Germany’s Federal Network Agency has announced the results of the auction held on July 1, 2025 for ground-mounted solar photovoltaic projects and solar installations on constructions other than buildings or noise barriers. The tendered capacity was 2,266 MW, with the auction being oversubscribed and receiving bids totalling 2,820 MW.
The total number of bids received was 313 bids, of which 258 were awarded with a combined capacity of 2,271 MW. Furthermore, 36 bids were excluded from the process. The successful bid prices in the pay-as-bid process ranged from €0.04 per kWh to €0.0626 per kWh, with a volume-weighted average price of €0.0484 per kWh. This was slightly higher than the average price in the previous auction round of €0.0466 per kWh.
Bavaria secured the largest share of awarded capacity in the auction, totalling 689 MW secured from 106 bids. This was followed by Rhineland-Palatinate with an awarded capacity of 251 MW from 23 bids, and Lower Saxony with an awarded capacity of 250 MW from 18 bids.

Nextracker Bags Order For 1.5 Gw Solar Projects In BrazilNextracker has secured an order from Casa dos Ventos to supply 1.5 GW of its NX Horizon-XTR all-terrain and NX Horizon solar tracker systems for a portfolio of four new utility-scale solar and solar-wind hybrid projects in Brazil. The projects include Babilônia Sul (117 MW), Babilônia Centro (226 MW), Seriemas (540 MW), and Rio Brilhante (680 MW). These projects are situated in Morro do Chapéu and Várzea Nova in Bahia, and Rio Brilhante and Seriemas in Mato Grosso do Sul.
This is reportedly Casa dos Ventos’s first utility-scale solar project. Three of the four projects: Babilônia Sul, Babilônia Centro, and Seriemas, will use NX Horizon-XTR trackers that are designed for hilly and uneven terrain to reduce grading and earthworks expenses.
All four projects will incorporate Nextracker’s TrueCapture yield management and control system, which uses sensor technology and machine learning to adjust tracker angles in response to dynamic lighting and uneven terrain conditions.
In June 2025, Nextracker was selected to supply its NX Horizon solar trackers for the 550 MW Oricheio PPC Ptolemaida solar PV park in Western Macedonia, owned by Greek PPC Renewables, a subsidiary of PPC Group.

Ebrd, Eu, And The Netherlands Launch Ukraine Renewable Energy Risk Mitigation Mechanism To Mobilise €1.5 Billion For 1 Gw Clean Power CapacityThe European Bank for Reconstruction and Development, together with development partners, is creating a new mechanism to accelerate renewable energy investments in Ukraine and deliver secure, clean power to the country. The Ukraine Renewable Energy Risk Mitigation Mechanism is being developed in response to severe damage to Ukraine’s power sector from Russian attacks, which have created a significant deficit in generation capacity.
The initiative was highlighted at the Ukraine Recovery Conference in Rome, where the EBRD – responsible for structuring and managing donor funds – signed letters of intent with the European Union and The Netherlands to advance the project. The mechanism has been shaped through collaboration between the EBRD, donors, development partners such as the International Finance Corporation and the World Bank, and advisory input from the Ukraine Donor Platform’s Business Advisory Council, as well as industry associations including the European Ukrainian Energy Agency, the Ukrainian Wind Energy Agency, and Green Deal Ukraïna.
Once operational, the mechanism is expected to support 1 GW of new renewable energy capacity, potentially mobilising €1.5 billion in investments. Fundraising efforts are already underway, with the European Union committing €180 million under its Ukraine Investment Framework and The Netherlands planning to contribute €12 million in grants. Germany, Norway, Sweden, and Switzerland are also considering support.
The mechanism is designed to reduce investment risk by stabilising revenues for renewable energy developers, addressing the problem of price volatility that has deterred investors despite Ukraine’s significant renewable energy potential. Projects will be selected through competitive auctions, a process the EBRD has extensive experience in, having supported 17 similar auctions in nine countries for over 8 GW of capacity. All financial institutions will be eligible to lend to approved projects.
Alongside the financing mechanism, targeted technical assistance will be provided to the Ukrainian government to develop a permanent national support scheme for renewable energy, reducing reliance on the URMM in the future. This approach aligns with EU recommendations on accelerating reforms, particularly in the energy sector, and supports Ukraine’s EU accession-related commitments.
The European Union’s contribution to the URMM is one of three new EBRD-led programmes under the Ukraine Investment Framework. The other two are the Financial Inclusion Recovery Programme, which will provide €200 million in guarantees to support €2 billion in SME lending, and the SME Recovery Programme, which will offer €45 million to enable €135 million in SME loans. Since February 2022, the EBRD has invested €7.2 billion in Ukraine and secured approval for a €4 billion capital increase, enabling it to maintain annual investments of around €1.5 billion during wartime, with scope to increase further during reconstruction.

