Oklahoma Announces Investment In Advanced Air Mobility Infrastructure

The Oklahoma Department of Aerospace and Aeronautics (ODAA) has contracted Vigilant Aerospace to implement an advanced airspace management system, marking the state’s inaugural investment in infrastructure to bolster the advanced air mobility (AAM) industry.

This move is expected to position Oklahoma as a national testing ground for both civilian and military drones, as well as for AAM operations such as air taxis and autonomous cargo aircraft.

Vigilant Aerospace, based in Oklahoma City, has been selected to deploy the FlightHorizon system at the Oklahoma Air & Space Port at Clinton-Sherman Airport.

The project, in partnership with the Oklahoma Space Industry Development Authority, will integrate multiple mobile air traffic surveillance radars, offering remote monitoring and uncrewed traffic management functions at one of the US’ 14 Federal Aviation Authority (FAA)-licensed spaceports.

ODAA executive director Grayson Ardies said: “This investment in systems and infrastructure for advanced air mobility and autonomous aircraft is one of several initiatives that demonstrate the state of Oklahoma’s commitment to being a national leader on the cutting edge of aviation industry technology.”

The FlightHorizon system will enable the state to monitor airspace and track both cooperative and non-cooperative aircraft, replacing visual observers with electronic observers.

It is expected to eliminate the need for a chase plane during long-range beyond visual line-of-sight (BVLOS) flights of uncrewed aircraft systems, including those at high speeds and altitudes.

The Oklahoma Legislature funded this initiative in 2022 through the Preserving Rural Economic Prosperity fund, with the goal of investing in unmanned aircraft systems (UAS) and AAM infrastructure.

The project at the Oklahoma Air & Space Port, near Burns Flat, aims to advance autonomous aircraft operations and BVLOS flight testing of next-generation military and cargo UAS within the US National Airspace System.

Furthermore, the system can be redeployed across Oklahoma, serving as a foundation for AAM operations at various locations.

The core of the system is a scalable cloud-based software, integrated with air traffic surveillance radars from DeTect.

FlightHorizon also incorporates data from radars, aircraft transponders, drone telemetry, Remote ID drone beacons and online FAA data to provide a “comprehensive” airspace overview to remote pilots and airspace managers.

