Community Rail Network has appointed Bill Freeman as its new Chief Executive Officer to lead the organisation through the next phase of growth for the grassroots movement and help ensure community rail remains central to the future direction of Britain’s railways.

Bill, who previously served as interim chief executive of Community Rail Network in 2025, will rejoin at a pivotal moment for the organisation, with rail reform, devolution and the development of Great British Railways creating significant opportunities for communities to have a stronger voice in shaping local transport and rail services.

Chair of Community Rail Network Jeremy Whitaker said: “We are delighted to appoint Bill to lead Community Rail Network at such an important time for both the community rail movement and the wider rail industry.

“Bill was a highly valued member of the team during his time as interim chief executive last year, and the Board is delighted that he will now become the organisation’s permanent chief executive.

“We look forward to working with Bill to ensure community rail continues to shape the future of the railways across England, Scotland and Wales.”
