy oil for delivery in December and January, using a portion of the $171 million from President Donald Trump’s signature tax and spending law allotted for crude purchases.
“While this process won’t be complete overnight, these actions are an important step in strengthening our energy security and reversing the costly and irresponsible energy policies of the last administration,” Energy Secretary Chris Wright said in a statement.
West Texas Intermediate, the U.S. benchmark, is down about 30% since its peak in mid-January. It traded at about $58 a barrel on Tuesday, near the lowest since 2021.
That makes it an ideal time to refill the reserve, which at 408 million bbls is only about 60% full. But the Energy Department only has $171 million to buy crude — or enough for roughly 3 million bbls, based on today’s price.
“This administration doesn’t have anything left in the tank except the money Congress gave them, and that’s going to limit the ability to buy low,” said Kevin Book, managing director at ClearView Energy Partners LLC, a Washington-based consulting firm.
The reserve’s levels were sharply reduced under President Joe Biden, when gasoline prices spiked following Russia’s invasion of Ukraine. The drawdown of some 180 million bbls in 2022 cost about $280 million and delayed maintenance, according to the Energy Department.
Bids for the Energy Department’s 1 million barrel solicitation are due no later than 11:00 a.m. CT on Oct. 28, the agency said. The purchases will be through a spot-price-indexed contract.

Spain'S Enagas In Talks To Acquire €600M Stake In French Gas Pipeline Operator, TeregaSpanish gas pipeline grid operator Enagas is in negotiations to acquire a 32% stake in France's second-largest gas transmission company, Terega, from Singapore’s sovereign wealth fund GIC, according to two people familiar with the matter.
The potential deal would strengthen the partnership between the two companies, which are already collaborating on a major cross-border hydrogen pipeline project.
A successful acquisition would also support Enagas' stated goal of accelerating investments in hydrogen infrastructure as Europe seeks to transition to cleaner energy sources.
The stake could be worth approximately 600 million euros ($694 million), according to one of the sources, who estimated Terega's total valuation, including debt, at around 4 billion euros ($4.6 billion).
For comparison, Enagas' market capitalization stood at 3.6 billion euros ($4.16 billion) as of Monday's market close.
The sources spoke on the condition of anonymity as the conversations are private and cautioned that no deal is certain.
The two grid operators are central to the H2Med project, a 2.9-billion-dollar hydrogen pipeline intended to connect Portugal, Spain, France, and Germany by 2030.
This initiative is part of the European Union’s broader strategy to replace natural gas with hydrogen, which does not produce carbon dioxide when burned.
Terega's other major shareholders include Italian gas operator Snam, with a 40.5% stake, French state-owned utility EDF, with 18%, and the French bank Credit Agricole, which holds 10%.
Last year, reports indicated that EDF and Credit Agricole were exploring the sale of their stakes, though a transaction did not materialize.

Bp Awards $700 Million In Contracts For Shah Deniz Offshore Gas ProjectThe bp-led Shah Deniz consortium has awarded three major offshore contracts worth approximately $700 million to the Saipem and BOS Shelf joint venture to advance the Shah Deniz Compression (SDC) project in the Caspian Sea. The awards mark a major step in bp’s plan to expand gas recovery from one of the world’s largest producing fields.
The scope includes transportation and installation of a new 19,000-tonne compression platform and about 26 km of subsea pipelines connecting to existing Shah Deniz infrastructure. Fabrication will take place at the Baku Deep Water Jacket Factory, while offshore work will be executed using Azerbaijan’s flagship vessels—the Khankendi subsea construction vessel and the Israfil Huseynov pipelay barge—both operated by Saipem.
“By awarding these contracts, we’re making significant progress on the Shah Deniz Compression project,” said Matt Kirkham, bp Vice President of Projects for the Azerbaijan, Georgia and Türkiye region. “The work will fully leverage Azerbaijan’s fabrication capacity and local workforce. Between 2026 and 2028, over 3,000 tonnes of subsea structures will be fabricated and installed—showcasing the country’s world-class offshore capability.”
The $2.9 billion SDC project represents the next stage of Shah Deniz field development, designed to access low-pressure gas reserves and maximize recovery. The new electrically powered, normally unattended compression platform will boost gas flow from the Shah Deniz Alpha and Bravo platforms to the Sangachal terminal, enabling an estimated 50 billion cubic meters of additional gas and 25 million barrels of condensate for export. Offshore installation will begin in 2026, with completion targeted for 2029.
