Pagabo has launched a £4.16bn civil engineering and enabling works framework - rising to £5bn including VAT - that will consolidate two major national agreements into a single procurement vehicle spanning the UK.

Acting as an agent of the Yorkshire Purchasing Organisation, Pagabo is seeking to establish a new closed framework that merges the existing National Framework for Civils and Infrastructure with the National Framework for Demolition and Land Preparation. The move comes as the current civils framework approaches its expiry in May, while the demolition framework will conclude upon execution of the new procurement.

The proposed framework will run for four years, from 4 September 2026 to 3 September 2030, and is designed to provide a comprehensive, end-to-end solution for civil engineering, infrastructure delivery, demolition and land preparation works.

The combined scope has prompted a significant restructuring of the lotting strategy, said the tender notice. Under the new model, the framework is expected to be divided into 13 lots, reflecting both sector specialisms and project value tiers:
