Project promoter RB Rail has reported that construction of the Rail Baltica high-speed rail (HSR) line has reached a 43% progress of the main line for the first project phase. Currently, 267 km of the line is ready for construction, whilst work is proceeding in parallel in Estonia, Latvia and Lithuania. In Estonia, around 107 km of the main line are under construction, and work is also underway at Ülemiste station in Tallinn. In Latvia, more than 200 km of the main line for Phase I have been contracted outside Riga, of which around 30 km are under active construction. In parallel, work is progressing on Riga Central Station  and the railway link to the airport. In Lithuania, 114 km of the main line are under construction, and track laying has already begun on the first section. The project is primarily funded through the Connecting Europe Facility (CEF), which has so far provided more than EUR 4 billion and covers up to 85% of eligible costs. This is supplemented by national funds and funding for military mobility. RB Rail has announced further tenders for 2026, including for the southern section of the Ülemiste terminal and for services relating to the power supply for the line in Latvia and Lithuania.
