Pub Completes Tengah Service Reservoir To Support Growing Water Demand

PUB, Singapore’s National Water Agency has completed the construction of the Tengah Service Reservoir (SR), a key piece of water supply infrastructure designed to meet current and future water demand in Tengah Town, which is expected to accommodate a growing residential and industrial population.

Constructed at a cost of approximately S$120m (around $94m), work on the reservoir began in May 2022 and was completed in Nov 2025. As part of Singapore’s water supply network, service reservoirs store treated drinking water from PUB’s water treatment plants before it is distributed to homes and businesses, helping to ensure a continuous and reliable supply.

Strategically located in western Singapore, Tengah SR is a potable water reservoir comprising two water tanks with a combined storage capacity equivalent to around 22 Olympic-sized swimming pools.

The facility was developed to support increasing water demand from future residential developments in Tengah Town, which is expected to house approximately 42,000 households, as well as businesses within the upcoming Tengah industrial precinct, part of the Jurong Innovation District.

Built on elevated ground at Tengah’s highest point, the reservoir enables treated water to be distributed to surrounding developments through gravity, reducing the need for additional pumping. This improves operational efficiency and lowers operating costs.

The facility is remotely operated through a centralised monitoring and control system that provides real-time oversight of key operational functions. The system enhances productivity, reduces the need for manual intervention and improves operational reliability. It can also rapidly identify changes in water demand or supply conditions, enabling prompt responses through automated alerts.

The construction contract was awarded to local firm Chye Joo Construction. Tengah SR is the first service reservoir in Singapore to be constructed using the slipform method, which involves the continuous, round-the-clock pouring of concrete to create a seamless circular wall structure from the ground upwards.

This technique eliminates construction joints in the tank walls, reducing the risk of water leakage and enhancing the overall performance and durability of the reservoir.

PUB worked closely with the Housing & Development Board (HDB) during the planning and development of the facility to ensure it was fully integrated into Tengah’s overall masterplan.

The reservoir was also designed to complement its surroundings. Dark brown aluminium façade fins were incorporated into the exterior to help the structure blend more naturally with the surrounding environment.

As the reservoir was constructed within a forested area, PUB implemented a range of environmental mitigation measures to minimise impacts on local wildlife and habitats.

These included wildlife shepherding before site clearance, inspections for nesting sites prior to tree removal, and the installation of temporary hoardings around work areas to prevent wildlife from entering the construction site.

Service reservoirs are a critical component of Singapore’s water supply system. They help buffer daily fluctuations in demand and maintain supply reliability during periods of peak consumption or unexpected disruptions.

PUB currently operates more than 10 service reservoirs across Singapore, including NEWater service reservoirs serving industrial customers.

With water demand expected to increase alongside population growth, urban development and industrial expansion, PUB will continue investing in and expanding Singapore’s water infrastructure to ensure a resilient and reliable water supply network for the nation’s long-term needs.
