Riyadh-based Acwa Power, Water and Electricity Holding Company (Badeel) and Saudi Aramco Power Company have announced financial close on five solar projects and two wind projects in Saudi Arabia.
The seven projects, which represent 15 GW of new capacity, secured a senior debt facility totaling $5.9 billion funded by local, regional and international banks.
Acwa Power lists the funders as Ajman Bank, Al Masraf, Alinma Bank, Arab National Bank, Bank of China, China Construction Bank, China Minsheng Bank, Emirates NBD Bank, Eurobank, First Abu Dhabi Bank, HSBC Bank Middle East Limited, Industrial and Commercial Bank of China Limited, KfW IPEX-Bank GmbH, Mizuho Bank, Natixis, Piraeus Bank, Saudi Awwal Bank, Saudi National Bank, Société Générale, Standard Chartered Bank Limited and Sumitomo Mitsui Trust Bank.
The featured solar projects are the 2 GW Afif1 and 2 GW Afif2 sites located in the country’s Riyadh province, the 3 GW Bisha project in the southern Aseer region, the 3 GW Humaji project in the western Madinah region and the 2 GW Khulis project in the western Makkah region.
Power purchase agreements between the Acwa-led consortium and Saudi Power Procurement Company (SPPC) were put in place for each project in July, with levelized cost of electricity (LCOE) ranging between SAR 0.047 ($0.013)/kWh and SAR 0.051/kWh.
The projects, implemented under Saudi Arabia’s National Renewable Energy Program (NREP), are scheduled to become operational throughout the second half of 2027 and first half of 2028.
Acwa Power Chief Executive Officer, Marco Arcelli, says the sites will potentially create thousands of jobs, stimulate domestic supply chains and enable significant technology transfer to Saudi talent through dedicated training programs. “As the largest agreement under the NREP, this landmark collaboration underscores the nation’s steadfast commitment to building a more resilient and sustainable energy landscape,” he added.
According to data available on SPPC’s website, renewable capacity connected to the Saudi grid is expected to reach 12.7 GW by the end of 2025 and surpass 20 GW by the end of next year. The country's cumulative solar capacity surpassed 4.2 GW by the end of 2024, according to figures from the International Renewable Energy Agency (IRENA).

The Institute for the Diversification and Saving of Energy (IDAE) has published the Final Proposed Resolution for the first call for aid regarding innovative energy storage projects. Co-financed by European Regional Development Fund (ERDF) funds (2021–2027) and originally convened in May, the tender process saw its provisional results released in late October.
The final results and resolution confirm financing for 133 storage projects with an aggregate power capacity of nearly 2,400 MW and a cumulative energy capacity of approximately 10,000 MWh.

Romania Secures €192 Million From Ebrd And Commercial Banks For Three Solar Plants Generating 676 Gwh Of Clean Power AnnuallyThe European Bank for Reconstruction and Development (EBRD) is strengthening Romania’s energy security by arranging a €192 million financing package to support the construction of three major solar power plants in the south-eastern region of the country. Together, these plants will add 531 MW of new renewable energy capacity to Romania’s power system. As part of the financing package, the EBRD will provide €64 million from its own resources for the development of the Slobozia, Corbii Mari, and Iepuresti II solar power plants. The remaining €128 million will be mobilised from commercial lenders, demonstrating the strong interest of the private sector in Romania’s renewable energy market.
These new solar facilities represent an important step in Romania’s efforts to reduce carbon emissions and increase the share of renewable energy in its national energy mix. Located across Dâmbovița and Giurgiu counties, the plants are expected to generate around 676 GWh of clean electricity every year. This renewable power output will help avoid approximately 280,000 tonnes of CO₂ emissions annually, supporting Romania in its goal of reaching 38 per cent renewable energy in its total consumption by 2030.
One of the projects, the Slobozia solar plant, will operate under a 15-year Contract for Difference (CfD), awarded in Romania’s first-ever CfD auction. The scheme was developed with technical support from the EBRD to provide long-term price stability for renewable energy investments. The electricity produced by the Corbii Mari and Iepuresti II plants, however, will be sold directly on Romania’s competitive Day-Ahead Market, highlighting the increasing commercial competitiveness of unsubsidised renewable projects in the country.
Romania’s two-way CfD system, launched in 2024 with EBRD assistance, has already awarded 4.2 GW of new solar and wind capacity—far beyond the national target of 3.5 GW outlined in the Recovery and Resilience Plan (RRP). This mechanism is helping accelerate renewable energy deployment by offering developers long-term financial certainty and promoting the deeper market integration of clean energy.
Commenting on the financing agreement, Grzegorz Zielinski, EBRD Head of Energy Europe, said: “We are pleased to support Nofar Energy’s renewable investments in Romania. This financing demonstrates how we can scale up renewable investments and support Romania’s ambition to add more than 10 GW of renewable capacity by 2030.”
Favi Stelian, Chief Executive Officer of Nofar Energy Romania, added: “We are pleased to announce this second financing with EBRD, which strengthens confidence in our long-term vision and our ability to deliver impactful renewable infrastructure in Romania. This partnership accelerates the deployment of new green energy assets and reinforces Nofar’s role in advancing Romania’s sustainability goals and regional energy security.”
The three solar power projects are majority owned by OY Nofar Energy, an Israeli renewable energy company listed on the Tel Aviv Stock Exchange. The EBRD remains one of the most active investors in Romania’s energy and infrastructure development. To date, the bank has invested more than €12 billion in 576 projects across the country, supporting Romania’s transition to a cleaner, more secure, and more resilient energy future.

Chinese Pv Industry Brief: January-October Solar Additions Reach 252.87 GwChina’s National Energy Administration (NEA) released electricity industry data for the first ten months of 2025. The country’s total installed power generation capacity reached 3.75 TW, up 17.3 % year-on-year. Solar power capacity rose to 1.14 TW, up 43.8 %, while wind capacity grew 21.4 % to 590 GW. From January to October, China added 252.87 GW of new solar capacity (up 39 %) and 70.01 GW of new wind installations (up 53 %). In October alone, solar additions reached 12.60 GW, a 30.4 % increase from September.
Inverter manufacturer Sineng announced it received regulatory approval from the China Securities Regulatory Commission (CSRC) to issue new shares to a select group of investors, raising up to CNY 1.65 billion ($227 million). The company will devote CNY 890 million to a new 25 GW string inverter facility, CNY 610 million to a 15 GW energy-storage converter line, and roughly CNY 150 million to working capital. The issuance will be made to no more than 35 specific investors, including controlling shareholder Wu Qiang. Upon completion, the controlling group’s combined ownership is expected to stand at 22.69 %, with no change in control anticipated.
China Energy Engineering Corporation (CEEC) announced the results of its 2025 centralized solar-module tender. Twenty-three companies won bids for the 17 GW procurement, covering TOPCon, BC, and HJT technologies. Major winners included JA Solar, JinkoSolar, Astronergy, Tongwei, Trina Solar, LONGi, and GCL System Integration.
The Silicon Industry Branch of the China Nonferrous Metals Industry Association (CNMIA) released the latest weekly prices for polysilicon and silicon wafer. Price of polysilicon held steady compared to last week, while prices of wafer products experienced a significant decline since last week, with n-type G10L wafers averaging CNY 1.17 ($0.161) per piece (pc), 6.4% down. G12R wafer prices were down 4% ar CNY 1.2 and G12 wafers averaged at CNY 1.5, 5.1% down, compared to the previous week.

