
NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has issued an invitation for bids for the development of a 1000 kW grid-connected ground-mounted solar power project at the GAIL site in Ajmer. The tender has been released through a domestic competitive bidding process and will be conducted on a Single Stage Two Envelope basis. Interested bidders are required to submit both the Techno-Commercial Bid and the Price Bid at the same time through the government’s e-procurement portal, GePNIC.
The scope of work under this tender is comprehensive and covers the complete lifecycle of the solar project. The selected bidder will first carry out a preliminary visual assessment of the project site, followed by detailed design and engineering. The contractor will also be responsible for the supply of all required equipment, civil works, and the erection of the solar power plant. This includes testing and commissioning of the solar PV system to ensure it meets the technical standards specified by NVVN. In addition, the contract includes operation and maintenance services for a period defined in the tender’s technical documents.
The bidder will also be required to integrate the solar power plant with the existing electrical network at the site. This involves coordination with relevant statutory authorities and obtaining all necessary connectivity approvals from agencies such as the DISCOM or TRANSCO, wherever applicable. Compliance with local grid requirements and regulatory norms will be a key responsibility of the project developer.
Participation in the tender is limited to bidders who are already enlisted with NVVN. The eligibility conditions further restrict participation to Class-I local suppliers and Class-II local suppliers, in line with the Public Procurement (Preference to Make in India) Order. Bidders from countries that share a land border with India must be registered with the competent authority to be considered eligible for this tender.
A mandatory site survey is an important requirement for this project. Bidders must submit an undertaking confirming that they have visited and assessed the site. Failure to submit this undertaking will result in rejection of the bid. However, bidders who have participated in earlier tenders for the same site are exempt from this requirement.
The financial requirement for the tender includes a bid security of Rs 10,00,000. Any bid submitted without this amount will be treated as non-responsive and rejected outright. The performance bank guarantee amount will be as specified in the bidding documents. Key dates related to the issuance of the invitation for bids, bid submission deadline, and opening of the techno-commercial bids will be available on the GePNIC portal. Bidders must also have a valid Class-3 Digital Signature Certificate to submit their bids online.
