powerplantConstruction has officially begun on the 300 MW Bestari Large-Scale Solar Project in Bestari Jaya, Kuala Selangor, marking a major milestone for Malaysia’s renewable energy sector. Once completed, the project will be the largest floating solar photovoltaic (PV) plant in Malaysia and one of the largest in South-east Asia.
The Bestari project is being developed under the government’s fifth Large-Scale Solar programme, known as LSS5. It is expected to make a meaningful contribution to Malaysia’s goal of achieving 40% renewable energy capacity by 2035. The project also aligns with Selangor’s green economy agenda by promoting sustainable land use, attracting long-term investments, and delivering socio-economic benefits to local communities.
The project is undertaken by Bestari Solar Sdn Bhd, a consortium led by Edra Power Holdings Sdn Bhd, Worldwide Holdings Berhad, and Rotaka Engineering Services (M) Sdn Bhd. In a joint statement, the partners said the collaboration combines state-linked strategic oversight, international clean energy expertise, and strong local engineering capabilities.
Edra Power is a subsidiary of CGN Energy International Holdings Co Ltd, which is wholly owned by China General Nuclear Power Corporation. The group is one of China’s leading clean energy companies, with a diversified portfolio covering nuclear, solar, wind, and other renewable energy assets. Through its international arm, CGN has built extensive experience in developing, constructing, and operating large-scale renewable energy projects around the world.
The Bestari project is the first floating solar PV development for both CGN and CGN Energy International. The companies said the project will benefit from CGN’s global technical expertise, engineering standards, and project delivery experience, and is expected to serve as a reference point for future floating solar projects in the region.
Speaking at the groundbreaking ceremony, Selangor Menteri Besar Datuk Seri Amirudin Shari said the state continues to focus on investments that deliver long-term value to the economy and local communities. He added that Selangor welcomes high-quality projects that create jobs, strengthen local capabilities, and support the energy transition. According to him, the Bestari project reflects Selangor’s commitment to a low-carbon economy and will help strengthen energy resilience for future growth.
The power purchase agreement for the project was signed in March 2025, with commissioning scheduled for July 2027. The 21-year agreement will ensure a stable supply of renewable energy to the national grid.
As of July 2025, Malaysia’s operational renewable energy capacity stood at 4.57 GW, representing about 17% of the country’s installed capacity, with solar being the largest contributor. The LSS5 programme, which has an allocation of up to 2,000 MW, is expected to further boost economic activity and strengthen Malaysia’s solar industry.