Uk Adds 1.9 Gw Of Solar In 12 MonthsA flurry of utility-scale solar projects helped increase UK deployed capacity by almost 2 GW in the 12 months to the end of October 2025, including the connection of the 373 MW Cleve Hill Solar Farm in July 2025 – the largest operational UK solar farm to date.
Deployment statistics from the UK government are provisional and subject to revision, but the latest data reveals 111 MW of new capacity was added in October 2025 across 25,470 installations. It brings the total capacity added in in the first 10 months of the year to 1.78 GW, compared to 2.12 GW for the same period in 2024, however the 2025 figure is likely to be revised as new data becomes available.
Most PV installations in the United Kingdom are domestic, however these account for just 30% of total capacity. As of the end of October 2025, at least 40% of UK solar capacity – 8.2 GW – came from ground-mounted or standalone solar installations accredited under the UK Renewables Obligation (RO), feed-in tariff or CfD schemes. Half of unaccredited capacity is believed to be ground mount, meaning this type of installation accounts for roughly 58% of UK total capacity.
Large-scale projects include 18 operational solar farms accredited under the government-backed Contracts for Difference (CfD) scheme, 16 of which came online in 2025. In its deployment statistics commentary, the UK Department for Energy Security and Net Zero (DESNZ) said it expects that number to increase.
The pipeline of utility-scale solar projects granted planning permission through the government’s Nationally Significant Infrastructure Project (NSIP) process has grown significantly since July 2024, with Energy Minister Ed Miliband signing off on the construction of gigawatts of new capacity.
DESNZ’s latest deployment statistics release follows a UK Budget that shifted some of the financial burden of historic utility-scale deployment from domestic bill payers to the government coffers. Chancellor Rachel Reeves announced on Nov. 26 that from April 2026 the government will cover three quarters of the cost of the Renewables Obligation charge currently applied to household electricity bills via general taxation for a three-year period..
Launched in 2002 and open for applications until 2019, the RO scheme supported early UK renewables deployment. The latest DESNZ data shows 7.4 GW of solar accredited under the RO scheme.
Solar Energy UK Chief Executive Chris Hewett welcomed the change, which is expected to result in a saving of roughly GBP 100 ($132) per year for an average UK household.
“Reform of the renewables obligation is both a welcome and expected move by the Chancellor,” Hewett said in a statement. “Together with the rising proportion of power coming from cheap solar and other renewables sources, plus reform to the electricity markets, we can expect bills to fall further in the coming years.”
The UK government has extended its consultation on how payments under RO and the previous feed-in-tariff regime are adjusted for inflation in the future. Industry stakeholders have until Dec. 2, 2025, to submit their views.

Vikram Solar Commissions 5 Gw Solar Manufacturing Plant In Tamil NaduVikram Solar has commissioned a 5 GW solar module manufacturing facility in Vallam, Tamil Nadu. The facility spans 27,000 square metres and operates as a fully automated manufacturing line. It is equipped to produce modules in M10, G12, and G12R formats. Moreover, it utilises TOPCon technology and has been designed for future upgrade to heterojunction technology.
The manufacturing line incorporates net-generation automated systems such as intelligent robotics, advanced material-handling processes, built-in quality-control checks, and automated packaging. This system layout is designed to support high-volume production, improve throughput, lower module degradation, and reduce failure rates. All modules produced at the facility are expected to comply with Tier-1 and international quality standards. Furthermore, the commissioning of this facility raises the company’s total module production capacity to 9.5 GW.
Vikram Solar currently has 4.5 GW of installed module manufacturing capacity. It plans to expand to 17.5 GW of module capacity by the financial year 2027. Additionally, the company has targeted 12 GW of solar cell manufacturing capacity by 2027.

India Posts Record 4.9 Gw Of Rooftop Solar Additions In First Nine Months Of 2025From pv magazine India
India added a record 4.9 GW of rooftop solar capacity in the first nine months of calendar year 2025, around 157% up year over year from 1.9 GW installed in the same period of 2024. With this, the nation reached 18.6 GW of cumulative rooftop solar capacity as of Sept. 30, 2025, according to Mercom India’s Q3 2025 India Rooftop Solar Market Report.
India installed 2.1 GW of rooftop solar capacity in the third quarter of 2025, marking the highest quarterly additions to date. This represents more than 165% year-over-year growth from 791.1 MW in the third quarter of 2024.
The PM Surya Ghar initiative remained the dominant contributor in the third quarter, making up 73% of rooftop solar installations. The industrial segment accounted for nearly 20% of the quarter’s installations. The commercial and government segments accounted for nearly 6% and more than 1% of quarterly additions, respectively.
Rooftop solar capacity additions under the capital expenditure model accounted for 84% of the third-quarter installations.
“Like utility scale, rooftop installations in the first nine months of the year have already surpassed all of last year’s additions,” said Raj Prabhu, CEO of Mercom Capital Group. “Residential installations, which made up only a third of rooftop solar three years ago, now account for 75% of the market. We expect this trend to continue until the PM Surya Ghar target is reached. The awareness created by the program is also likely to influence smaller C&I customers and encourage them to go solar. To keep this momentum on track, quality control in residential systems and persistent cost and supply challenges will need ongoing attention from the policymakers.”
Uttar Pradesh led the nation’s rooftop solar additions, accounting for 16% of installations in the quarter. Maharashtra and Gujarat ranked second and third, respectively, accounting for more than 15% and 14% of quarterly capacity additions.
Assam posted the highest compounded quarterly growth rate of more than 35% between the third quarters of 2024 and 2025.

