road-bridgeCommercially based local authority contracting organisation Tayside Contracts is preparing to launch a £20M subcontracting framework covering a broad range of civil engineering works and associated services across the Angus, Dundee City and Perth & Kinross council areas.
The proposed framework, titled Subcontracting Framework for Works and Associated Services, is designed to supplement the organisation’s in-house delivery capacity while supporting operational and commercial activities throughout the Tayside region, in east Scotland.
The multi-lot framework will provide access to specialist contractors capable of delivering both planned and reactive works, with Dundee-based Tayside Contracts aiming to strengthen flexibility, resilience and continuity of service delivery.
A prior information notice has now been issued to notify the market of the anticipated procurement and to seek feedback from contractors on the proposed lotting structure, delivery approach and commercial arrangements ahead of the formal tender process.
The framework is divided into nine lots covering a wide spectrum of highways, civils and environmental services.
Lot one – Covers surfacing and patching works, including asphalt resurfacing, carriageway and footway repairs, pothole reinstatement and preparation works such as milling and planing.
Lot two – Focuses on road markings, road studs and high-friction surfacing, with services including line marking, stud installation and specialist surfacing applications aimed at improving road safety.
Lot three – Comprises traffic management services, encompassing temporary traffic controls, lane closures, diversions and event or emergency traffic management support on public highways.
Lot four – Includes environmental maintenance services, which covers landscaping and tree surgery works such as tree felling, vegetation clearance, planting and grounds maintenance.
Lot five – Relates to vehicle restraint systems and barrier works, including the installation, inspection and maintenance of crash barriers and safety fencing systems.
Fencing works are separated into lot six and include boundary fencing, gate installation, repairs and temporary fencing solutions across operational sites.
The remaining three lots are dedicated to civil engineering works, split by project value.
Lot seven – Covers major civils projects valued above £500,000 and includes road construction, flood alleviation schemes, earthworks, structural concrete works, bridge-related civils and public realm improvements.
Lot eight – Focuses on medium-scale civils schemes between £100,000 and £500,000, including drainage works, paving, excavation, reinstatement and streetscape improvements.
Lot nine – Aimed at smaller-scale and reactive civils works below £100,000, including minor drainage repairs, kerbing, patching, concrete repairs and emergency maintenance works.
Tayside Contracts is planning to hold an online market engagement session via Microsoft Teams on 1 June to provide contractors with an overview of the proposed framework and gather feedback on the procurement strategy.
The contract notice is expected to be published on 15 June.
