
Spanish public transport received EUR 735 million in funding in 2025, the Ministry of Transport and Sustainable Mobility announced on 5 January 2026.
In 2025, various lines of financial support were launched, aimed at both autonomous communities and local and supra-municipal entities, with the goal of mobilising all available resources to ensure a more accessible, affordable, safe and sustainable public transport system.
Last year, the Ministry allocated EUR 355 million to finance the introduction of free public transport for children up to 14 years old, as well as 50% discounts on youth passes and multi-journey tickets. In addition, fares for other passes and multi-journey tickets were reduced by at least 40%, co-financed with the beneficiaries.
In December, as an advance, the first EUR 201 million were paid to 75 beneficiaries (11 autonomous communities and 64 municipalities, provincial councils, and supra-municipal entities) out of a total of 135 beneficiaries.
Considering the particularities of the islands, the Ministry also launched a special line of support to finance a 100% discount on public transport passes and multi-journey tickets for collective land transport in the Canary Islands and the Balearic Islands. Thanks to these aids, the Autonomous Community of the Canary Islands received a subsidy of €120 million last year, while the Balearic Islands received EUR 63 million.
Both autonomous communities also received advances in 2025, totalling EUR 118.95 million of which EUR 78 million for the Canary Islands and EUR 40.95 million for the Balearic Islands.
Additionally, the Ministry of Transport allocated EUR 363.7 million to finance regular public transport in Spain in metropolitan areas, to the Madrid Regional Transport Consortium, the Barcelona Metropolitan Transport Authority, the Valencia Metropolitan Transport Authority, and the Autonomous Community of the Canary Islands.

To fund urban public transport services provided by local authorities, the Ministry launched a new grant programme in 2025 with a total value of over EUR 51 million. Thanks to this line of support, 93 municipalities received funding, including notable allocations for Zaragoza (EUR 7 million+), Sevilla (EUR 4.8 million), Málaga (EUR 2.9 million), and Valladolid (EUR 1.7 million).
Last year, the Ministry also launched an innovative subsidy programme to promote the use of public bicycle-sharing services, contributing to a modal shift from private cars to more sustainable modes of transport.
This new programme, initially funded with EUR 10 million, attracted applications from 11 municipalities and supra-municipal entities, including A Coruña, Valladolid, Santander, and the Barcelona Metropolitan Area. Among these potential beneficiaries, three received advances in 2025 totalling EUR 159,000.
The financial allocation for Spanish public transport demonstrates, once again, the significant investment effort undertaken by the Ministry and highlights the Government’s clear commitment to decarbonising mobility, by promoting public transport and shifting use from private vehicles to more sustainable modes of transport.