Nipsco To Supply 3 Gw To Amazon Data Centers In Northern IndianaA Northern Indiana Public Service Co. affiliate — called NIPSCO Generation, or GenCo — plans to build up to 3 GW of gas-fired generation and battery storage to serve planned Amazon data centers, the companies said Monday. Combined with electric transmission to be built by NIPSCO, the companies expect to spend about $7 billion.
Under the arrangement, GenCo plans to build two 1.3-GW gas-fired power plants and a 400-MW, 4‐hour battery storage system to serve the data centers, according to filings at the Indiana Utility Regulatory Commission. In comparison, NIPSCO expects its non-data center load in 2028 will be about 2.3 GW.
The IURC on Nov. 19 reaffirmed a September decision to approve the GenCo framework, which is designed to ensure that NIPSCO’s existing customers don’t pay for infrastructure needed to serve hyperscalers like Amazon. Under the framework, GenCo will own and operate power plants for large load customers.
NIPSCO, a NiSource subsidiary, expects its 15-year deal with Amazon will produce about $1 billion in savings for its ratepayers. Those savings will be reflected as a credit on customers’ electric bills, according to a Nov. 7 filing by NIPSCO and NIPSCO Generation at the IURC. Residential customers will receive roughly $7 in monthly savings, according to the utility.
The companies have asked the IURC to approve a “special contract” and a power purchase agreement for the arrangement with Amazon. The filings at the IURC don’t name Amazon, but the details such as capacity, capital expenditure amounts and ratepayer savings match Monday’s announcement.
The contract calls for NIPSCO to begin providing power and capacity to Amazon data centers by Jan. 1, 2027, with deliveries climbing up to 2.4 GW by the end of 2032, Vincent Parisi, NIPSCO president, chief operating officer and CEO, said in an IURC filing.
Under the arrangement, NIPSCO will buy the power to serve the Amazon data centers through a PPA with GenCo. The Federal Energy Regulatory Commission will also have to approve the PPA. GenCo plans to seek separate IURC approval for any generation it builds for Amazon.
The contract gives Amazon a one‐time option, by March 31, 2029, to reduce its total capacity by 1,200 MW, according to NIPSCO.
NIPSCO will build, own and operate transmission infrastructure needed to serve the Amazon data centers, according to the application. The costs for the transmission will be kept separate from the utility’s ratebase and not flow through to its existing customers, the utility said.
NIPSCO and GenCo asked the IURC to approve the special contract and PPA by May 6.
GenCo is in talks to supply up to 3 GW to additional data center customers, with another 3 GW of “developing opportunities,” NiSource said in an Oct. 29 investor presentation.
Citizens Action Coaltion is reviewing the proposal, with an eye toward ensuring that ratepayers won’t be harmed by the arrangement, according to Ben Inskeep, a program director at the advocacy group.
”We will vigorously advocate to protect residential customers from risks and ensure they see significant affordability benefits, rather than more rate hikes, with the addition of large load customers,” Inskeep said Tuesday in an email.
In the last two years, NIPSCO has increased residential bills by $77 a month for customers using 1,000 kWh, resulting in the highest electric bills in the state, Inskeep said.
Also, the 2.6-GW of gas-fired generation GenCo plans to build at its coal-fired Schahfer power plant site could produce nearly four times the amount of greenhouse gas emissions that the existing Schahfer coal plant emitted in 2023, according to Inskeep.
“It is outrageous that none of the electricity to serve the 2.4 GW of data center load will come from additional renewable energy or energy efficiency,” Inskeep said.

