The Boston Zoning Commission unanimously approved a new plan during the week of 23 October 2025, aimed at promoting housing development across the city, including the construction of residential buildings reaching up to 700 feet (213 meters) in select locations.
Under the revised zoning rules, buildings near the intersection of State Street and Washington Street could rise to 700 feet (213 meters), up from the previous 500-foot (152-meter) limit. Other areas of the city already permit structures of comparable height and city and state regulations will continue to safeguard the Boston Common and Public Garden, ensuring that these iconic green spaces are protected from shadow impacts. The update also includes provisions to simplify the conversion of older office buildings into residential units.
âThis updated zoning brings predictability and historic protections to the downtown core, encouraging new housing and investment to continue revitalizing Downtown,â Mayor Michelle Wu said. âAs post-pandemic challenges affect downtowns nationwide, these changes will help Boston stimulate new housing, reduce zoning barriers for businesses, support office-to-residential conversions, and breathe new life into this critical neighborhood and commercial hub.â
The commission approved the plan with a 10-0 vote, signaling strong support for the cityâs housing and development strategy.
