
In its 2026 investment programme, the Turkish government has allocated over EUR 5.2 billion (TRY 261.58 billion) for 91 railway projects, which are to be completed by 2032. Infrastructure operator TCDD is responsible for 54 projects, 15 are accounted for by passenger rail transport and rail freight transport operator TCDD Tasimacilik, and 22 are the responsibility of the Ministry of Transport. TCDD Tasimacilik will receive around EUR 750 million, of which EUR 479 million is for ongoing projects and EUR 271 million is for new projects, including the procurement of new diesel locomotives for main lines and domestically manufactured electric multiple units (EMU), which are scheduled to be delivered by 2028. TCDD has EUR 2.2 billion available for the expansion of major high-speed rail (HSR) lines such as Cerkezköy – Kapikule, Adana – Osmaniye – Gaziantep, Sivas – Erzincan, Konya – Karaman – Nigde – Mersin – Adana and Ankara – Izmir, as well as for the Iraq – Turkey corridor and new rail freight transport connections to industrial areas. The Ministry of Transport will receive around EUR 2.1 billion for feasibility studies on new lines in 59 provinces, for expansion measures on the Gebze – Haydarpasa and Sirkeci – Halkali suburban rail lines, and for larger projects such as Gebze – Yavuz Sultan Selim Bridge – Istanbul Airport – Catalca.