Remcl Announces Results Of Its 1 Gw Rtc Renewable Energy AuctionRailway Energy Management Company Limited (REMCL) has announced the result of its 1,000 MW round-the-clock (RTC) renewable energy projects. The winners, along with their capacities, include ReNew Solar Power (200 MW), Bhalki Solar Power (200 MW), and Purvah Green Power (CESC) (180 MW). Other winners include Jindal Green (150 MW), Ayana Renewable Power (140 MW), and ACME Solar Holdings (130 MW). Furthermore, all the winners quoted a capacity of Rs 4.35 per kWh. The tender was floated in July 2025.
According to the tender guidelines, the successful bidders are required to set up the renewable energy projects and any associated dedicated transmission network. This includes establishing connectivity up to the delivery point at a voltage level of 220 kV or above, at their own cost. Furthermore, the projects must ensure annual availability of 75 per cent for the first three years of operation and 85 per cent for the remaining contract term. Bidders are required to develop renewable power projects, with or without storage, entirely at their own expense. They must also enter into a 25-year power purchase agreement.
Earlier in January 2025, REMCL issued a tender to select developers for the supply of 500 MW of RTC power from grid-connected renewable energy projects to the Indian Railways.

Philippines Launches 3.3 Gw Offshore Wind AuctionThe Department of Energy (DOE) of the Government of the Philippines has issued the Notice of Auction and the Terms of Reference (ToR) for the fifth round of the Green Energy Auction (GEA-5). The auction marks the country’s first competitive process dedicated exclusively to fixed-bottom offshore wind projects. The round offers 3,300 MW to be delivered between 2028 and 2030. The ToR detail the requirements, evaluation procedures, and submission timelines for developers.
The ToR includes several refinements. Only fixed-bottom offshore wind will be eligible, based on port and grid readiness. The supply delivery period is set at 20 years, with green energy tariff (GET) payments commencing at commissioning and wholesale electricity spot market registration mandatory. It introduces an expanded offshore wind infrastructure plan addressing grid connection, port usage, logistics, and key development milestones. It also specifies port access rules, queuing orders, and associated penalties in case of delays. Moreover, the ToR outlines updates to the bid bonds, performance guarantees, and GET entitlement rules. Additionally, lender step-in rights for project financing and continuity have also been incorporated.
The GEA-5 adopts a milestone-based process that links project development with government actions related to grid studies, port preparation, permitting, and construction. Coordination with the National Grid Corporation of the Philippines (NGCP), National Transmission Corporation (TransCo), and port authorities is expected, with successful bidders to receive priority for facility studies, renewable energy purchase agreements, grid-connection arrangements, and port scheduling. Pambujan port in Camarines Norte and Sta. Clara port in Batangas have been identified as the installation ports, with guidance to be provided for developers opting for private port use. The developers are now expected to prepare registration documents including wind resource assessment and infrastructure plans, with the DOE set to announce the pre-bid conference and registration schedule on its website.

Japan’S Pv Module Shipments Hit 1.28 Gw As Residential Demand AcceleratesJapan’s solar module shipments hit 1.28 GW in the first quarter of fiscal 2025, driven by a sharp rise in residential demand that pushed domestic deliveries to 1.273 GW, up 111% from a year earlier, according to the JPEA, a trade group representing Japanese solar manufacturers.
Residential PV installations jumped 126%, offsetting weaker growth in commercial systems, the JPEA said in its latest quarterly report.
Foreign manufacturers continued to dominate the market, supplying 828 MW, or 65% of total shipments, up 114% year on year.
Japanese suppliers shipped 452 MW, maintaining a 35% share. Production remained overwhelmingly offshore, with 95% of modules manufactured outside Japan, said the JPEA.
The non-residential segment delivered 900 MW, up 105%, including 490 MW for large-scale power generation and 410 MW for general commercial use. Overseas shipments remained marginal at 6.5 MW, roughly two-thirds of last year’s level.
Modules rated 300 W and above accounted for most of the volume, totaling 1.131 GW for the quarter.
Japanese companies shipped 445 MW domestically, with 241 MW for residential use, 80 MW for power generation, and 125 MW for commercial sites.
Foreign companies supplied 828 MW domestically, including 132 MW for residential, 411 MW for power generation, and 285 MW for commercial installations.
The overall pattern reflects continuing reliance on foreign manufacturing, strong residential demand, and steady growth in large-scale solar projects, with domestic shipments led by the Southeast region, said the JPEA.
Japan aims to accelerate its energy transition by expanding renewable capacity, improving grid flexibility, and integrating emerging technologies such as perovskite solar and green hydrogen. The government has launched two new subsidy schemes, offering up to 75% cost support for perovskite modules and storage, to hit its target of 20 GW of perovskite capacity by 2040, according to the Ministry of the Environment.
