railwayAlto and its private development partner, Cadence, will begin a phased market sounding process this month as part of preparations for major procurement activities linked to Canada’s planned high-speed rail line between Toronto and Québec City.
The initial stage of the programme will focus on rolling stock and signalling systems, with the engagement intended to inform manufacturers and suppliers about upcoming procurement opportunities and gather information on industry capacity and interest.
The market sounding forms part of the development and pre-construction phase for the high-speed rail project, for which construction is currently expected to begin between 2029 and 2030. The process follows earlier outreach to the steel sector that started in autumn 2025.
Representatives from Alto and Cadence plan to meet with companies in Canada and other countries over the coming weeks. Discussions will address potential technical requirements, expected timelines and the procurement structure. Project organisers say the engagement will also help companies prepare for future tenders.
The consultations will examine issues including trainset design suited to high-speed operation and Canadian weather conditions, as well as passenger features such as seating configurations and accessibility measures.

Alto’s planned network will run for about 1,000 kilometres between Toronto and Québec City, with trains expected to reach speeds of 300 kilometres per hour or higher. The route is intended to serve several major urban areas in central Canada.
Project estimates indicate that construction could generate more than 50,000 jobs, with around 5,000 positions linked to operations once the line is in service. Planning documents also indicate the railway could reduce travel times between cities along the corridor and contribute to lower greenhouse gas emissions by shifting some journeys from road and air to rail.
The rolling stock and signalling consultations represent the first of several industry engagement activities scheduled for 2026.