Credit: London Heathrow Airport London Heathrow Airport (LHR) continues to progress towards its net-zero goals as demand grows, with February marking a record month for passenger traffic. The airport served over 5.7 million passengers, including a 7% increase in traffic to the USA and Canada. This was the busiest February ever, with daily passengers exceeding 200,000 for the twelfth consecutive month. Winter sunseekers flocked to destinations like the Caribbean, Italy, and Greece, while business hubs such as Delhi, Dubai, Mumbai, and Riyadh saw high load factors. LHR remains committed to supporting the UK economy while reducing its environmental impact. The 2024 Sustainability Report highlighted a 7.5% reduction in carbon emissions in the air and 15% on the ground since 2019, keeping it on track for its 2030 targets. The airport also aims to reach 3% Sustainable Aviation Fuel (SAF) usage this year, surpassing the Government’s target by one percentage point. Further strides in decarbonisation include reducing noise exposure by 18% compared to 2019, and a decrease in late flights, despite record traffic. Air quality monitors around the airport continue to meet UK pollution limits. LHR’s expansion plans are also moving forward, with proposals for a privately funded expansion set to be reviewed by the Government this summer. In February, LHR, in partnership with the Department for Transport and Transportation Security Administration, launched a One Stop Security pilot to streamline transfers for North American passengers, further strengthening the UK’s aviation hub. LHR CEO Thomas Woldbye commented: “Even during a traditionally quiet month for aviation in February, we saw sustained and growing demand to fly and export through Heathrow. Kennedy International Airport (“JFK”). The new service will fly passengers transferring to and from flights at JFK, in addition to Long Island and Queens residents commuting to or from Manhattan for business or leisure on weekdays. The facility, located at the southern tip of Manhattan, close to Wall Street, is an important New York City hub for short distance aviation. The pilot program aims to gather data on consumer demand, flier experience, and logistics specific to the Downtown Manhattan Heliport. These insights will help accelerate and derisk the launch of Electric Vertical Aircraft (“EVA” or “eVTOL”) operations at the facility. These quiet, emission-free aircraft are ultimately expected to replace helicopters. By setting up SCUs at the airports, it will be possible to conduct triage and treatment of patients near the aircraft and transport them to medical institutions outside the disaster area. This will enhance the medical relief system during disasters, especially for patients who cannot be easily transported to nearby medical facilities during large-scale disasters. Call will manage computer security functions with oversight over information networks, data privacy issues and regulatory compliance for the MAC, which owns and operates Minneapolis-St. Paul International Airport (MSP) and six general aviation airports in the Twin Cities. Call has a 17-year history managing and developing secure computing environments in both the private and public sectors. He joins the MAC after serving as deputy chief information security officer for Old Republic Title in Minneapolis and chief infrastructure and security officer for WPS Health Solutions, based in Madison, Wisconsin. Call also served the State of Minnesota from 2014 to 2019, the latter years as the state’s chief information security officer. Across those positions, Call has managed the development of secure enterprise systems, championed risk management strategies, and pursued innovative technologies to optimize operations and improve efficiencies. “Safeguarding airport systems is essential to maintaining the trust of our millions of travelers and the many tenants and partners operating across our system,” said MAC Chief Information Officer Eduardo Valencia. “Aaron Call brings a history of high-level leadership, bringing together people and technology to protect data resources and advance information technology strategies.” Call holds a doctorate in law and a bachelor’s degree in administration of justice from Southern Illinois University. The $50 million state fund provides support to certified-ACDBE businesses seeking concession opportunities at the Port Authority’s New York City airports. Two initial loans have already been approved for local small businesses by the Greater Jamaica Development Corporation (GJDC) and the Upper Manhattan Empowerment Zone, two of the participating lenders in the state program. They approved a $1 million loan for Queens-based Corral Ventures LLC to open a Golden Krust Caribbean Restaurant at John F. Kennedy International Airport’s Terminal 8. These businesses are often involved in retail, food and beverage, car rentals, and other concessions at airports. ACDBE-certified firms gain access to high-growth concession markets that can build their capacity, expand their business networks, and provide consistent and scalable revenue streams. As the administrator of the federal ACDBE program at the Port Authority’s two major airports in New York City, the Port Authority and its airport terminal partners conduct robust outreach to local businesses and communities to expand the pool of candidates and increase competition for concessions opportunities. As part of those local community outreach efforts, the Port Authority works with the JFK Redevelopment Community Advisory Council, airport terminal operators, and their concessions managers to expand opportunities available to local, small and diverse businesses interested in operating airport concessions that will be appealing to travelers. In 2023, the Port Authority also launched the Institute of Concessions to prepare local businesses for the unique requirements of competing for and operating a business inside an airline terminal. Pies for the Sky Corp., the small business that was approved for a loan to operate a Singas Famous Pizza in Terminal 8, is one of the 44 Institute of Concessions graduates so far. Other graduates are among the many local small businesses that have been selected for opportunities or are part of joint-venture partnerships for concessions opportunities at JFK’s terminals 4, 5, 6 and 8 within the Port Authority’s $19 billion redevelopment of the city’s busiest international airport. To qualify, businesses must: Transforming JFK Into a World-Class Global Gateway In January 2017, the JFK Vision Plan was announced to transform John F. Kennedy International Airport into