Germany Allocates 2.27 Gw In Latest Utility-Scale Pv TenderFrom pv magazine Germany
Germany's Federal Network Agency (Bundesnetzagentur) has allocated 2,271 MW of PV capacity in the nation's latest tender for utility-scale solar.
It assigned the capacity across 258 bids. The new allocations exceed the capacity that the Bundesnetzagentur initially planned to hand out. The tender was oversubscribed, with 313 project proposals totaling 2.82 GW.
The average price came in at €0.0484 ($0.0565)/kWh, with final prices ranging from €0.0400/kWh to €0.0626/kWh.
From a regional perspective, the largest volume awarded was in Bavaria (689 MW), followed by Rhineland-Palatinate (251 MW) and Lower Saxony (250 MW).
In the previous auction of the same kind, around 2.15 GW of PV capacity was assigned, with prices ranging from €0.0388/kWh to €0.0495/kWh.
In the auction concluded in February, the German authorities allocated 2,150 MW of PV capacity across 242 bids. The auction's average price was €0.0476/kWh, with final prices spanning from €0.0388/kWh to €0.0495/kWh.
In another auction finalized in September 2024, the Bundesnetzagentur awarded 2.15 GW of PV capacity at a final average price of €0.0505/kWh, with final prices being between €0.0450/kWh and €0.0524/kWh.
In a procurement exercise held in May 2024, the allocated capacity was 2.23 GW of PV and the average final price was €0.0511/kWh. Final prices were between €0.0362/kWh and €0.0549/kWh.

Almm Enlisted Solar Pv Module Manufacturing Capacity Crosses 100 Gw MilestoneIndia has achieved a landmark milestone of 100 GW of solar PV module manufacturing capacity enlisted under the Approved List of Models and Manufacturers (ALMM) for Solar PV Modules.
This achievement reflects the country’s rapid progress in building a robust and self-reliant solar manufacturing ecosystem, aligned with the national vision of Atmanirbhar Bharat and the global imperative for clean energy transition, asserted the Ministry of New and Renewable Energy (MNRE) in a statement.
Highlighting this achievement, Union Minister of New and Renewable Energy Pralhad Joshi said, “India has achieved a historic milestone – 100 GW solar PV module manufacturing capacity under the Approved List of Models and Manufacturers (ALMM), a remarkable rise from just 2.3 GW in 2014! Driven by the visionary leadership of Prime Minister Narendra Modi and transformative initiatives like the Production Linked Incentive (PLI) Scheme for high-efficiency solar modules, we are building a robust, self-reliant solar manufacturing ecosystem. This achievement strengthens our path towards Atmanirbhar Bharat and the target of 500 GW non-fossil capacity by 2030.”
The Government of India’s commitment is to make India self-reliant in solar PV manufacturing and establish the country as a major player in the global value chain. This commitment is supported through a comprehensive set of initiatives, including the PLI Scheme for high-efficiency Solar PV modules and measures to provide a level playing field for the Indian manufacturers, MNRE said.
The ALMM Order was issued by the MNRE on January 2, 2019. The first ALMM list for solar PV modules was published on March 10, 2021 with an initial enlisted capacity of around 8.2 GW. In just over four years, this capacity has grown more than twelvefold, crossing the 100 GW mark. “This remarkable expansion is not just limited to depth of capacity achieved, but by the breadth of the number of manufacturers who has also significantly increased from 21 in 2021 to 100 manufacturers, who are operating 123 manufacturing units currently,” it said.
It further added that this growth includes contributions from both established companies and new entrants, many of whom have adopted high-efficiency technologies and vertically integrated operations. “The result is a diverse and competitive manufacturing landscape capable of meeting domestic needs and serving global markets. The crossing of the 100 GW solar module manufacturing capacity underscores the success of Indian solar PV manufacturing story, and the collective efforts of industry, various State governments, and the Government of India,” MNRE said.
Commenting on this landmark achievement, Rishabh Jain, Senior Programme Lead, CEEW, said, “India achieving 100 GW of solar PV manufacturing capacity is a great moment towards building a diversified solar supply chain. However, this is currently four times India's annual deployment of solar power. To ensure the continuous growth of the sector, Indian manufacturers should actively supply to new markets and reduce their dependency on the US. Simultaneously, Indian manufacturers should double down on R&D to competitively manufacture next-generation materials and components in India.”

