The US energy utilities Louisville Gas and Electric (LG&E) and Kentucky Utilities (KU) have reached a settlement agreement that paves the way for building approximately 1.3 GW of new gas-fired capacity in Kentucky (United States) to meet growing demand from data centers and other emerging loads.
The agreement, filed with the Kentucky Public Service Commission (KPSC), requests approval to construct two 645 MW CCGT power plants at separate sites. The first unit, Brown 12, is scheduled to come online in 2030, followed by Mill Creek 6 in 2031. As part of the deal, the companies also propose extending the operation of the 297 MW coal-fired Mill Creek Unit 2—originally slated for retirement in 2027—until Mill Creek 6 enters service, pending environmental approvals.
LG&E and KU anticipate 1,875 MW of new demand from data centers and an additional 580 MW from other commercial and industrial customers by 2032.

This marks the final major regulatory consent required for the project to proceed.
The next steps depend on SSE securing a contract through the UK’s Contracts for Difference (CfD) scheme for low-carbon electricity, and reaching a final investment decision (FID). The company plans to take part in an upcoming government auction (AR7 auction round) that supports renewable energy initiatives. A successful bid would allow it to sell electricity at fixed prices for at least 20 years. If fully realised, Berwick Bank would become the world’s largest offshore wind installation, capable of supplying clean electricity to over six million homes each year.
In June 2025, the Scottish Government launched a public consultation on raising the national offshore wind target to 40 GW by 2040, up from 8–11 GW by 2030. It estimates a potential of 40 GW by 2035 and remains committed to net-zero emissions by 2045.

Spain’S Cox Acquires 2.6 Gw Of Iberdrola’S Mexican Power Assets For Us$4.2BnThe Spanish water and renewable energy company Cox has announced the acquisition of Iberdrola’s power assets in Mexico for US$4.2bn. The deal includes 2,600 MW of operational capacity across 15 power plants, comprising 1,368 MW from combined-cycle and cogeneration plants, and 1,232 MW from renewable sources (six wind parks and three solar parks). It also covers a 12 GW project pipeline and the acquisition of Mexico’s largest qualified user supplier, which holds a 25% market share and supplies over 20 TWh annually to more than 500 large customers.
Mexico is a strategic market for Cox, which plans to invest over US$10.7bn in the country between 2025 and 2030, including this acquisition. In February 2024, Mexico’s antitrust regulator, the Federal Economic Competition Commission (Cofece), approved the acquisition by the Mexican Government of 13 Mexican power plants owned by Iberdrola for US$6bn (MXN102.34bn). The transaction included 12 CCGT power plants with a total 8,436 MW installed capacity (Monterrey I & II, Altamira III & IV, Altamira V, Escobedo, La Laguna, Tamazunchale I, Baja California and Topolobampo II & III, operated under the Independent Energy Generator regime, plus the private CCGT plants Monterrey III & IV, Tamazunchale II and Enertek) and the 103 MW La Venta III wind park.

India Set To Add 30 Gw Of Storage By 2027, Outpacing Demand ForecastFrom pv magazine India
SBICAPS said in a new report that India will add 30 GW of energy storage capacity – including battery and pumped storage – through standalone and FDRE projects by June 2027. This would raise the country’s total storage capacity to 36 GW, far exceeding the projected demand of around 24 GW and potentially resulting in oversupply.
“Presently, the storage capacity available is grossly below requirement considering Energy Storage Obligation (ESO) targets assigned. In the next two years, 30 GW of storage are expected to be added (standalone, FDRE, etc). This could lead to an oversupply as only 24 GW is expected to be needed by then,” said SBICAPS.
It said that the excess capacity will remain reliant on energy arbitrage during times of peak mismatch on the exchange. Ir said it also expects the overall prices on exchange to drop gradually due to a combination of market coupling, electricity derivatives, and increasing storage, which will put higher cost players out of favor.
SBICAPS said that India could adopt China’s revenue stacking model by combining income from capacity, ancillary services, and energy arbitrage for superior project returns. Currently, battery energy storage systems (BESS) revenues are dominated by capacity payments made by buying entities (typically Discoms) with/without intermediary at competitively bid tariff.
“The next stage of BESS project development in India would involve diversification of revenue sources beyond capacity charges through market based ancillary services monetization mechanism with active participation from bodies others than SLDC/NLDC,” said SBICAPS.
Tendering in the Indian renewable energy sector remains focused on battery storage, with the first half of calendar year 2025 maintaining elevated level of standalone BESS and FDRE awards. Battery cost decreases have allowed for an increasing share of higher cycle, longer discharge projects at slim tariffs.
“Declining Li-ion costs now support more 4-hour tenders, with associated tariffs rivaling those of 2-hour projects –aligning with the typical evening peak duration,” said SBICAPS. “With a significant pipeline of under construction projects now built, the focus has shifted to execution.”
The report identifies land acquisition and getting transmission linkage (through a sequential two-stage process) as the key bottlenecks, which have stretched project completion timelines from six to nine months to 18 to 24 months. Timely financial closure, viability gap funding (VGF) payments, and BEPSA execution also drive outcomes.
In the operational phase, risks related to technology performance and counterparty payment come into play. Faster-than-expected battery performance degradation and lower cycle life can impact project returns.
The report states that developers with proven execution capability, a strong counterparty mix, and low bid cancellations are best positioned to secure funding and emerge as sector leaders.
The report states that upstream integration in India is in early stages for now, and global supply dynamic provides limited scope for domestication. Only a few battery cell makers globally have reported returns on equity (RoE) above 10%. The situation is not much better for precursors such as cathodes and anodes as well. While LFP remains relatively less crowded than NMC, supply remains high keeping capacity utilisation moderate.
Mastering cell chemistry is also technologically intensive, with only a few companies such as CATL and BYD able to generate returns in a market plagued with low capacity utilization factor (CUF) across the ecosystem.
The report recommends ‘import to use’ strategy for the short term, with an eye on catching the next wave of battery technologies in the early stages.