the world-class airport that New Yorkers deserve. The vision plan provides a strategic framework for the Port Authority and its partners to completely redevelop, modify and expand existing facilities and infrastructure. The $9.5 billion development of a state-of-the-art New Terminal One that will anchor the airport’s south side broke ground in September 2022. A new $4.2 billion Terminal 6, which will connect seamlessly with Terminal 5 to create an anchor terminal on the airport’s north side, broke ground in February 2023. The $1.5 billion expansion of Terminal 4, led by Delta Air Lines and JFK International Air Terminal (JFKIAT), is substantially complete. Air travellers in Germany are bracing for significant disruptions this week as a series of strikes by ground service workers, security staff, and other airport employees are set to cause widespread flight cancellations and delays. The service union Ver.di has called for full-day warning strikes at both Munich and Berlin Brandenburg Airports on Monday, March 10, 2025, with a major impact expected on flight schedules. At Munich Airport, the strike will involve workers from a range of service providers, including security companies, ground handling firms AeroGround and Swissport Losch, and other essential staff. The union has warned that due to the high level of participation expected, the disruption will be significant, affecting around 820 scheduled flight movements. Although the full extent of the impact is yet to be confirmed, travellers are urged to prepare for a greatly reduced flight schedule and potential delays. Airlines are working on special flight plans, and passengers are advised to check their flight status with the airlines directly. In the event of cancellations, the airport and airlines have assured that up-to-date information will be available on their websites. In Berlin, the strike will see similar disruptions at Brandenburg Airport, with the ground service providers responsible for handling baggage, check-ins, and boarding services taking part in the action. As a result, no regular flight operations will take place on March 10, and all planned arrivals and departures will be affected. Berlin Brandenburg Airport has advised passengers to reach out to their airlines or travel agencies to explore alternative travel options and rebooking arrangements. While the strike will cause inconvenience, the airport expects regular operations to resume by Tuesday, March 11. The strikes are part of a broader industrial action by Ver.di, which is pushing for improved pay and working conditions for airport staff. This includes demands for an 8% wage increase or at least €350 more per month, additional days off, and higher bonuses for those in high-stress roles. The union argues that airport workers, including those involved in security, baggage handling, and customer service, play a crucial role in ensuring air traffic safety and deserve better compensation. This upcoming strike follows a similar industrial dispute at Munich Airport just a few weeks ago, when a 48-hour warning strike from February 27 to 28 led to widespread flight disruptions. Over 830 flights were cancelled or delayed as workers demanded better conditions, further highlighting the strain on the aviation sector due to staff shortages and increased workloads. During that strike, travellers were entitled to compensation for cancellations or delays over three hours, as well as full refunds under EU law. Negotiations are set to continue, with the next round scheduled for March 14. However, Ver.di has indicated that further strikes are possible if no agreement is reached. Lufthansa Group is significantly increasing flights to Tel Aviv, nearly doubling weekly services. Canada’s airports play a crucial role in the country’s transportation network, connecting communities within Canada and globally. These airports are vital economic drivers, facilitating trade, tourism, and travel. To further enhance airport infrastructure, the Canadian government has recently released a policy statement aimed at encouraging investment in Canada’s National Airports System (NAS). This initiative aligns with the commitments outlined in Budget 2024 and seeks to bolster the development of the country’s airport facilities. The NAS comprises 26 airports, with 22 of them operated by private, not-for-profit airport authorities. These authorities manage airports located on lands leased from the Government of Canada. The new policy highlights opportunities for private investment, including collaboration with pension funds and developers. It introduces avenues such as subleases, subcontracts, and subsidiaries, providing flexibility for investors to engage with airport authorities. Minister of Innovation, Science and Industry, the Honourable François-Philippe Champagne, stressed the importance of investment in airport infrastructure: “Canada’s airport operators have built world-class infrastructure, connecting people, services, and goods. As our air sector continues to grow, investment from various sources will be essential to ensure that our airports can meet the needs of Canadians.” The government’s focus is to foster collaboration with private investors to help drive airport development and economic growth. One key player in this initiative is ADM Aéroports de Montréal (ADM), which oversees YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel. ADM is embarking on an ambitious investment programme, Flight Plan 2028, aimed at upgrading YUL to improve accessibility and connectivity. The recent policy changes align with ADM’s vision for modernisation, and the airport is eager to explore private investment opportunities to accelerate development. Yves Beauchamp, President and CEO of ADM, expressed support for the government’s policy, saying, “We welcome the federal government’s stated intention to enter into negotiations to extend ADM’s lease. Our organisation is ready to begin these discussions immediately, as such an extension would facilitate the implementation of all our expansion and modernisation projects over the next 10 to 15 years.” ADM is particularly interested in collaborating with institutional investors, such as Canadian pension funds, to enhance its infrastructure. Toronto Pearson International Airport, Canada’s largest and busiest airport, is another major beneficiary of the new policy. Deborah Flint, President and CEO of Toronto Pearson, highlighted the importance of private investment in modernising airport facilities to meet growing demand: “We welcome this policy direction which clarifies investment parameters at a time when Toronto Pearson is