Benlc Secures Grid Approval For 2 Gw Offshore Wind Project In The PhilippinesBuhawind Energy Northern Luzon Corporation (BENLC) has secured approval from the National Grid Corporation of the Philippines (NGCP) to connect its 2 GW North Luzon offshore wind project to the national grid.
The project is located in Ilocos Norte and is slated to begin commercial operations by mid-2030. The grid integration will depend on the completion of NGCP’s planned 500 kV Burgos substation and the Philippine ports authority’s assessment of the Port of Currimao for offshore wind operations. The project was granted a pre development environmental compliance certificate in May 2025 and has been designated as an energy project of national significance. Ists Sunset Waiver End Date Looms, Creating Financial And Operational Risks For 26 Gw Clean Energy ProjectsAround 26 gigawatts (GW) of under-construction utility-scale renewable energy projects in India, which already have signed power purchase agreements (PPAs), may face reduced cash flows following the expiry of the 100% inter-state transmission system (ISTS) charge exemption on June 30, 2025. Many of these projects have been delayed due to procedural, regulatory, and infrastructure-related issues and will now be subject to a phased reduction in transmission charge benefits.
The ISTS charge waiver, first introduced by the Ministry of Power in 2016 and later extended, played a significant role in promoting renewable energy development by exempting eligible projects from transmission costs. This allowed solar- and wind-rich states such as Rajasthan and Gujarat to supply electricity to high-demand regions across India at competitive rates.
However, the exemption was always intended to be time-bound. Under the planned phase-down, projects commissioned by June 30, 2025, will retain the full 100% waiver for 25 years. Projects completed after this date but by June 2026 will receive a 75% waiver, those commissioned by June 2027 will get a 50% waiver, and those completed by June 2028 will get a 25% waiver. After June 2028, the benefit will be discontinued entirely. Although ISTS charges are usually borne by the offtaker, developers could be liable for these costs if delays are determined to be solely their responsibility.
Ankit Hakhu, Director, Crisil Ratings, said in a statement, “Considering, around three-fourths of the affected capacity is expected to be commissioned by June 20266 and will still qualify for a 75% waiver, large scale sectoral impact and material downside in returns from the phase-down is expected to be limited. Additionally, most of these under-construction projects are backed by established developers, which provide financial flexibility. That said, if any project is impacted, they may see their project returns moderate by 80 to 370 basis points, depending on project type, bid competitiveness, and date of commissioning.”
Mohini Chatterjee, Team Leader, Crisil Ratings, mentioned, “The circular allows for extension of waiver for any force majeure event, including the non-availability of transmission infrastructure, or for any other delay not attributable to the developer. However, approvals will be contingent on the decision of the concerned regulator. Considering these will be evaluated on a case-by-case basis, timely and satisfactory resolution of waiver-related disputes will be critical for the standalone credit profiles of these projects.”
Transmission charges vary depending on project type, location, and usage, typically ranging from ₹0.50 to ₹1.50 per kilowatt-hour (kWh). The gradual withdrawal of the waiver could reduce long-term project cash flows and impact financial metrics such as the debt service coverage ratio (DSCR). For example, if a developer has to bear 25% of an assumed ₹0.65/kWh transmission charge due to the reduced waiver, the DSCR could fall from 1.4 times to 1.3 times.
Some delayed projects may still qualify for the full exemption if the delays are caused by specific allowable circumstances. Meanwhile, the government remains committed to supporting the renewable energy sector, with a growing emphasis on grid stability. As part of this effort, the full ISTS charge exemption has been extended for battery energy storage systems and pumped hydro projects until June 2028.

Romania Awards 1.4 Gw Of Solar At Average €40.46/Mwh In Second AuctionThe results of Romania’s second renewables auction, which set out to procure 1,472 MW of solar and 2,000 MW of onshore wind, have been announced.
A total of 26 solar offers from eight companies have been awarded contracts for difference, with a combined capacity of 1,488 MW.
Prices for the winning solar bids range from €35.50/MWh to €45.20/MWh, resulting in an average of €40.46/MWh. This compares to a maximum strike price of €73/MWh set by the Ministry of Energy.
Analysis by the Romanian Photovoltaic Industry Association (RPIA) found project sizes have grown significantly compared to the country’s first CfD auction. The largest winning solar bid last year was 70.2 MW, compared to 260 MW this year.
Irene Mihai, RPIA Policy Officer, told pv magazine that 22 of the 26 solar offers are partial capacities of a larger project. In the 2024 auction, each bid belonged to a specific project.
The latest CfD auction also awarded 1.26 GW of wind across 23 projects, with prices ranging between €65.17/MWh and €79.50/MWh, resulting in an average of €73.80/MWh.
Among the biggest individual winners in the tender was Rozlov Energy, which won three CfDs – two solar and one wind – totalling 731 MW in capacity. The two successful solar bids, submitted by project company West Power Investments, relate to the over 1 GW Dama Solar PV park currently under development, which is touted to be Europe's largest solar plant once completed. Mihai said the two solar bids equated to 260 MW each.
Romania’s CfD scheme is a 15-year support mechanism offering a fixed strike price for the energy produced. If market prices fall below the agreed tariff, the bidder receives the difference from the state, but if prices are higher, they are liable to pay the difference.
The scheme has been backed by a €3 billion investment via the EU Modernisation Fund. The first CfD auction in Romania allocated 432 MW of solar and 1,096 MW of wind power in December 2024.
Romania is on track to break its record for solar added during a calendar year in 2025, after deploying 900 MW over the first six months of the year, according to figures from RPIA.
