Germany Adds 16.4 GW of Solar Capacity in 2025

Germany installed nearly 21 GW of renewable energy capacity in 2025, reaching approximately 210 GW in total, a 11% year-over-year (YoY) increase, according to the preliminary figures published by the

, Germany’s Federal Network Agency.

Most of this growth came from solar and wind power.

Solar capacity grew by 16.4 GW in 2025, slightly below the record installation in 2024. Nearly half of the installations were rooftop solar, while the remainder were ground-mounted.

This is in sharp contrast to 2024, when rooftop solar installations accounted for nearly twice the capacity of ground-mounted installations.

At the state level, Bavaria led in solar installations, with 4.5 GW in 2025. Germany’s total solar capacity stood at 117 GW. To reach the national target of 215 GW by 2030, an average of 19.6 GW of new solar capacity has to be added annually in the coming years.

The country also recorded approximately 430,000 new plug-in balcony solar installations in 2025. This accounted for nearly 3.2% (0.5 GW) of newly installed solar capacity, up from 2.5% (0.4 GW) in 2024.

“Last year, solar power once again led the way in terms of new capacity. Total solar capacity of 117 GW during the year shows that good progress has been made toward achieving the expansion targets,” said Klaus Müller, President of the Bundesnetzagentur.

Onshore wind capacity increased by 4.6 GW in 2025, a significant increase from 2.6 GW added in 2024.

Westphalia led the way with 1.3 GW of onshore wind installations in 2025. With the new installations, the total onshore wind capacity reached 68.1 GW by the end of 2025. To meet the target of 115 GW of onshore wind installations by 2030, Germany needs to install an average of 9.4 GW of new wind capacity annually each year.

Planning for nearly 20.8 GW of onshore wind capacity has already been approved, and commissioning activity is expected to increase in the coming years.

The overall offshore wind capacity increased by 0.3 GW in 2025, slightly less than the previous year. The total installed offshore wind capacity in the North Sea and Baltic Sea stands at 9.5 GW.

Nearly 55 MW of biomass capacity was added in 2025, taking the total installed biomass capacity to approximately 9.2 GW. While some projects were decommissioned during the year, their capacity was offset by new installations.

Last month, Bundesnetzagentur

bids for 3.44 GW of onshore wind projects. The tender is part of the total onshore wind capacity planned for 2026, totaling 10 GW, distributed across four scheduled bidding rounds.

Earlier, Germany had

a combined 1.09 GW of capacity in its latest auctions for solar installations on buildings and noise barriers and biomass projects. Of the total capacity, 813 MW was awarded to biomass facilities and 281 MW to rooftop and noise-barrier solar projects.