building new infrastructure to address increased demand by passengers.” The airport is already implementing Pearson LIFT, a long-term capital investment plan focused on improving the passenger experience through sustainable design and smart architecture. The new policy statement provides several ways for private investors to collaborate with NAS airports. One option is entering into subleases with airport authorities to develop and operate businesses on airport lands. The ASQ Award is based on third-party customer survey responses and is the premier airport customer experience measurement and benchmarking program around the world. “Traveling through DFW isn’t just about getting from one place to another – it’s about experiencing exceptional service at every step. Indy Airport, City Officials, Inarf Spotlight Hoosier Artists With DisabilitiesMarch is National Developmental Disabilities Awareness Month INDIANAPOLIS (March 7, 2025) – Today more than 100 Hoosier artists were spotlighted and honored at the Indianapolis International Airport (IND) for their creative contribution to the Central Indiana community. The event celebrated more than 70 art pieces on exhibit at the Indy airport, a creative platform providing visibility to more than 10 million people from around the world. The Indianapolis Airport Authority hosted the event, in partnership with the City of Indianapolis, Indiana Association of Rehabilitation Facilities and Ability Indiana. The event also recognized March as National Developmental Disabilities Awareness Month. “The Indy airport, having the most visited public art gallery in Central Indiana, is the perfect place to give our fellow Hoosier artists who navigate life with disabilities an international spotlight and opportunity to be seen and known,” said Mario Rodriguez, IAA executive director. INARF, a lead partner in this annual event, was established more than 50 years ago and champions support for more than 50,000 members annually and employs nearly 15,000 workers. INARF drove the idea of leveraging the Indy airport to showcase Hoosier artists with disabilities, and participation has grown considerably over the last three years from 22 art contributions to 70-plus included in this year’s exhibit. “INARF and Ability Indiana are excited to partner with the Indianapolis Airport Authority for the third year in a row to promote the exemplary artistry of individuals with disabilities,” said Katy Stafford-Cunningham, president and chief executive officer of INARF and Ability Indiana. “Today’s celebrated exhibit includes art pieces from local artists within INARF member organizations, Abilities Services, Inc., The Arc of LaGrange, The Arc of Greater Boone County, Child Adult Resource Services – CARS, Janus Developmental Services, Inc., New Hope of Indiana, Inc., Noble, Inc., Pathfinder, Putnam County Comprehensive Services, Rauch, RBR Alliance – Blue River Services, Stone Belt, and Wabash Center, Inc.” The Ability Indiana Program creates a partnership among the public and private sectors to enhance employment and training opportunities for Indiana’s citizens with disabilities. Opportunity Enterprise is a Certified Ability Indiana Organization and an INARF Member. “The City of Indianapolis is proud to celebrate the artists whose stunning work is now on display at the Indianapolis International Airport,” said Deputy Mayor Judith Thomas. “Throughout the month of March, those who visit our city will not only get to see these beautiful works of art, but they will also get to learn the unique stories of our disabled community.” For some of these artists, this event marks their first visit to the airport. That’s the case for Yazhane Lee, whose art “The Meaning of Spring” is on display. She chose to create a mosaic flower design because she knew this piece would be at the airport during the spring. Her favorite part of visiting the airport was experiencing the iconic light and sound art in IND’s pedestrian bridge. IND Arts and Culture Program Today’s celebrated exhibit is part of the Indy airport’s arts and culture program, which not only supports but creates an environment where art and culture can thrive. The program brings both permanent and temporary art collections to the Indy airport both pre- and post-security areas of the terminal. Most of the collections were created by artists who live in Indiana or have ties to the Hoosier state. Indy airport data also shows that 80 percent of travelers notice the art in the terminal, 89 percent find it an aesthetically pleasing addition to the terminal, and 69 percent say it positively impacted their travel experience through IND. In addition, a representative 60 percent of airport guests have stopped during their travel through the airport to study one of the exhibits. Esd And Panynj Announce Launch Of $50 Million Acdbe FundEmpire State Development (ESD) and the Port Authority of New York and New Jersey today announced the launch of New York state’s Airport Concessions Disadvantaged Business Enterprise (ACDBE) Fund. The $50 million state fund provides support to certified-ACDBE businesses seeking concession opportunities at the Port Authority’s New York City airports.   Two initial loans have already been approved for local small businesses by the Greater Jamaica Development Corporation (GJDC) and the Upper Manhattan Empowerment Zone, two of the participating lenders in the state program. They approved a $1 million loan for Queens-based Corral Ventures LLC to open a Golden Krust Caribbean Restaurant at John F. Kennedy International Airport’s Terminal 8. They also approved a $1.05 million loan to Queens-based Pies for the Sky Corp. to open a Singas Famous Pizza, also at Terminal 8.  “Under Governor Hochul’s leadership, New York state is committed to supporting inclusive economic growth that creates opportunity for all New York small businesses,” said Hope Knight, president, CEO and commissioner of Empire State Development. “This innovative fund presents a unique opportunity to foster economic inclusion, empower disadvantaged small business to grow, and introduce visitors to some of New York’s tastiest food options.”   “Supporting local small businesses by providing opportunities at our airports is part of the Port Authority’s goal of creating a world-class JFK Airport that opens doors for enterprising New Yorkers and also reflects the vibrant spirit of this city,” said Port Authority Executive Director Rick Cotton. “Our new business fund with Empire State Development enables opportunities for local small businesses to bring their distinct brands to the millions of national and international air passengers who use our airports.”   “We understand that airports can be challenging places for any business no matter the size to operate in, which is why this new fund will be incredibly helpful for disadvantaged small businesses who want to open at our airports in New York,” said Port Authority Chairman Kevin O’Toole. “We seek to support local businesses who share our vision of a global gateway with an authentic New York sense of place for the millions of travelers who will experience JFK as the front door to our region.”   The U.S. Department of Transportation’s ACDBE program mandates that a portion of airport concession contracts be awarded to disadvantaged businesses. These businesses are often involved in retail, food and beverage, car rentals, and other concessions at airports. ACDBE-certified firms gain access to high-growth concession markets that can build their capacity, expand their business networks, and provide consistent and scalable revenue streams. As the administrator of the federal ACDBE program at the Port Authority’s two major airports in New York City, the Port Authority and its airport terminal partners conduct robust outreach to local businesses and communities to expand the pool of candidates and increase competition for concessions opportunities. As part of those local community outreach efforts, the Port Authority works with the JFK Redevelopment Community Advisory Council, airport terminal operators, and their concessions managers to expand opportunities available to local, small and diverse businesses interested in operating airport concessions that will be appealing to travelers. In 2023, the Port Authority also launched the Institute of Concessions to prepare local businesses for the unique requirements of competing for and operating a business inside an airline terminal. Pies for the Sky Corp., the small business that was approved for a loan to operate a Singas Famous Pizza in Terminal 8, is one of the 44 Institute of Concessions graduates so far. Other graduates are among the many local small businesses that have been selected for opportunities or are part of joint-venture partnerships for concessions opportunities at JFK’s terminals 4, 5, 6 and 8 within the Port Authority’s $19 billion redevelopment of the city’s busiest international airport.    To further these goals, the state initiative, supported by funding from ESD’s Metropolitan Economic Revitalization Fund and the State Small Business Credit Initiative, provides credit enhancements and direct lending capital to participating banks and community development financial institutions to support certified ACDBE firms participating in concession opportunities at New York City airports.   “For far too long, small minority businesses have experienced significant barriers to accessing affordable capital, limiting their chances to compete with larger companies and sustain their operations within airport spaces,” said sad U.S. Rep. To qualify, businesses must:  In January 2017, the JFK Vision Plan was announced to transform John F. Kennedy International Airport into the world-class airport that New Yorkers deserve. The vision plan provides a strategic framework for the Port Authority and its partners to completely redevelop, modify and expand existing facilities and infrastructure. The $9.5 billion development of a state-of-the-art New Terminal One that will anchor the airport’s south side broke ground in September 2022. A new $4.2 billion Terminal 6, which will connect seamlessly with Terminal 5 to create an anchor terminal on the airport’s north side, broke ground in February 2023. The $1.5 billion expansion of Terminal 4, led by Delta Air Lines and JFK International Air Terminal (JFKIAT), is substantially complete. Additionally, the $400 million expansion of Terminal 8, led by American Airlines, which operates the terminal, was completed in November 2022.  All of the privately financed terminal projects combined with the Port Authority’s roadway, parking and infrastructure projects represent a $19 billion transformation of JFK and an extraordinary series of public-private partnerships. The Port Authority’s capital investment of $3.9 billion is leveraging private investment at a rate of nearly four to one when taking into account the full private investment of more than $15 billion that has been committed to the four projects comprising the full redevelopment of JFK.  Empire State Development is New York’s chief economic development agency, and promotes business growth, job creation, and greater economic opportunity throughout the state. Orlando International Airport Presents Plans For Vertiport IntegrationOrlando International Airport (MCO) has outlined plans to develop a vertiport for electric vertical take-off and landing (eVTOL) aircraft. The airport has announced its intention to issue an Invitation to Negotiate (ITN). This ITN will be used to identify potential partners capable of developing and operating the vertiport at MCO. This initiative is part of the airport’s broader effort to position itself at the forefront of Advanced Air Mobility (AAM) technologies. In recent years, GOAA has been working in collaboration with local, state, and federal partners to integrate eVTOL aircraft into operations at MCO. A vertiport is a critical component for the successful operation of eVTOL aircraft, and the airport has already taken steps to support the concept. This includes ongoing planning for suitable infrastructure and facilities. As part of the development process, the Aviation Authority has outlined a two-phased procurement approach for the vertiport developer and operator. The initial phase will focus on identifying the right partners, while the second phase will involve the development of the facility itself. Two potential sites have been identified for the location of the vertiport at MCO. One is an undeveloped parcel of land situated in the East Airfield region on the northeast side of the airport, while the other is an area of land located on the south side near the train station. The selected location will be designed to accommodate all AAM aircraft that are certified for commercial operations by the Federal Aviation Administration (FAA). Developing a vertiport at Orlando International Airport is a key step in advancing our mission to be the global leader in the evolution of mobility. This project directly supports our vision to drive innovation and position Central Florida and the state at the forefront of Advanced Air Mobility. The Aviation Authority is targeting 2028 for the vertiport to become operational, with the ITN expected to be published in March 2025.