Italy Deploys 2.33 Gw Of Solar In H1Italy installed around 2,33 GW of new PV systems in the first half of this year, according to new statistics released by Italian renewables association Anie Rinnovabili based on data from grid operator Terna.
This result compares to around 3.34 GW in the first half of 2024.
In full-year 2024, total new PV capacity reached 6.8 GW, which compares to 5.23 GW in 2023, 2.48 GW in 2022 and 0.94 GW in 2021.
Anie Rinnovabili also reported that the newly installed PV capacity for the second quarter of this year was 1,092 MW. Of this capacity, around 329 MW came from residential PV systems not exceeding 20 kW in size, 342 MW from commercial and industrial systems with a capacity of 20 kW to 1 MW, 266 MW from ground-mounted systems with a size of 1 MW to 10 MW, and 155 MW from solar plants exceeding 10 MW.
“All segments are declining both compared to the same period in 2024 and compared to the first quarter of 2025, with the exception of systems with a capacity between 1 and 10 MW, which are showing slight growth,” the trade body said in a statement. “This trend highlights how utility-scale systems under 10 MW are able to obtain permits more easily than larger ones. However, the decline in the residential and C&I segments continues.”
Italy reached 39.59 GW of cumulative installed PV capacity at the end of June.

New York Power Authority Unveils 7Gw Plan For Public Investments In Renewable EnergyThe New York Power Authority (NYPA) has announced a preliminary version of its updated strategic plan, aiming to significantly increase public investment in renewable energy and storage solutions across the State of New York. The document outlines the implementation of 20 new renewable energy production sites and 156 storage projects, which alone represent more than 3.8GW of additional capacity. The entire envisaged strategic portfolio now reaches nearly 7GW, a capacity sufficient to power approximately seven million households.
Expansion of projects and support for the local economy
The plan highlights 17 solar initiatives, three wind projects, and a major expansion of storage infrastructure in several regions. The public comment period continues until 12 September, with online hearings scheduled in August to gather input from stakeholders. NYPA management notes that this update doubles the capacity presented in the initial plan released six months earlier.
Economic incentives and private investment
Alongside this strategy, the NYPA board of directors has approved measures intended to encourage nearly $395mn in private investment (about €364mn) and support 616 jobs. These actions notably include allocations from the ReCharge NY programme, providing more than 2,300kW of electricity at preferential rates to nine companies located throughout the State, such as in the Capital Region and on Long Island.
These measures are expected to help maintain and create 579 jobs, while generating nearly $35mn in capital investment (about €32mn). Beneficiaries include Briggs & Stratton in Madison County and Supreme Screw Products on Long Island. In addition, more than $1.5mn from the Western New York Power Proceeds are allocated to the Aquarium of Niagara and Natrion.
Network modernisation and sector transition
The previous month, the Public Service Commission (PSC) of the State of New York approved infrastructure projects representing $636.2mn (about €586mn) in investment to remove constraints on the electricity grid. Initiatives led by Consolidated Edison and National Grid plan to add 642MW of new capacity to accelerate the decarbonisation of the State’s transport and building sectors.
Through this expanded plan, NYPA aligns itself with the rising demand for electricity driven by increased electrification and regional energy targets. The rapid growth of renewable and storage projects is expected to reinforce supply security and support local economic momentum while addressing the sector’s structural transformation.

In Detail :India’s stranded renewable energy projects have more than doubled, reaching over 50 gigawatts in capacity. These projects, though awarded through tenders, remain non-operational due to delays in approvals and infrastructure development.
This stranded capacity now represents nearly 25% of India’s total installed renewable energy capacity, which stands at approximately 184.6 gigawatts. The growing backlog poses a serious challenge to the country’s clean energy goals.
The main causes of the delays include the lack of timely power purchase agreements (PPAs), unfinished transmission infrastructure, and slow regulatory clearances. States like Rajasthan and Gujarat have seen significant bottlenecks.
Many developers are now facing the risk of penalties, missed deadlines, and even the loss of government incentives. These risks threaten the financial viability of several projects already underway or in advanced stages of planning.
Key players impacted by the delays include major renewable energy firms such as Adani Green, NTPC, JSW, ACME Solar, ReNew Power, and Sembcorp. Combined, these companies have billions of dollars invested in projects that remain stalled.
Industry sources report that some developers are being forced to renegotiate terms or delay commissioning due to these persistent issues. In many cases, the absence of grid access or formal contracts makes energy sales impossible.
The Sustainable Projects Developers Association (SPDA), which represents leading clean energy developers, has approached the Ministry of New and Renewable Energy for relief. They are requesting that such delays be officially recognized as force majeure events.
This classification would offer temporary protection from penalties and allow developers to seek deadline extensions or compensation for unforeseen delays. Without this intervention, investor confidence may suffer.
The situation highlights a growing gap between India’s renewable energy ambitions and on-the-ground implementation. While tendering continues at a rapid pace, the ability to operationalize and connect these projects to the grid remains a critical barrier to progress.
